INTRODUCTION
This report is intended to be a supplement to the approved drainage study for Edelweiss Estates
prepared by McClure Engineering of Bryan Texas. The drainage criteria and design elements
required for evaluation of this property for development were taken from drainage study along with
guidelines setforth by the City of College Station.
GENERAL LOCATION AND DESCRIPTION
The site is located at the southwest comer of FM 2154 (Wellbum Road) and Mortier Drive (currently
under construction). The site has an average slope of 1 % to 1.5% in a east and west direction with
a ridge located approximately in the middle of the site. The proposed development is a retirement
center which will have eleven ( 11) buildings with an average of 11, 5 00 sq. ft. building footprint.
DETENTION ANALYSIS
This project will have two detention facilities. Pond number one will be located at the southeast
comer and pond number two will be located in the northwest comer of the site. Because of the site
layout and an existing gas line crossing the site , pond number one was limited in size. From the
McClure drainage report, drainage areas 160 and 163 had a 100 yr existing condition combined total
runoff of 43 .9 cfs draining from the east half of this site (including the RO.W.). This flow is designed
to be picked up by storm sewer located in Mortier Drive. Pond number one is designed to retain the
difference between existing and proposed conditions. Outflow from the pond will equal the difference
between drainage area 160 and 163 minus the actual 100 year runoff from the site . The 100 year
allowable flow is 43.9 cfs. Total Q from the site to Mortier Drive is 13.65 cfs (100-yr.) with a Q100
within street RO.W. of 6.5 cfs . Therefore the outlet structure is designed to allow not more than
23.8 cfs to flow to the existing pond located east of this property. The pond will be required to have
a capacity of 23 ,500 cubic feet . The actual pond capacity is approximately 40 ,000 cubic feet . An
outlet pipe will be extended to outfall into the existing pond. All storm sewer within the drainage
area of pond number one is designed on a ten-year event. Emergency overflows are designed to carry
100 year overflow in the event the pond is at capacity.
Pond number two will be located at the northwest comer of the site and will encompass an existing
stock tank. The pond will have an outlet pipe to allow existing runoff flow to the existing 24 "R C .P .
under Wellborn Road. The existing drainage area from this site to the existing storm sewer is 5 .23 ,J .. ,1
Ac. with a proposed drainage area of7.1 acres. Approximately 0.65 acres will drain directly to the \\}-1 0 •
culvert without entering the pond reducing the amount of flow out of the pond to 15.16 cfs. The _\t _
maximum volume required for pond number two is 66,000 cubic feet. The amount of storage ~·
provided is approximately 82 ,000 cubic feet. The storm sewer within pond number two drainage '?
basin is designed on the 10-year west with the emergency overflow designed for the 100 year.

With the design of the two on-site ponds, downstream conditions should not be effected by this
development. Runoff from the site will not exceed existing conditions, and proposed ponds will have
more storage than is required by the flood routing analysis.

Steve Arden just called and apparantly
he's been talking to Roxanne in Legal
about the construction of the road from
Victoria to Wellborn as part of the
Cottages development. Upon closing of
the property, the money will be put in
escrow for the construction of that
road. After talking with Roxanne, he
seems to think that in order to get
building permits, he must enter into a
development agreement since cash is
involved. He mentioned some three way
agreement or something. He would like
to have us start working on that so
that they can start issuing building
permits ASAP. (Doesn't everyone!) I
told him that from a safety standpoint,
I don't know if we'd let him bond that
road (or whatever he's talking about)
since the access to those apartments
will be from that road. I don't know
if we can allow them to start
construction and hold up the C.O. for
the road and what kind of liability we
will open ourselves up to.

to you or Kent about this agreement, so

talked with steve arden. he wants to
guarantee mortier drive (the one from
victoria to wellborn) and all other
public infrastructure associated with
the plat with cash. rox told him for us

he doesn't have a problem with the
access off wellborn temporarily. he
said that they will have to review the
site plan for acce s s off both to fight
a fire if it happens during
construction. he doesn't think that
will matter. addressing may be a
problem. 911 will have to have the
temporary address off wellborn and the
permanent address off mortier. thi s
will be important so the fire dept
doesnt' get a call to fight a fire
during construciton off mortier, which
wont' exist at the time. david, is that
a problem????

