Services .

GENERAL LOCATION
Varsity Ford's tract is bounded by Highway 6, East Loop Frontage Road to the southwest and by
Cinemark II to the southeast. This site is on the northeast comer of the intersection of Highway 6
and Highway 30. The legal description is Lot 1, Block 1 of High Ridge Subdivision, Richard Carter
League, Abstract No. 8 in Brazos County, Texas.
PROPERTY DESCRIPTION
The Varsity Ford site is a total of 10.00 acres. The area for expansion is currently unimproved grass,
brush and trees in its natural state. Proposed expansion will add 7.93 acres to the total impervious
area. This tract is zoned C2 and no change is proposed.
PRIMARY DRAINAGE BASIN DESCRIPTION
The tract currently sheetflows at approximately 5% to the east into Carters Creek tnoutary which
passes beneath Highway 30. Portions of this tract lie within the 100 year flood plain based on the on-
ground location of elevations stated in F .E .M .A-FIRM Community Panel No. 48041C0142C , July
1992 .
. DRAINAGE FACILITY DESIGN
The entire subject tract drains directly into Carter's Creek, a primary channel, thus requiring no
detention facility construction. "The policy of the city is to encourage the rapid conveyance of
Stormwater through and out of the city within the primary system" -page 8 of the City of College
Station Drainage Policy and Design Standards. Proposed grading will allow for sheet flow over the
pavement without the use of any storm sewers. (See Grading Plan provided at the end of this report.)
Runoff is directed to the east end of the tract, exiting onto a concrete channel, which continues
through the 30 ft. wide drainage easement and discharged into Carter Creek.
The runoff enters the channel through a curb cut in the eastern curb. Two stilling basins are utilized
to dissipate energy. Energy calculations are provided for seven different section of the flume. (All
figures are based on the 100 year rainfall event.) These sections and the Energy Line on the Elevation
View of the Channel A stilling basin end the channel where it discharges onto concrete rip rap and
then to Carter Creek. Concrete rip rap is also utilized to stabilize steep slopes in the 30 ft drainage
easement outside the channel at Carter Creek.

CONCLUSIONS
Approximately 79% of the land will be improved with buildings parking. With the assistance of
"Roadcalc," we calculated the proposed grading for the site will hav e 21 ,921 c.y. of cut and
10 ,424 c.y. of fill. According to the College Station Drainage Policy and Design Standards, there
are no detention facility requirements ; therefore, the flow will continue to discharge into Carters
Creek without detention.
Tue Time of Concentration for Carters Creek near the Varsity Ford Site was calculated to be just
over 2 hours. The formula used for Time of Concentration is Tc = L/60v.

A 10 niinutes Time of Concentration was used for the 10.0 acre Varsity Ford Site. Based on
these figures this tract will be totally discharged before Carters Creek reaches maximum peak;
therefore, the peak flood elevation will not be raised.
The "Flood Plain -Floodway Determination for a Portion of Carters Grove Tributary to Carters
Creek" shows a 100 year flow of 17 , 720 c.fs. at river mile 12 .37 which is in close proximity to
the Varsity Ford Site. This 10.0 acres is calculated to increase runoff 54 .95 c.f s. which is
relatively minimal especially due to the 116 minutes difference in the Times of Concentration.

KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF BRAZOS
THAT, REGENCY PARKWAY, INC., a Texas Corporation ( "Grantor"),
acting by and through its duly authorized o f ficer, the undersigned,
of the County of Brazos and State of Texas, for and in
consideration of the payment of the sum of TEN AND N0/100 DOLLARS
($10.00) cash, and other good and valuable consideration, paid to
Grantor by TERRY PRUITT, TRUSTEE including the conveyance of Lot
Three (3), Block One (1), HIGH RIDGE SUBDIVISION, a subdivision of
the City of College Station, Brazos County, Texas, according to the
plat thereof filed of record, Volume 1878, Page 53 in the Official
Records of Brazos County ("Property"), in exchange herefor, the
receipt and sufficiency of such consideration of which is hereby
acknowledged, has GRANTED, SOLD AND CONVEYED and by these presents
do GRANT, SELL AND CONVEY unto the said ANTHONY MAJORS ("Grantee") ,
the assignee of TERRY PRUITT, TRUSTEE and the present fee simple
owner of Lot One (1), Block One (1), HIGH RIDGE SUBDIVISION,
College Station, Brazos County, Texas, a right-of-way and perpetual
easement for purposes of constructing, maintaining, repairing, and
operating a drainage way and easement for draining, diverting,
and/or channeling surface water, drainage water or other water
which is or shall be deposited on the Property and/or that flows on
or across the Property or any part thereof from adjacent lands so
such water may flow and be let into Carter Creek. Which usage shall
not impede the drainage of the adjacent tracts of Grantor, its
heirs or assigns.
The right-of-way and drainage easement shall be on, over,
across under and/or through the following described land:
All that certain .048 acre tract or parcel of land, being
a 30' wide by 70' long drainage easement, lying and being
situated in the RICHARD CARTER LEAGUE, Abstract No. 8,
College Station, Brazos County, Texas, and being a portion
out of that same 34.13 acre tract conveyed from Bert Wheeler,
Inc. to Regency Parkway, Inc., as described by deed recorded
in Volume 1082, Page 337 of the Official Records of Brazos
County, Texas, and said .048 acre tract being more
particularly described as follows:
Commencing at a point on the southwesterly line of the
forementioned 34.13 acre tract said point being the most
Northerly corner of Lot One Block One of High Ridge
Subdivision as shown in Volume 1878 page 53 of the Official
Records of Brazos County;

