Dear Veronica: As per our letter of December 20, 1995, Varsity Ford proposes filling a section of Lot Two. The area concerned is delineated on the revised Site Reclamation Plan . A detail has been added to the plan which shows proposed limiting contours , based on the maximum 4 :1 side slopes . This detail also indicates the offsets used to determine the extents of the fill area. Other revisions include the addition of a note specifying that groundcover must be established within 30 days of completion of fill activity or if activity ceases for more than 14 days; correcting the word "proposed" to read "existing" (in reference to two fire hydrants and a waterline); changing the boundary of the fill area slightly to make sure that it is at least 20' away from the natural channel between the 30" RCP and the creek (this eliminates any need for an easement in this area); and noting that the 30" RCP is located within Tx.Dot R .O .W . There is no defined easement at the 100 year flood plain line . Please refer to our previous letter (a copy is attached) for other information on the proposed fill area . As stated, the proposed construction does not significantly alter the drainage characteristics of this tract. It does not affect adjacent tracts, it meets the City of College Station Drainage Ordinance requirements , and it follows good engineering practice. North B . Bardell, Jr. P.E . Contractor shall prevent silt and debris from leaving the site in accordance with the City of College Station Drainage Policy and Design Criteria. Owner and/or contractor shall be responsible for any damage to existing city streets or infrastructure due to heavy machinery and/or equipment. This permit, being temporary, is valid for ninety (90) days of the date shown below, and is not intended to allow the complete development of the site . Any work performed after the ex piration of this permit is not covered, and is considered unauthorized . In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing drainage facilities . I hereby grant this permit for development of an area inside the special flood hazard area. All development shall be in accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit application for the above named project and all of the codes and ordinances of the City of College Station that apply . Dear Veronica: Varsity Ford proposes to fill a section of Lot Two. Portions of this tract lie withirrihe 100 yr. flood plain based on ground location of elevations stated in F.E.M.A.-FIRM Community Panel No . 48041C0142 C, July 1992. Along with the flood plain location, the proposed limits of the fill are delineated with bearings and distances on the Site Reclamation Plan. Proposed construction parameters are: select fills shall be limited to clays, compacted to 95% Standard, graded so as not to exceed 4: I side slopes and seeded in accordance with Street Spec . No. 709. Toes of slopes shall meet existing natural ground elevations and will not encroach the flood plain or into the tributary formed by the 30 in. RCP under State Highway 6 Frontage Road discharging into Carter's Creek. (The limits were established by offsetting the northeast and southeast property line 15 ft ., the southwest property line 24 ft . and the 100 yr. flood plain and tributary approximately 20 ft.) Before development, the entire tract sheetflows in a northerly direction toward Carter's Creek, away from State Highway 6 Frontage Road. The proposed fill will allow the entire site to continue to discharge into Carter's Creek. The sideslopes surrounding the fill section shall be seeded for erosion control. The potential for erosion along the southeasterly property line was investigated. Seeding this area will keep the velocities less than 4.5 ft./sec. for up to a I 00 YR rainfall event satisfying Table VII-2 in the City of College Station's Drainage Ordinance.
