Detention would be required due to proximity to downstream subdivision. There is an existing upstream concrete channel that may' need to be extended through the subject property. Before you get very far along a pre application conference would probably be a good idea to get you more comprehensive info. It is contained in the NW corner of Harvey Rd and Associates Drive. I have attached the map. It is the 3.17 acre tract shown on the aerial. It is a dedicated lot and block. I don't know if this one qualifies or not but it is a good piece that has potential to become viable with little or no impact on the surrounding area. a foot of dirt would fix it and it could be on the tax roles at $6 million in lieu of $125,000. If I buy this lot on Associates Drive, behind lock and roll is there any way to take it out of the flood plain with a LOMR -Fill? I know there has been lots of talk about zero rise and some new rules but I don't know what is talk and what is real. It wouldn 't take a foot of dirt to take it out of the flood plain and I have free d irt on another job and would love to buy this piece and take it out of the flood plain. It would have so little impact on anything that in the big picture it would mean nothing . It is a shame to let a good piece of dirt just sit because of a bug spoon full of dirt. Your quick and dirty thoughts on if it is doable and if so how big of a deal is it. After reviewing the changes in the design, it appears the modifications to the roadway will help relieve backup of water to the west. The roadway has been lowered approximately one foot (1') at the intersection with State Highway 30. Discussions with the Highway Department indicate the modifications address their concerns as well. City of College Station Post Office Box 9960 1101 Texas Avenue College Station, Texas 77842 -0960 Dear Ms. Keating: September 24, 1991 Congratulations and thank you for your help in reducing the backup of water through Windwood from the Highway 30 entrance road to the proposed Sam's Subdivision. As I write, I can hear heavy equipment working on the entrance road, and it is helpful to know that the backup has been reduced. As I stated in my letter of 9/12/91, however, another serious part of the problem is the inadequacy of the drainage ditch that runs behind my house. This ditch was designed before the development of Furrows and Post Oak Mall, and it is already unable to handle the additional water from these projects. We have been on the brink of flooding several times. Now the Sam's development will add more water. The ditch has a sharp curve between Highway 30 and my house. A city water engineer explained to me that straightening the curve and adding a berm would help. I should also mention that the ditch ends abruptly dumping its contents into a field owned by Richard Smith. This design is not working. Therefore, the proposed Sam's development will still increase the risk of flooding for me and my Windwood neighbors. The additional water running through Windwood from Furrows, Post Oak Mall, and Sam's should be rerouted along Highway 30 directly to Carter Creek. It is my understanding that this solution was on the drawing board for this Fall but was aborted because of a tight budget. In the past, it was risky to wait; now that risk is even greater. Please reconsider implementing the rerouting now or at least provide protection by renovating the ditch that runs through Windwood. Again, I appreciate your assistance, and I am prepared to do whatever I can to help solve this problem. 'Ibis site is on the northeast corner of the intersection of Highway 6 and Highway 30 . The legal description is lot IR, block I of Richard Carter League, Abstract No. 8 in Brazos County, Texas. There is a resubdivision proposed which will extend the northeast boundary by 170 ft . PROPERTY DESCRIPTION The resubdivision of the Furrow site is a total of8.24 acres, with the additional area consisting of 1.86 acres, and the existing site consisting of 6.38 acres. The area for expansion is currently unimprov ed grassland. The proposed expansion will add 1.46 acres to the total impervious area. The land is zoned Cl and no change is proposed. PRIMARY DRAINAGE BASIN DESCRIPTION The tract currently sheetflows at approximately I % to the southeast into Carter's Grove which passes beneath Highway 30. The site lies in the 100-year floodplain which is confirmed by F .E .M.A-F.I.RM. Map -No. 48041C0142 from July 2, 1992. DRAINAGE FACILITY DESIGN At the time when the existing development of Furrow was done, no detention was required. However, detention is required for the proposed expansion. 