Contractor shall prevent silt and debris from leaving the site in accordance with th e
City of Coll ege Station Drainage Poli cy and D esign Criteria. Owner and/or contractor
shall be responsible for any damage to existin g city streets or infrastructure due to
heavy machinery and/or equipment.
In accordance with Chapter 13 of the Code of Ordinances of the City of College
Station, measures shall be taken to insure that debris from construction, erosion, and
sedimentation shall not be deposited in city streets, or existing drainage facilities.
I hereby grant this permit for dev elopment of an area outside the special flood
hazard area. All development shall be in accordance with the plans and specifications
submitted to and approved by the City Engineer in the development permit application
for the above named project and all of the codes and ordinances of the City of College
Station that apply.

This permit is valid for the construction of a fire hydrant and site construction related
to the fire lane.
Contractor shall prevent silt and debris from leaving the site in accordance with the
City of College Station Drainage Policy and Design Criteria. Owner and/or contractor
shall be responsible for any damage to existing city streets or infrastructure due to
heavy machinery and/or equipment. An erosion control plan is not required but erosion
control will be handled on-site to the satisfaction of the City Inspector and/or Engineer.

SUBJECT: C~)keptual Plan -Soil Analytical Services , Inc. Expansions
In February we met with the president, Vicki R. Deuel, of this company, and visited about her
ideas about expanding her business on Graham Road .
Sabine explained that a non-conforming use can be expanded up to 25% with ZBA action,
without having to bring the entire site into compliance. She also mentioned the possibility of
upgrading up to 60% of the monetary value of the structure without losing the non-conforming
status .
Brett explained that he needs an interpretation as to whether the proposal represents a
"substantial change" so he can decide if what is added must meet ordinance requirements , or if
the entire site must be brought up to current standards .
Brett explained at the predevelopment meeting that the building could be built on the existing
slab without a drainage development permit. If they added to a building , he would need a
drainage development permit , but the accompanying documentation could be in the form of a
letter. He also explained that if full compliance is required , involving parking lot , curbing, etc., a
full drainage development permit and drainage report would be required.
Vicki was told that Impact Fees would be required at the time of issuance of a building permit ;
also that we would need a copy of the filed document regarding the dedication of R.O .W . for
Graham Road to the County.
Staff also explained the requirements of a fire hydrant , with Vicki explaining that Fire had told
them they could put it across the street. They have letters to that effect.
Now we must determine for her if what she is proposing falls within the area for which the ZBA
could grant a Special Exception, and if so, what she will need to submit for site review.
Please advise . Also, point out any other requirements she would have to meet if, indeed, the
ZBA grants the S .E. and she decides to build this.
