Development Services City of College Station Engineering, Surveyi ng , Planning and Environmental Consultants Re: Carter's Creek-Dr.'s Project MDG Job No. 000114-2902 Dear Veronica : The following comments, attached Site Reclamation Plans, and Drainage Report are in response to your memorandum dated October 9, 1998: SITE RECLAMATION PLAN I ) Scenarios for tieing into the existing double barrel 48" RCP' s and parallel the alley and tieing into another one of our proposed systems have been checked . With both of these options the velocities increase and would most likely have a negative impact at the discharge point. Therefore , we have kept the design as shown . With this design we will have the same three discharge points that currently exist, but they will actually discharge into the proposed retention pond. From the retention pond, runoff will then discharge into Carter 's Creek only at one point. 2) The 30' Public Drainage & Utility easement shown per the Lockwood, Andrews , & Newman study is reflect on the reclamation plans. If the City does not have this easement actually the MDG can prepare the metes and bounds with the other storm sewer easements . See Note #5. 3) Placing fill on the sewerline does increase the City 's maintenance cost and ability for City crews to maintain the line . The easement granted to the City for this sewerline does not restrict the developer from improving his property, which the easement is in . This request remo v es property that is developable and out of the depicted floodway . 4) HEC runs for Carter Creek are only taken to the toe of slope of the proposed fill for this project. The HEC runs do not portray flow areas to extend beyond these points , e .i. Cinemark. See HEC run submittal dated April of 1999 . 5) The proposed storm sewer lines shown on the construction plan can be dedicated to the City in 20 ' P .D .E. Metes and bounds of the as-built storm sewer will be provided after construction is comp leted . 6) Storm Sewer lines #1, #2 & #3 have be aligned to convey runoff into the proposed retention pond . 0 0 0114.c.20 .doc MDG-1 7) See supplemental Drainage Report for Carter's Grove 8) See supplemental Drainage Report with summary of findings and HEC runs for Carter's Grove . 9) No . (a) The 0 .60 acre -tract runoff that flows into Carter's Grove tributary will past through the channel prior to the peak discharge of the upstream drainage basin. (b) A relief channel will be built as a part of Phase II to allow quicker overflow of Carter 's Grow into the TxDOT drainage structure and thence to Carter Creek. This will occur during the lesser storm frequencies . See supplemental Drainage Report for Carter 's Grove . 10 ) No . 11 ) A copy of the cleared development permit check is attached . MISCELLANEOUS DRAINAGE DETAILS 1) We have modeled the creek bank restoration similar to the style that the City is using along Tributary 'A ' of Wolf Pen Creek. The stone sizing is design with the current modeled velocities in Carter Creek. This is our best engineering design solution, but we recognize the banks of Carter Creek are highly destabilized and will continue to be that away until the rechannelization is completed . 2) Since we ha ve change the pond back to a retaining facility we have also change the pipe outlet back to the ori g inal design , and therefore the pipe will be install above the existing sanitary sewer line . 3) Types I drain pipe no longer exist. As plans indicated we are constructing one integral pond with the style that Mr. Matt Wagner described . See attached letter . 4 ) See rev ised details . 5) The (T ype I) concrete headwall with wingwalls (3 0° flare) are for the outlets of the storm sewer line . The drain line for the retention pond will have a different type of concrete headwall (Type II). See revised details . 6) Yes , they are no w labeled as such . 7) See rev ised cross-sectional detail. 8) The curb inlet will also serve as a junction box for this new line . The existing pipe extension and headwall will be removed . 9) Exit v elocities are tabulated in Drainage Report. See revised profile with new alignment for Storm Sewer Line #I , #2 & #3 . Assuming you have met all the permit requirements for work in a flood plain, a permanent water structure will be beneficial to wildlife in that area. The creek and associated riparian habitat provides food , cover and water for a variety of wildlife that use the area for some or all of their life cycle . Construction of a permanent water structure will allow water-dependent vegetation and wildlife to re-establish from habitat lost to surrounding development. Shallow water areas (two feet or less) will provide feeding areas for waterfowl and wading birds . Bare ground from receding water levels during the summer will allow smaller birds, reptiles, and amphibians access to the water's edge, while emergent vegetation such as cattails will provide nesting and escape cover for ducks and wading birds.