'Ibis expansion includes the 1.86 acre tract and a 0.05 acre stretch of sidewalk added to the existing site. A Site Plan is included at the end 2 ofthis report. Routing tables are also provided which show pre--and post-expansion flows for each area and storm The detention provided exceeds the detention required . The additi onal runoff caused by the development of this site was calculated to require a storage volume of 8406 cf for a 100-year storm and the detention provided is over 11000 cf for 100-year storm. Four areas are distinguished on the Site Plan to aid in the design of the detention area , weir and culvert. The proposed detention area captures water from the original site in the northern ditch. This 1.25 acres, of which 0.20 acres extends onto the Sam's site, flows into the detention area as depicted by Area Il on the Site Plan. All water from the parking area and drive will sheet flow either into the detention pond or into Carter's Grove. A sidewalk underflow section allows runoff to enter the detention pond from the parking area . The proposed pond will be concrete lined and is at a grade of 1.1%. Near the northeast-most employee parking area, a concrete v-notch weir (in a weir/headwall structure) will be utilized. The weir will serve as a metering device which will pond the water upstream of the weir in the detention area. The weir is designed with a 70 ° angle which makes the total metered flow (Total Qres) less than the total pre--expansion flows (Total Qpre) for each storm. The flow allowed by the weir for Area Il is Qweir. So the Total Qres is the sum of the Qpost's for Areas I, ill and IV and the Qweir for Area Il. Metered flow will pass the weir/headwall structure into a 24 in. RCP at a 0.25% grade. Referring to the routing tables provided for each storm, Qweir is the flow allowed by the weir. The weir keeps Qweir less than Qpre, the original flow. The 24 in . RCP continues under Furrow's access drive and on to where it discharges at a headwall at the southeast corner of this site. The storm sewer proposed at the east end of the proposed tract I is designed for a 100-year 3 storm The detention pond discharges through a modified weir/headwall structure into the storm sewer. The Qmax from the routing tables is 6 .57 cfs for the 100-year storm. Referring to the Site Plan, a grate inlet allows an additional 2 .58 cfs into the storm sewer which brings the total flow to 9 .15 cfs. The Manning's "n" for this pipe is 0 .013 and the grade is 0 .25%. A 24 in. RCP will sufficiently handle this flow under the given conditions and can handle up to 11 cfs before surcharging. The storm sewer flows south discharging into a headwall and then into Carter's Grove at a v elocity of 3 .0 ft/s . An access road for Furrow is proposed which restricts the runoff of 1.11 acres of unimprov ed grassland. A ditch on the north side of Furrow's access road is proposed to route this runoff ( 4 . 9 cfs for a 100-year storm) east toward Sam's access road. Two 24 in . RCPs exist just downstream on Sam's access road with a capacity of up to 34.5 cfs. This flow with the additional 4 .9 cfs sums to 39.4 cfs. Two 27 in. RCPs at a 0.5% grade are proposed to allow runoff across Furrow's access road and hav e a capacity of up to 43 cfs. The excess runoff will flow in the existing ditch on the west side of Furrow's access road toward Carter's Grove. All culverts are proposed to have sloping headwalls . With the assistance of "Roadcalc," we calculated the proposed grading for the site will hav e 1508 cy of cut and 4797 cy of fill. The difference is 3289 cy of fill. GENERAL LOCATION Payless Cashway's tract is bounded by State Highway No . 6, East Loop Frontage Road to the southwest and by Sam's subdivision to the northwest. State highway 30 on the north side of the intersection of highway 6 and Highway 30. The legal description is lot IR, block I of Richard Carter league, Abstract No. 8 in Bravos County, Texas. There is a resubdivision proposed which will extend the northeast boundary 170 ft. PROPERTY DESCRIPTION The resubdivision of Furrows site is a total of 8.24 acres with the additional area consisting of 1.86 acres and the existing site of 6.38 acres . PRIMARY DRAINAGE BASIN DESCRIPTION The tract currently sheetflows at approximately 1 % to the southeast into Willow Creek which passes beneath State Highway 30 . The site does lie in the 100 year floodplain which is confirmed by F .E.M .A. F.I.R.M. Map -No . 4804lc0142 from July 2, 1992. DRAINAGE FACILITY DESIGN At the time when the existing development of Furrow's was done, no detention was required . However, detention is required for the proposed expansion . This expansion includes the 1.86 acre tract and 0 .05 acre stretch of sidewalk added existing site. The additional Runoff 2 caused by the development of this site was calculated to require a storage volume of 8406 c .f. for a 100 year storm . Due to a number of factors, the proposed detention area captures water from the original site in the northern ditch. All water on ~e parking and drive will sheet flow either into the detention pond or Willow Creek. The pond will be concrete lined and is at a grade of 1.1 %. Near the northeast-most employee parking, a concrete