The legal description is Southwood Holdings Tract A. The proposed improvements consist of a 22193 square foot single story structure with 38 parking spaces and the associated infrastructure. The existing land cover consists of 7.54 acres of grassland and a Post Oak cluster. The terrain slopes with an average grade of 1. 0%. The site is zoned R-4 and is being developed by J.T. Compton, P .O. Box 419, Morrilton, AR 72110, (501) 354-1541. The latest Flood Insurance Rate Maps for College Station show no portion of the site contains or abuts the regulatory 100-year flood plain or floodway. The goa l of this study is to provide an economic design that will effectively manage the runoff produced by a 5, 10, 25, 50 and 100 year storm by the use of an existing detention facility ' that will not increas e the peak rate of discharge for the entire watershed and a design that complies with the City of College Station Stormwater Design Standards . EXISTING DRAINAGE BASIN DESCRIPTION: The site is in the Bee Creek Tributary A drainage basin. This site is considered t o be in the secondary drainage system and from a hydrologic standpoint is sensitive to short duration, high intensity rainfall events. The runoff drains o verland in three directions. Area A drains in a northwest direction to a detention basin in the Brandon Heights Subdivision. Area B drains in a northerly direction to an existing drainage easement between Southwood Forest Phase Four. From there it flows a l ong a concrete flume to an improved ditch along Rio Grande Boulevard. Area C drains towards Rock Prairie Road. The adjacent St. Francis Church tract, a small portion of the Westchester Park Subdivision, a port ion of the remainder of Tract A and a portion of the Southwood Living Center contribute to the flow of Area B. PROPOSED DRAINAGE The proposed design will route the flo w across the site and concentrate it at the detention facility in Area B. At that point COLLEGE STATION PERSONAL CARE FACILITY -DRAINAGE ANALYSIS PAGE 1 OF 2 PAGES it will be discharged to the existing drainage easement between Southwood Forest Phase Four and from there it will flow along the existing concrete flume to the ditch along Rio Grande Boulevard and on to Bee Creek. When the Church expands in the future it will need to consider det ention. To determine the predevelopment flow all of area B was considered undeveloped. The basin was sized to accommodate the ultimate development of the College Station Personal Care Facility (CSPCF) and the remaining portion of Tract A. DRAINAGE FACILITY DES1GN: Predevelopment discharges for the 5, 10, 25, 50 and 100 year storms were determined using the Haestead Methods Quick TR-55 rational method for computing runoff hydrographs. Detailed calculations are contained in the Predevelopment Conditions Appendix. Post-development disc harges were determined utilizing the same hydrography methodology. The detention facility was modeled using the Hae stead Methods Pond Pack computer program. Hydrographs were det e rmined for inflow to the detention facility and outflows from the dete ntion facility. Detailed calculations are contained in the Post Development Conditions Appendix. A summary of the results of all discharge calculations is presented in Table One. The detention facility is designed to function for a range of storms up to the 100 year storm. Outflow for storms up to the 100 year storm are contained within the outlet control works and a 6 11 freeboard is provided to the top of berm. CONCLUS10N: This project is in compliance with the City of College Station Stormwater Design Standards. The legal description is Southwood Holdings Tract A. The proposed improvements consist of a 22193 square foot single story structure with 38 parking spaces and the associated infrastructure. The existing land cover consists of 7.54 acres of grassland and a Post Oak cluster. The terrain slopes with an average grade of 1. 0%. The site is zoned R-4 and is being developed by J.T. Compton, P.O. Box 419, Morrilton, AR 72110, (501) 354-1541. The latest Flood Insurance Rate Maps for College Station show no portion of the site contains or abuts the regulatory 100-year flood plain or floodway. The goal of this study is to provide an economic design that will effectively manage the runoff produced by a 5, 10, 25, 50 and 100 year storm by the use of an existing detention facility that will not increa s e the peak rate of discharge for the entire watershed and a design that complies with the City of College Station Stormwater Design Standards. EXISTING DRAINAGE BASIN DESCRIPTION: The site is in the Bee Creek Tributary A drainage basin. This site is cons idered t o be in the secondary drainage system and from a hydrologic standpoint is sensitive to short duration, high intensity rainfall events. The runoff drains o verland in three directions. Area A drains in a nort hwest direction to a detention basin in the Brandon Heights Subdivision. Area B drains in a northerly direction to an existing drainage easement between Southwood Forest Phase Four. From there it flows along a concrete flume to an improved ditch along Rio Grande Boulevard. Area C drains towards Rock Prair ie Road . The adjacent St. Francis Church tract, a small portion of the Westchester Park Subdivision, a portion of the remainder of Tract A and a portion of the Southwood Living Center contribute to the flow of Area B. PROPOSED DRAINAGE The proposed design will route the flow across the site and concentrate it at the detention facility in Area B.
