TYPE OF DEVELOPMENT:
This permit is valid for clearing, grading, and slab only as per the submitted grading and
building plans for Charlestone Apartments.
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the
immediate construction site in accordance with the approved erosion control plan as well as the
City of College Station Drainage Policy and Design Criteria. Contractor shall assure that all
disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt
fencing of hay bales used for temporary erosion control. Contractor shall also insure that any
disturbed vegetation be returned to its original condition, placement and state. Contractor shall
be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy
machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the
permitted work.
This permit expires six months from the date of issuance.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station,
measures shall be taken to insure that debris from construction, erosion, and sedimentation shall
not be deposited in city streets, or existing drainage facilities.
I hereby grant this permit for development of an area outside the special flood hazard area.
All development shall be in accordance with the plans and specifications submitted to and
approved by the City Engineer in the development permit application for the above named project
and all of the codes and ordinances of the City of College Station that apply.

RE: Charlestone Apartments To Be Constructed On Lot B3 Of A Replat Of Tract "B" &
Tract "C" Southwood Valley -Section 30, College Station, Brazos County, Texas.
Dear Veronica,
The above referenced project was considered in the original drainage report for the Rep lat of Tract "B"
and Tract "C" -Southwood Valley -Section 30. The floodway was established so as to enable Garrett
Engineering forces to rend.er the floodway limits on the aforesaid Replat. The flood plain limit was taken
as an e levation from the current FIS maps and utilizing actual "on-the-ground" topography to established
the limits as depicted on the grading plan. The elevation of the 100-year flood plain within the limits of
the subjec t project was determined to be 277 .50. The drainage ordinance stipulates that the lowest
finished floor elevation of any habitable structure should be no less than four (4) feet above the 277.50
elevation. The minimum finished floor elevation indicated on the grading plan is 282.00, which is 0.5
feet above the minimum.
It was deemed in the original drainage report and verified by subsequent studies that no detention would
be necessary for this project. The City Engineer was also contacted regarding detention and bis opinion
was also that no detention was required.
A single five foot (5') wide curb leave-out is provided for drainage to exit the parking area and sheet drain
to existing Bee Creek. Due to modifications to the original grading plan as submitted, there will be no fill
placed in the tloodway limits. (See Revised Grading Plan attached herewith). It is our intent tO adhere to
the stipu lations and guidelines as presented in the drainage ordinance and we feel that the revised grading
plan as s ubmitted fulfills same intent.

THE RUBBER GASKETS SHALL BE INSTALLED ON THE MANHOLE SECTIONS AS FOLLOWS:
1. Clean all joint surfaces.
2. Lubricate the recess and the gasket thoroughly with an approved
lubricant.
3. Snap gasket into the recess and equalize the rubber in tension
by running a screwdriver shaft or other suitable tool around the
section under the gasket.
4. Thoroughly lubricate sliding surfaces of both the gasket and
the inside surface of the bell.
5. When gasket is properly installed and all sliding surfaces
are lubricated, the manhole sections may be coupled immediately.

Bros. are building. Jerry Jones
(lnsp.) tells me that Tony Jones has
indicated he will be going for his C.O.
this Friday, or no later than Monday.
Jerry also says the Marek Bros.
(Charlestone) project is close behind,
so if you have problems on either of
these 2 buildings or site, please let
me know asap. Then get geared up to
make final inspections on Friday or
Monday · whenever they call. Thanks.

hey guys, on the charlestone apts,
constantine has indicated to me that he
intends to tie additional buildings
onto the private service line and avoid
tap fees in the future and have the
future building pay charlestone apts
owner for the privilege to tie onto the
private service line. i need your help
resolving this before c.o. and putting
on paper for the record what they can
and cannot do. i am sending you both a
drawing of the manhole and proposed
service line configuration.
