Assistant City Engineer RE: College Station Assisted Living Facility (Edelweiss Estates, Phase 3-A) Drainage Drainage Report for Edelweiss Estates (Jan., 1995, Revised-April, 1995) Dear Veronica: In keeping with the requirements of the Drainage Ordinance, this letter covers the specifics of the drainage design of the subdivision called Edelweiss Estates Phase 3-A. Although the area is platted in this phase, the overall drainage scheme is covered in detail in the above referenced Drainage Report for Edelweiss Estates, January 1995, Revised April, 1995. The project is located on the east side of Victoria A venue north of Graham Road. The referenced drainage report addresses the general location and description, primary drainage basin , and existing secondary drainage basin description for the watershed. Per the Drainage Report, the area is included in Drainage Area Number 7 (See Exhibits D-2 through D-4). The Drainage Report was cdmpleted before we knew the specifics of the development of this tract. The characteristics of the undeveloped tract comply with a curve · number of 75 and a lag time of .57 hours. The developed tract was assigned a curve number of 92 and a lag time of .16 hours. Now that the specifics of the development are known , it is apparent that the developed curve number and lag time are very conservative. The estimates are still appropriate since we do not know the nature of the development of the other tract in Drainage Area Number 7. As demonstrated in the report, and as a result of the detention provided upstream, no detention is required with the development of this tract. In order to keep peak flows at manageable levels , the storm water management plan for the subdivision depends on the un-impeded release of storm water from areas downstream of the detention facility. 1722 Broadmoor , Suit e 21 O • Bryan , Te xas 7780 2 • (409) 776 -6700 • FAX (409) 776-6699 College Station Assisted Living Facility (Edelweiss Estates, Phase 3-A) Drainage Page 2 Enclosure "A", Site Drainage Map, shows the site with the drainage facilities labeled. Enclosure "B" shows the runoff calculations for each area. Enclosure "C" shows the sizing of the flumes for Drainage Areas A and C. Calculations for the flumes were based on the peak discharge of a 10-year storm frequency. The courtyard outlet pipe (Drainage Area B) was designed to accommodate the 100-year storm frequency. AU of the assumptions listed (see page 7 and 8) in the referenced Drainage Report are still appropriate . The design of these facilities are in keeping with the Drainage Report and the City of College Station Drainage Policy and Design Standards. Should you have any questions, please advise. Box 347 Scranton, AR 72863 Dear Mr. Carter: As I indicated in our telephone conversation a few minutes ago, the City staff is having a great deal of difficulty in reviewing the plans submitted on 2-14-96, because the site plan is incomplete, and it really isn't at all like the site plan submitted by K L. Karnes Construction Co. and reviewed by the staff in November 1995. Normally the steps in the review process are as follows: (1 )Applicant submits 16 copies of site plan, grading plan, drainage plan and landscape plan for review. (2)Project Review Committee reviews plan and votes on the project. In this particular case, the PRC voted to approve the plan with certain specific conditions . (3)Applicant revises the plans to comply with conditions of approval and submits 4 sets of full building/site construction plans with those revised site/grading/drainage/landscape plans attached. (4)City reviews plans and redlines with conditions for comp!iance and returns on 5th working day to applicant for revisions. (5)Applicant makes revisions and resubmits 4 complete sets of plans for review for compliance (done within 5 working days). (6)1f plans approved , applicant pays fees and receives building perm it and drainage development permit. To date the staff has reviewed the building plans submitted and has the following comments pertaining to the items missing from the site plan: (1 )Need vicinity map , (2)Need temporary blanket easement prior to issuance of bu ilding permit, (3)Need all water & sewer & irrigation demands (minimum & maximum in gallons per minute and gallons per day (sewer) so City can size meters , (4)Need waterline plans for interior, including fire hydrant(s), (5)Sprinkler connection (Siamese) needs to be located near the fire hydrant area , but away from the bu il ding -show location, (6)Need ADA details for ramps on public sidewalk - Home of Texas A&M University show location, (?)Need drainage details, including flumes, headwalls, etc., (8)Need to see backflow preventer/sprinkler vault details on some set of plans, (9)Need detail on how driveway detail will tie into Victoria, (10)Need technical data on fiber mesh to indicate that 4" with fiber mesh is as strong as 6" w/#3's at 18" o.c., (11 )Need grading details with curb openings, (12)Need for fire hydrant to be shown on site plan so staff can determine if 1 hydrant provides coverage for entire site , (13)Fire lanes need to be more clearly defined, (14)Show radii of curbing, both inside & outside, (15)Make the location of the new manhole more clear, (16)Water meters must be located in easements, with City maintenance up to and including meter, and owner maintenance for serv ice line (from meter to building), (17)Scale on plan is so small it is barely legible -please provide better prints . As you can see with the above comments from the engineering division, there are a number of problems to be addressed before a complete review can be made . The planning staff has not yet made a determination as to whether or not an additional P.R.C. review will be required . I will call you as soon as that decision is made . I am including with this FAX a copy of the review made by the building division. Those comments must be addressed prior to issuance of a building permit. I am also including a copy of the P.R.C . report of the review of the plans submitted by Karnes so you can see some of the items which were missing on those plans. In addition, I am including a checklist that staff uses to review plans submitted. If you will have your designer use this list in preparing a revised site plan, it will include the items we use to determine compliance. I look forward to hearing from you as to the direction you indicate to us you would like to take at this point in the process. I will help you all I can .
