DRAINAGE STUDY
CELLULAR ONE
NEW CELL SITE -S. COLLEGE STATION
ARRINGTON ROAD
August 26, 1995
This drainage analysis follows the procedures as outlined in the
"Drainage Policy and Design Standards" which are contained in the
"Stormwater Management Plan for the City of College Station".
The subject property is located Southeast of the City of College Station
near the intersection of Highway 6 and Green Prairie Road. The property
is more precisely located on the West side of Arrington Road,
approximately 1560 feet from the intersection of Arrington Road and Green
Prairie Road.
The subject property is in the Alum Creek watershed. Runoff from the
property flows from the site, to the South, along Arrington Road to a
point approximately 3,500 feet from the intersection of Arrington Road
and Green Prairie Road. At this point the runoff flows under Arrington
Road through a culvert. The runoff the follows a series of small
tributaries until in flows into Alum Creek at a point West of Highway 6.
This area lies in College Station Basin Reference No 10.
The runoff area, which includes the subject property, is outlined with a
heavy black dashed line on the attached "Drainage Map. This map ;has
been copied from the contour map obtained from the City of College
Station. For purposes of this drainage report the subject area has been
reduced in size to a 1" = 200" scale, The runoff area encompasses
approximately 4.77 acres and includes the entire project site.
(Planimeter reading= 312/60 = 5.2 in. sq. 5.2 x 200 x 200/43560 = 4.77
acres)
The "Rational Method" has been used to calculate the volume of runoff
from the drainage area.
For this study the area is considered to be natural grassland.
The slope of the drainage area is approximately: 12/1000 = 1.20%
The runoff velocity is obtained from Table III-2, page 24, for natural
grasslands, O -3%. V =Oto 2.5 '/sec. 1.2/3 = 0.4 , 0.4 x 2.5 = 1.0;
use V = 1.0'/sec.
The time of concentration calculates as follows: 1000/lx60 = 16. 66
minutes. From figure III-1, "Intensity Duration Frequency Curves for the
City of College Station, I 25 = 7.7 CFS.

From Table III-1, page 23, the runoff coefficient for natural grasslands,
1 to 3.5% slope, = 0.35 to 0.45. Slope = 1.2%, 0.2 x 0.1 = 0.02.
For 1.20% use C = 0.02 + .35 = 0.37.
Using these figures to calculate the runoff: Q = CIA
0 25 = 0.37 x 7.7 x 4.77 = 13.59 cfs
Assume that the velocity through a culvert would be 6 '/sec.
The area required for a culvert pipe ( 0 100 ) would be 13. 59 /6 = 2. 26 ft 2·
The area of a 21" CMPA is 2. 20 ft2 • Due to the assumptions made to
complete this analysis, the safety factors built into the figures used
and the inherent inaccuracies of the rational method, as the area of the
21" CMPA is very close to the calculated requirement, I would consider
that a 21" CMPA would be adequate to accommodate the runoff volume from
a 25 year frequency rain storm. I would recommend the installation of
one, 21" CMPA pipe to accommodate the drainage. ,,,,,,,

These "Drainage Installation Details" are to be considered a part of the
plans and specifications and other "Construction Documents", for the
construction of the "Cellular One South College Station New Cell Site".
The drainage study for this project, submitted to the City of College
Station on August 26, 1995, indicated that the stormwater flows along
Arrington Road at the S. College Cellular One Cell site will require the
installation of one 21" Corrugated Metal Arch Pipe. This pipe has a rise
of 16 inches and a span of 25 inches. This pipe is to be installed with
an upstream invert elevation of 311.2 and a downstream invert elevation
of 311.0. These invert elevations are based on the elevations developed
in a survey conducted on May 8, 1995 by Paul A. Wilkinson, RPLS,
Northstar Land Surveying, and shown on the survey plan developed for this
survey.