Attached is a copy of a Utility Permit for the Cottages of Rock Pra irie located on
the southeast corner of the intersection of Wellborn Road and Mortier Drive,
which is now under construction. The contractor is proposing to construct a
concrete flume from the subject property line to an existing 24-inch RCP under
Wellborn Road (FM 2154). -.
Included for your review . is a copy of plan and profile views of the proposed
concrete flume and a drainage report quantifying the amount of additional post
development runoff from the site. If this submittal meets TxDOT criteria and you
are able to approve it, please keep this information for your records . We have
our own copies and therefore do not need anything to be returned .

site in accordance with the City of College Station Drainage Policy and Design Criteria.
Owner and/or contractor shall be responsible for any damage to existing city streets or
infrastructure due to heavy machinery and/or equipment.
In accordance with Chapter 13 of the Code of Ordinances of the City of College
Station, measures shall be taken to insure that debris from construction, erosion, and
sedimentation shall not be deposited in city streets, or existing drainage facilities .
I hereby grant this permit for development of an area outside the special flood
hazard area. All development shall be in accordance with the plans and specifications
s bmitted to and approved by the City Engineer in the development permit application for
above named project and all of the codes and ordinances of the City of College Station

Thank you for your letter of November 11, 1995, concerning a proposal by Hearthside
Development Corporation to construct the Cottages of Rock Prairie, a residential development
that would be locate.d at the intersection of Wellborn Road and Mortier Drive, just south of
the city of College Station, in Brazos County, Texas. This project has been assigned Project
Number 199500788. Please include this number in all future correspondence concerning this
project. Failure to reference the project number may result in a delay.
We have reviewed this project in accordance with Section 404 of the Clean Water Act
and Section IO of the Rivers and Harbors Act of 1899. Under Section 404, the U.S. Army
Corps of Engineers (USACE) regulates the discharge of dredged and fill material into waters
of the Unite.d States, including wetlands. The USACE responsibility under Section 10 is to
regulate any work in, or affecting, navigable waters of the United States. Based on your
description of the propose.d work, other information available to us, and current regulations
and policy, we have determined that this project will not involve any of the above activities .
Therefore, it will not require Department of the Anny authorization under the above laws.
However, it is incumbent upon you to remain infonned of any changes in USACE Regulatory
Program regulations and policy as they relate to your project.

Flow Test
Here is some info concerning the flow test on Mortier. We flowed Hydrant
#Q-007 located at Welborn & Graham (O I) out of the 2.5 " nozzle had a pitot
reading of 58 psi at 1400 gpm. We took the static pressure at the hydrant on
Mortier # Q-079 static was 87 psi and the residual was 78 psi.

This letter is a follow -up to our conversation this morning regarding the outlet
structure at Wellborn Road (FM 2154). Once the design is finalized and
approved by TxDOT , we will need 6 copies, each , of sheets C5 and C 13 . These
revised sheets will replace the ex ist ing ones which are approved w ith the
exception of the outle t structure .
One additional matte r which I failed to mention this morning is that once we
receive building plans from the architectural firm , we will need 3 more fu l l sets of
civil plans to insert into those as well.

ISO allows for a reduction and increase of the required building fire flow as
follows:
a The fire flow may be reduced by 25% for occupancies having a low fire
hazard or may be increased by up to 25% for occupancies having a high
fire hazard.
b. The fire flow may be reduced by up to 50% for complete automatic
sprinkler protection throughout the building.
The value after any reduction or increase has been calculated should have an
exposure protection value added to it . The percentage for any one side should
not exceed the following limits for the separation shown :

Note: The total percentage shall be the sum of the percentage~ for all sides, but

From the example, the following exposure problems exist:
Side 1 is 1 O ft from property line
Side 2 is 30 ft from street
Side 3 is 60 ft from property line
Side 4 is 150 ft from property line
The total percentage for exposure wot,Jld be 25 + 20 + 15 + 5 = 65%. If the fire
flow is 2000 gpm then 1300 gpm (2000 x 0.65) must be added for exposure
protection.
The total water requirement for a totally involved structure, as illustrated in the
example, would be 3250 gpm at a minimum of 20 psi pressure.
Many state health agencies have set 20 psi as a minimum pressure to maintain
in the water distribution system in order to prevent the development of a negative
pressure in street mains. The negative pressure might cause back siphonage of
