MEETING WITH CITY STAFF -JULY 22, 1996
MINUTES OF MEETING
)
A meeting ~eld at the City of College Station Planning Conference Room at City Hall, beginning
at Z:OO P.M. The meeting purpose was to discuss with City Staff their comments and proposed
solutions resulting from review of the Preliminary Design Submittal made on July 16, 1996.
Attendents were the following:

STORMWATER
Concern was raised regarding the potential depth of the water that would·, collect at the
Holleman Dr. parking lot entrance close to the discharge headwall. Veronica indiated that
current ordiances would not allow water to leave the site. Earl Havel indicated that the proposed
solution was to provide openings in the curb allowing water to flow into a grass swale and
overflow the head wall.
Veroncia commented that the opening was limited by ordiance and that review of the
Stormwater Calculations would be necessary to evaluate the concern. Earl stated that if
necessary, a drop inlet could be placed at the curb and the water could be carried by pipe to
the headwall.

Concern was raised as to the amount of soil cover that would be maintained over the drainage
culvert. Earl stated that a minimum of 1811 would be maintained thus, with irrigation, the grass
over the culvert should not die and be easily maintained . Mr. Hines stated that the pipe might
take an alternate route minimizing the amount of playing surface it would be under.
Earl Havel stated thatthe Stormwater and Drainage calculations would be deliverd to Veronica
by the end of the week. The plan and solution was accepted.
UTILITIES
Veronica reviewed the layout and rasied no issues . Mr. Hines asked if the bore under Holleman
would be a problem and Veronica and Shirley Volk said it would be preferrable to an open cut. ... ~. -·-
EMERGENCY ACCESS
Concern was raised as to loop the Fire Lane designation around Field Two or to stop the lane
designation as shown. Mr. Hines stated the line was placed measuring 150 LF from the furtherst
point of the building at each location. The radius needed to allow proper passage of a police car
or ambulance to loop between Fields One & Two and Two & Three was determined when the
bleachers were located at Field Two . Mr. Hines stated that the pavement would be 6 11 and
designed like the parking lots .
Veronica said that she would review the matter with the Fire Department and to leave the limits
as is for now. (On July 29, 1996 Earl Havel reviewed the matter with the College Station Fire
Chief resulting in the limits remaining as indicated.)
TRAFFIC AND PARKING
Tom Hines stat ed that the solutions shown regarding entry to parking from F.M . 2514 and
Holleman Drive were follwing Ed Hard's comments on the concept plan . Concerns were raised
that people mighttry to make left hand turns from F.M. 2514 into the Parking Lot ignoring the
Right-In and Right-Out islands . His suggestion was to have a right-out island allowing traffic
access from F.M . 2514. Mr. Hines indicated thatthere was not a center lane this far up from the
Holleman intersection. Mr. Hard said that was a good reason . (Mr. Hines returnd to the site and
saw that a center turn lane does exist down F.M. 2514 back to George Bush Drive . A letter was
sent to Mr. Ploeger stating so and that left turns into the site from F.M . 2514 would be
acceptable). No other comments were raised.
ELECTRICAL SERVICE
The transformer would be placed on the building porch behind the PARO storage room . Primary
service would be run underground from Holleman and coordinated by th e Swoboda
Engineering. Mr. Hines asked about the existing power and poles that cross the property

servicing the houses along FM 2514. Mr. Michalsky said that when the time came to start
construction, the service would be cut and the poles removed by the City and no cost to the
project
LANDSCAPING
Sabine asked about the status of the design and trees. Tom Hines said that all the trees had not
been inventoried in addition to the selection of what to keep. Sabine said that she would work
with Pete Venecek, Park Planner and Landscape Architect with PARO, in developing the design .
Sabine asked about project signage. Mr. Hines showed her on the plans where the main project
sign was located and that it would be a ground sign and also shown was the sign along Holleman
Dr. which i~ also a ground sign. Mr. Hines stated that the sign would be approximately the same
size'as ·PARD standard signs .
SOLID WASTE
Concern was raiseds to the adequacy of the width of the bin that would hold the dumpster. Mr.
Smith stated that there should be approximately 2 feet between the container and the bin walls .
12 foot minimum width is recommended. Mr. Hines showed on the drawings where a six foot
high fence is shown to screen the bin from Holleman Dr. Access to the dumpster container will
be from the interior of the park with a screen wall at the back facing Holleman.
CONCLUSION
Shirley Volk stated that work could progress and that the Preliminary Design is acceptable and
she awaits the completed plans for the Plan Review Committee (PRC). Issues or concerns raised
by the PRC could be resolved with the individual raising the issues provided and agreed upon
solution was reflected in the minutes of the meeting.
The meeting ended at approximately 4 :00 P.M .

This permit is valid for fill placement at Wayne Smith Park on the west side of Bee Creek
tributary . Construction for Wayne Smith ballfield will follow the fill permit. Due to the
length of the project, erosion control must be maintained. Erosion control may be
removed once vegetation has been established .
Contractor shall prevent silt and debris from leaving the site in accordance with the City of
College Station Drainage Policy and Design Criteria. Owner and/or contractor shall be
responsible for any damage to existing city streets or infrastructure due to heavy
machinery and/or equipment.
In accordance with Chapter 13 of the Code of Ordinances of the City of College
Station, measures shall be taken to insure that debris from construction, erosion, and
sedimentation shall not be deposited in city streets, or existing drainage facilities .
I hereby grant this permit for development of an area inside the special flood
hazard area. All development shall be in accordance with the plans and specifications
submitted to and roved by the City Engineer in the development permit application for