TYPE OF DEVELOPMENT:
This permit is valid for site grading, culvert construction and all site work associated with
the building permit. The culvert shall be constructed of a 21" corrugated metal arch pipe
with an upstream invert elevation of 3 11 . 2' and a downstream invert elevation of 311 . O'.
All disturbed areas must be final graded and seeded upon completion .
Contractor shall prevent silt and debris from leaving the site in accordance with the City of
College Station Drainage Policy and Design Criteria. Owner and/or contractor shall be
responsible for any damage to existing city streets or infrastructure due to heavy
machinery and/or equipment.
In accordance with Chapter 13 of the Code of Ordinances of the City of College
Station, measures shall be taken to insure that debris from construction, erosion, and
sedimentation shall not be deposited in city streets, or existing drainage facilities .
I hereby grant this permit for development of an area outside the special flood
hazard area. All development shall be in accordance with the plans and specifications
mitted to and approved by the City Engineer in the development permit application for
h above named project and all of the codes and ordinances of the City of College Station

On this A1rbill, we, our and us refer to Federal Express

AGREEMENT TD TERMS
By giving us your package to deliver, you agree to all the terms
on this Airb1ll and in our current Service Guide. which is available
on request. If there 1s a conflict between the current Service Guide
and this Airbill, the Service Guide will control. No one is
authori~ed to alter or modify the terms of our Agreement.
RfSPDNSIBILI TY FOR PACKAGING AND COMPLETING A/RB/LL
You are responsible for adequately packaging your goods and
for properly· f1jhng o ut ths Airbill. Omission of the number of
pac kages and weight per package from this Airbill will result in a
billing based on our best estimate of the number of packages
received f~om you and an estimated ·default• weight per package,
as determined and periodically ad1usted by us.
AIR TRANSPORTA TION TAX INCLUDED
Our basic rate includes a federal tax required by Internal
Revenue Code Section 4271 on the air transportation portion of
this service
LIMITATIONS ON DUR LIABILITY
AND LIABILITIES NOT ASSUMED
Our liability for loss or damage to your package is limited to your
actual damages or $100, whichever is less, unless you pay for and
declare_ a higher authorized value. We ~o not provide cargo
habil1_ty insurance, but you may pay an additional char9e for each
add1llonal $100 of declared value. If you declare a higher value
and pay the additional charge, our liability will be the lesser of
your declared value or the actual value of your package.
In any event we will not be liable for any damages, whether
direct, incidental, special or consequential in excess of the
declared value of a shipment. whether or not Federal Express had
knowledge that such damages might be incurred including, but not
limited to, loss of income or profits.
We won't be liable for your acts or omissions, including but not
limited to improper or insufficient packing, securing, marking or
addressing, or for the acts or omissions of the recipient or anyone
else with an interest in the package. Also, we won't be liable, if
you or the recipient violates any of the terms of our agreement.
We won't be liable for loss of or damage to shipments of
prohibited items.
We won't be liable for loss, damage or delay caused by events
we cannot control, including but not limited to acts of God, perils
of the air, weather conditions, acts of public enemies, war. strikes,
civil commotions, or acts or omissions of public authorities
(including customs and quarantine officials) with actual or
apparent authority.
DECLARED VALUE LIMITS
The highest declared value we allow lor FedEx Letter and FedEx
Pak shipments 1.s $500. For other shipments, the highest declared
value we allow 1s $50,000 unless your package contains items of
"ex t ra~rdinary value," in which case_ the highest declared value we
allow 1s $500. Items of "extraordinary value, include artwork,
jewelJ'. furs, .precious metals, negotiable instruments, and other
items hsted in our current Service Guide

the total declared value lor all packages. not to exceed the $100,
$500 or $50.000 pe r package limit described above. (Example: 5

