TYPE OF DEVELOPMENT:
This permit is valid for site improvements as shown on the approved construction
drawings. Contractor shall prevent silt and debris from leaving the site in accordance with
the City of College Station Drainage Policy and Design Criteria. Owner and/or contractor
shall be responsible for any damage to existing city streets or infrastructure due to heavy
machinery and/or equipment.
This permit expires six ( 6) months from the date of issuance . Any work performed after
the expiration of this permit is not covered, and is considered unauthorized .
In accordance with Chapter 13 of the Code of Ordinances of the City of College
Station, measures shall be taken to insure that debris from construction, erosion, and
sedimentation shall not be deposited in city streets, or existing drainage facilities.
I hereby grant this permit for development of an area outside the special flood
hazard area. All development shall be in accordance with the plans and specifications
submitted to and approved by the City Engineer in the development permit application for
the above named project and all of the codes and ordinances of the City of College Station
th ta ply.

Parking Lot Expansion College Station Institute of Religion
I. General Location
A. The project site is located at the intersection of Dexter and Old
Jersey Street
B. The Primary Drainage System that the site ultimately drains to
is Bee Creek. the site is located in the upper reach of the
creek in basin 3.
II. Description of Property
A. The site is a 1.3 acre tract with an existing building and
parking areas.
B. The purpose of the project is to expand the parking area from
10 spaces to 25 spaces.
C. The additional parking spaces increase the impervious ground
cover by 1,205 square feet or by 0.03 ·acres.
D. The project also proposes to relocate and replace the existing
12" culvert between the existing parking area and the building
with a 15" and 18" PVC drainage system.
Ill. Drainage Basins and Sub-Basins
A. The Primary Drainage System that the site drains to is Bee
Creek. The site is at the most upstream reach of the creek and
is found on the Flood Insurance Rate Map number48041C0144
C dated July 2, 1992. Though the 1" to 1000' scale of the maps
are not accurate for such small areas, a portion of the site
could be located in Zone X. This zone does not have a base
flood elevation and is not mapped in the 100 year flood plain.
B. The existing site drainage generally sheet flows to the
southwest side of the tract. The only proposed impact of this
project on the secondary drainage system will be from
increasing the impervious area of the parking lot by 0.03
acres.

IV. Drainage Design Criteria
A. The scope of this project from a drainage perspective is so
small that the procedures for evaluating the impact outlined in
the Drainage Policies and Design Standards manual are not
applicable. The proposed improvement is only 1,205 square
feet (0.03 acres). By inserting extreme values in the rational
formula for the 25 year event (C=1, 1=10,A=0.03) yields a runoff
for the parking area of 0.3 cfs. It would be impractical to
attempt to detain any impact due to the proposed development
for this project.
V. Drainage Facility Design
A. The proposed parking addition will collect runoff in area drain
2 as shown on SD-2 of the plans and will carry the flow to area
drain 1 via a 12" pvc pipe. The overall drainage patterns for
the site will remain the same as the existing conditions.
VI. Conclusions
A. No detention is recommended. As stated previously, the
impact of such a small amount of development is impractical
to quantify and would be very impractical to mitigate.