THENCE s 55° 12' 08" E with the northeast line of Lot One
for a distance of 150.00 feet to the POINT OF BEGINNING;
THENCE N 34° 47' 52" E for a distance of 70 feet to a
corner in the creekbed of Carter Creek;

another corner in the creekbed of Carter Creek;
THENCE S 34° 47' 52" W for a distance of 70 feet to a
corner being also on the northeast line of the forementioned
Lot One;

the northeast line of Lot One to the POINT OF BEGINNING
containing .048 acres more or less
Provided however, it is understood and agreed by Granter and
Grantee that the overriding intent of this easement is to extend
the drainage to the creekbed of the adjoining creek (Carter Creek);
should that creek move or be diverted in the future by governmental
authorities or by natural causes or otherwise then this
right-of-way and easement shall be deemed and considered to be
extended or reduced in length such that it extends to the creekbed
of that creek so that the purposes for which this easement is
granted can be fulfilled.
Notwithstanding anything else contained herein to the contrary
Granter, its heirs successors and assigns, reserves a 40 foot
utility and access easement across the forementioned easement along
with the drainage rights to .flow water over, under or through said
easement for all properties that flow to/or within the easement in
the forementioned 34.13 acre tract with the restriction that said
drainage rights will not block or hinder the drainage of lot one
(1) block one (1) High Ridge subdivision, College Station, Texas.
Grantee, Grantee's heirs, successors and assigns, shall have
the right to clean and cut trees and brush,place a culvert or
waterway from time to time, place rip-rap and/or wood or concrete
bulk heads and/or lay pipe or pipes and/or construct, place ,
replace, repair and maintain on said easement or under said
easement and any and all other improvements which the Grantee, in
Grantee's judgment deems necessary and appropriate for purposes of
draining and/or holding surface water from all or any part or
portion of the Property, being Lot 1, Block l, HIGH RIDGE
SUBDIVISION, or any part thereof, to Carter Creek.
This easement shall be perpetual and Grantee, Grantee's heirs,

Dear David:
We are attaching an Engineer's Estimate of the cost of the eight (8) inch diameter
water line and appurtenances necessary to service the High Ridge Subdivision.
This would be a DR 14 PVC line with deflected joints and blocking. ·
Also included is the Engineer's Estimate of the cost of extending the eighteen
(18) inch diameter water line which would facilitate the city of College Station's
overall needs for the future in this area. This would be a ductile iron class 52
pipe with mechanical joints and retainer glands.
You will note that the calculated difference in the two estimates is $52,875.50.
This is the figure that we would formally request as the basis for the City's
participation in the cost of the proposed project.

Site plan was fine, but I don't think
we received 3 copies (now 4) for our
files (and now Tony's). I could be
wrong, but it seems we only received
enough for Building's sets.
It looks as though you've revised the
DDP (#287R), and it has been signed by
you and Danny Johnson with Teal
Construction. However, there is no
record that the $300 inspection fee was
paid.

If there's a problem with sHe plans,
I'm the person who takes care of that.
Since we're into this, I have been
hearing from the Engr inspectors that
they have not been receiving approved
copies of the c~lete building plans.
What's been happening to them? The
latest person to contact me about that
is John Logan re: Wings 'N More. I
told him that we have 4 c~lete sets
approved; one goes to contractor, one
to fire, one to building and one to
engineering. I really don't know who
in engineering gets them now, but when
I was there, we brought them to you,
but I don't know the procedure now.

dent know what has been happening to
them -they are not coming to me or
else we have not permitted any
conmercial project in a long time. the
plans we are having a problem with are
the building permit sets not
necessarily the site plans. we are not
getting fire hydrant lines or other
infrastructure (if they are attached to
bl dg permit sets) into the engr.
current const. drawer or the usc
drawer. this is a big problem because
if utilities does not have it it is not
getting into their infrastructure
inventory to maintain. or if the
contractor comes in with a problem, we
have to wait for in inspector to bring
hi s plans back in or go get bldg's copy
to talk about infrastructure plans. if
the plans come in as separate civils we
are not having this problem.

The infrastructure construction drawings (4 sets you give me) are attached
to the 4 sets of building plans. I don't know what is happening to the
engineering dept set. You might want to check with David to see what they
are doing with them. As far as the other 6 or more sets that you staqJ and
sign -I don't have anything to do with the distribution of them, but I
thought you had an system worked out that your people handled! Never mind
checking with David -I'll do that and get back to you.

shirley, the other 6 or more sets we are NOT having problems with. those are
the ones requested when we get separate civils. where we are experiencing
problems is when the civils come in ALREADY attached to the bldg set. then
we dont get extra sets to place in our files and usc's files. we are trying
to find a way to fix this.
