The tract is currently undeveloped. It is predominately open with some wooded areas. The southeast half of the site is impacted by Tributary A of Bee Creek. The owner is proposing to place fill material on this portion of the tract. The fill material is excavated soil that · has collected in the culverts at the Crystal Park Plaza parking lot. See Exhibit 11 A 11 • Approximately 60% of the tract is within the 100 year flood hazard area, and 30% is in the floodway area, according to the Flood Insurance Rate Map No. 48041C0163C for Brazos County, Texas and incorporated areas. A portion of the area to be filled does encroach onto the floodplain, which is permitted by F.E.M.A . There will be no material placed in the floodway. It is recommended that the fill material be graded according to the attached grading plan. The fill area will be seeded and silt fencing and hay bales will be placed along the creek side of the area receiving fill until grass cover, adequate to prevent erosion , is established. See attached Grading Plan. The 100 year runoff velocity in the swale at the south end is below the maximum allowable for grass without erosion. See Exhibit 11 B 11 • In summary, the placement of fill material does encroach onto the floodplain, but nill the floodway of Bee Creek Tributary. The fill material will be graded to drain, seeded, and protected from erosion. (Scott Eidson) DRAINAGE BASIN: Bee Creek TYPE OF DEVELOPMENT: This permit is valid for the site clearing and grading associated with the fill and construction of erosion control measures as indicated on approved plans. The Contractor shall provide, install and maintain erosion control measures in accordance with approved erosion control plans and the City's erosion control requirements, whichever is more restrictive. The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site and entering city streets or area creeks in accordance with the City of College Station Drainage Policy and Design Criteria. Contractor shall assure that establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as prevention of erosion and removal of siltation or sedimentation resulting from th e permitted work. This permit expires six months from the date of issuance. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion , and sedimentation shall not be deposited in city streets, or existing drainage facilities . I hereby grant this permit for development of an area outside the special flood hazard area. All development shall be in accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit application for the above named project and all of the codes and ordinances of the City of College Station that apply. After further review of the HEC-2 model used by FEMA, we do not believe applying the calculated floodway width for the left and right overbank to the centerline of the channel is appropriate for this stream and model. The model obtained is not precise enough for this methodology to be applied to every meander of the stream. The input data begins with a well defined cross-section (0.64), but the next two cross-sections (0. 72 and 0.91) use the same geometry as the first for almost 3500' upstream with no account for bends in the stream until section 1. 21 (our project is near section 0. 72). In other words, the model uses the same cross-section for 3500' and assumes the channel is straight for 1420'. In order to apply the floodway widths to every physical meander of the stream, the model has to account for these meanders in some way. Since this is not the case, we feel the floodway widths have to be applied using the same generalizations that the model uses. Secondly, after a number of field observations during recent floods, we noticed that once flow jumped the banks of the creek, especially during high flows, it tended to flow in a straight line more or less, without much regard for the natural alignment of the main channel. This is primarily due to a relatively small cross-sectional area of the main channel when compared to the total discharge. This is confirmed by the fact that the model indicates the conveyance in the channel to be 695 cfs while the total is 2750 cfs; that is 25% of the total conveyance is in the main channel which appears to be another reason for applying the floodway width to the average thread of the stream (which should be consistent with the flow during a major flood event, that is, the flood will not be following the main channel, but will be following the average thread}. Based on this, it is our belief and recommendation that the floodway should be positioned using the overbank widths calculated by the model to the average centerline of the channel. This would be more consistent with the natural existing flow in the channel and with the limitations of the model. We would like to discuss this with you at your convenience. Until then, the owner wants to proceed with the current delineation and grading plan. The centerline of the channel is located between stations 1046.5 and 1050 (station 1050 was used). The starting station of the flood way (SSTA) for cross- section 0. 72 is shown in the second profile and is station 875. The difference is 175', which has been applied in delineating the floodway line. The attached grading plan has been revised to indicate this. This should be consistent with the conversation you and I had in December . The locating of the floodway by measuring half the flood way width from the actual stream centerline is an approximation that the City has allowed for some time . This has been accepted in lieu of requiring additional drainage studies which many developers do not wish to pay for. We understand that this method may not be completely accurate, but it is a conservative approach which meets the City's needs of floodplain administration as well as developers needs of economical development. As in all other projects in the City, you have the option of making a more detailed study of the area between the existing FIS sections, using current field information and thereby making a precise engineering determination rather than an approximation. This will require the submittal of a complete HEC-2 study of the area, and the approval of the study by the City . The use of an "average centerline" for this project would be inconsistent with the intent of the study, in using a macro study result for a micro site use. By using your proposal , it would be possible to locate the floodway entirely on one side of the centerline, which we all would agree would not be accurate .