FILING A CLAIM

We'll consider your claim hied if you call and notify our
Customer Service Department at 800-238-5355 and notify us in
wntmg as soon as possible
Within 90 days after _you notify_ us of your claim, you must send
us all r~levant information a~out 1t. We are not obligated to act on
any claim until you have paid all transportation charges, and you
may not deduct the amount of your claim from those charges.
If the recipient accepts your package without noting any damage
on . the delivery record,_ we will assume that the package was
delivered in good cond1t1on. In ~rder for us to proc~ss your _c lai m ,
you must, to the extent possible, make the original shipping
cartons and packing available for inspection

This drainage analysis follows the procedures as outlined in the
"Drainage Policy and Design Standards" which are contained in the
"Stormwater Management Plan for the City of College Station".
The subject property is located Southeast of the City of College Station
near the intersection of Highway 6 and Green Prairie Road. The property
if more precisely located on the West side of Arrington Road,
approximately 1560 feet from the intersection of Arrington Road and Green
Prairie Road.
The subject property is in the Alum Creek watersh ~. Runoff from the
property flows from the site along Arrington Road to a point
approximately 1300 feet from the intersection of Arrington Road and
Green Prairie Road. At this point the runoff flows under Arrington Road
through a culvert. The runoff the follows a series of small tributaries
until in flows into Alum Creek at a point West of Highway 6. This area
lies in College Station Basin Reference No 10.
The runoff area which includes the subject property is shaded in red on
the attached "Drainage Map. This map is copied from the USGS "Wellborn
Tex" quadrangle map (1961, revised 1980). The runoff area encompasses
approximately 0.275 acres and includes the entire project site.
The "Rational Method" has been used to calculate the volume of runoff
from the drainage area.
For this study the area is considered to be natural grassland.
The slope of the drainage area is approximately: 20/1400 = 1.43%
The runoff velocity is obtained from Table III_/'2, for natural grasslands,
1 -3%. v = 0 to 2.5 I /sec. Use 2.5 I /sec. o.tv·
The time of concentration calculates as follows: 1400/2. 5x60 = 9. 33
minutes. From page 18, paragraph 3. C. ( 3), use tc = 10 minutes ·/o.\V·
From Table III-1, the runoff coefficient for natural grasslands, 1 to
3.5% slope, = 0.35 to 0.45. For 1.43% use 0.4.

For the culvert under the entrance road to the site use the smallest
practice corrugated metal pipe, 15" dia. The area of the 15" dia pipe is
1.227 sq ft. 1.227 >.021 15" dia pipe is OK.

This permit is valid for site grading , culvert construction and all site work associated with
the building permit. The culvert shall be constructed of a 21" corrugated metal arch pipe
with an upstream invert elevation of 311 .2' and a downstream invert elevation of 311 .0'.
All disturbed areas must be final graded and seeded upon completion .
Contractor shall prevent silt and debris from leaving the site in accordance with the City of
College Station Drainage Policy and Design Criteria. Owner and/or contractor shall be
responsible for any damage to existing city streets or infrastructure due to heavy
machinery and/or equipment.
In accordance with Chapter 13 of the Code of Ordinances of the City of College

These "Drainage Installation Details" are to be considered a part of the
plans and spec.;if .i.<.::aLions and other "Construction Documents 11 , for the
construction of the "Cellular On~ South College Station New Cell Site".
The drainage study for this project, submltted to the City of College
Station on August 26, 1995, .indicated that the stormwater flows along
Arrington Road at the s. College Cellular Oue Cell site will i:-equire the
inst al lat ion of one 21" Corrugated Metal Arch Pipe. This pipe has a rise
of 16 inches and a span of 25 inches. This piIJ~ is to be installed with
an upstream inv~~t elevation of 311.2 and a downstream invert elevation
of 311.0. These invert elevations are based on the elevations developed
in a survey conducted on Ma.y 8, 1995 by Paul A. Wilkinson, RPLS,
Norths'ta.r Land Surveying, and shown on the survey plan developed for this
survey.
The pipe installation is to include ''Safety End Treatment" which is to be