v-notch weir will be utilized. The weir will serve as a restricting device which will pond the water upstream of the weir in the detention area. Metered flow will pass the weir/headwall structure into a 24" RCP at 0.25% grade. Referring to the routing tables provided for each storm, Qweir is the flow allowed by the weir. A 70 degree V-notched weir kept Qweir less than Qpre, the original flow. This 24" RCP continues under Furrow's access drive and on to where it discharges at a headwall at the southeast comer of this site. From the headwall, a channel discharges into Willow Creek. A site plan is included at the end of this report. Four areas are distinguished to aid in design of the detention area, weir and culvert. As shown, Area-II. which drains into the detentio . I • --,,ond, has a 1.25 acre tributary, of which 0.20 acres extends onto Sam's site. A weir with a 70° angle makes the to restricted flow (Total Qres) less than the total pre-expansion flows (Total Qpre) for each storm. is the sum of the Qpost's for Areas I, III and IV and the Qweir for Area II. From the Routing for 100 Year Storm table the maximum sum of the Qweir for Area-II and Qpost for Area-III is the design flow . This flow is 8.06 cfs at a 0 .25% grade with an n of 0 .013 which requires a 21 " RCP. Two 24" RCPs are proposed at east end of Furrow's access 3 \ road . State highway 30 on the north side of the intersection of highway 6 and Highway 30. The legal description is lot IR, block 1 of Richard Carter league, Abstract No . 8 in Bravos County, Texas. There is a resubdivision proposed which will extend the northeast boundary 170 ft. PROPERTY DESCRIPTION The resubdivision of Furrows site is a total of 8.24 acres with the additional area consisting of 1.86 acres and the existing site of 6.38 acres . The area for expansion is currently unimproved grassland. The proposed expansion will add 1.46 acres to the total impervious area. The land is zoned C 1 and no change is proposed. PRIMARY DRAINAGE BASIN DESCRIPTION The tract currently sheetflows at approximately 1 % to the southeast into Willow Creek which passes beneath State Highway 30 . The site does lie in the 100 year floodplain which is confirmed by F .E.M.A. F.I .R.M. Map -No. 4804lc0142 from July 2, 1992. DRAINAGE FACILITY DESIGN At the time when the existing development of Furrow's was done, no detention was required. However, detention is required for the proposed expansion . This expansion includes the 1.86 acre tract and 0 .05 acre stretch of sidewalk added existing site. The additional Runoff 2 caused by the development of this site was calculated to require a storage volume of 8406 c.f. for a 100 year storm . State highway 30 on the north side of the intersection of highway 6 and Highway 30. The legal description is lot IR, block 1 of Richard Carter league, Abstract No . 8 in Bravos County, Texas. There is a resubdivision proposed which will extend the northeast boundary 170 ft. PROPERTY DESCRIPTION The resubdivision of Furrows site is a total of 8.24 acres with the additional area consisting of 1.86 acres and the existing site of 6.38 acres. ~e area for expansion is currently unimproved grassland. The proposed expansion will add 1.46 acres to the total impervious area. The land is zoned CI and no change is proposed. PRIMARY DRAINAGE BASIN DESCRIPTION The tract currently sheetflows at approximately I% to the southeast into Willow Creek which passes beneath State Highway 30 . The site does lie in the I 00 year floodplain which is confirmed by F .E .M.A. F.I .R.M . Map -No . 4804lc0142 from July 2, 1992 . DRAINAGE FACil..ITY DESIGN At the time when the existing development of Furrow's was done, no detention was required. However, detention is required for the proposed expansion . This expansion includes the 1.86 acre tract and 0.05 acre stretch of sidewalk added existing site. The additional Runoff 2 caused by the development of this site was calculated to require a storage volume of 9106 c.f. for a 100 year storm. Due to a number of factors, the proposed detention area captures water from the original site in the northern ditch . The ditch has ah draulic ·ump of 2.5 ft. the detention nd. All water on the parking and drive will sheet flow either into the detention pond or Willow Creek. The pond will be concrete lined and is at a grade of 0.25%. Near the northeast-most employee parking, a concrete v-notch weir will be utilized. The weir will serve as a restricting device which will pond the water upstream of the weir in the detention area. Metered flow will pass the weir and travel in a ditch section lined with a concrete channel. Referring to the routing tables provided for each storm, Qweir is the flow allowed by the weir. A 43 degree V-notched weir kept Qweir less than Qpre, the original flow. This channel released at a grade of 0.25% into a sloped headwall section for a 21" RCP to manage the flow across the rear access road.
