measures shall be taken to insure that debris from construction, erosion, and sedimentation shall
not be deposited in city streets, or existing drainage facilities .
I hereby grant this permit for development. All development shall be in accordance with the plans
and specifications submitted to and approved by the City Engineer for the above named project.

was prepared by me in accordance with the provisions of the City of College Station
Drainage Policy and Design Standards for the owners thereof.

The proposed site is to be constructed on an already existing pad constructed by
Chesapeake Operating, Inc. The Project Consists of re-opening the existing well. All
drilling appurtenances will be located on same existing pad.
SITE DESCRIPTION:
Same site is currently under lease to Bexco Operating, Inc. The project site is best
described as ranch pasture land and is unwooded with no significant trees or underbrush.
Natural ground slopes within the area of the project limits average in the 1 % to 1-1/2%
range. The property to the southeast of the project area is currently owned by Allen R.
Swoboda, with the Hemy Kapchinski Tract lying to the southwest and the Raintree
Subdivision lying adjacent to the same Clement A. Fojtik Tract to the Northwest.
PRIMARY DRAINAGE BASIN DESCRIPTION:
The project site is located in the Carters Creek Drainage Basin. Current FEMA Flood
Insurance Rate Maps show clearly that the subject site does not lie within a designated
flood plain or special flood hazard area. (See Preliminaiy Flood Insurance Rate Map in
the Appendix.)
SECONDARY DRAINAGE BASIN DESCRIPTION:
The subject site is located near the top of a gently sloping hill which limits the storm water
run-off through the site itself. The site is to be located on the southeast side of a small
unnamed tributary to Carters Creek and will not influence the current flow patterns and
conditions of same unnan1ed tributary.
DRAINAGE FACTLITY DESIGN:
(General Overview)
It is proposed that the proj ec t will be constructed in two (2) phases. The first phase will
be the installatio n of drilling appurtenances on the existing pad . The second phase will be
modifying the same d1illing pad constructed in the first phase with the installation of
additi o nal comp o ne nts with production activities.
(Detailed Overview)
DRILLING -Phase l
The access road to the site is comprised of th e existing portion of Sewer Plant Road from
the eas t Frontage Road of Texas State Highway N. 6 East By-Pass to the western
boundary lin e of th e Alle n R. Swoboda Tract. An ex isting access road is con s tructed
continuing in a no rtheaste rly direc tion across same Alle n R. Swoboda tract for a distance
of a pproximately 1458 feet to a point at which s am e access road traverses along th e arc of
a curve to th e left for a di s tanc e of approximately 110 feet before e nte ring the proj ect site.
Drainage curre ntly intercep te d by Se we r Plant Road continues to drain along the edge of
same road with a 24" diamete r corrugated me tal pipe culvert being installed at the
afore me ntion ed curve in th e road to allow for through drainage to a point at which flow
converges with existing drainage pathways to th e eas t of th e subject d1ill site and
continuing onward to C a rte rs Creek. Th e 24" C.M.P. has rock rubble rip-rap on the
up s tream and downstream e nds. Th e d1ill pad is graded le vel to allow for a flat surface of
all d1illing activities to be pe rform ed .
PRODUCTION -Phase 2
Th e pad as constructed will re main "in-plac e" dming phase 2. The small be rms along the
pe rim e ter of th e Drill Pad will be regrad e d , allowing fo r flow to exit th e pad towards the
existing cree k . Th e process of final grading will allow the run-off to leave the pad area
and enter a hay bale stilling basin wh e re silts and contaminates will settle-out prior to run-
off e nte1ing same aforementioned creek. The hay bal e stilling bas in will be vacuum ed and
maintain ed as necessary to provid e an efficie nt, w o rking system. Due to th e size of the
d1ill pad and the fact that it is constructed of cru s hed sto ne, a pe rvious s tructure exists,
and the storm water run-off increase will be minor as related to current storm water run-
off flow rates .

are in accordanc e with current City of College Statio n accepted Design Policies . Peak
storm wate r discharge rates were determined for th e 10-year s torm event utilizing th e
rational method.
SUMMARY:

pe rm eability of the surfaces of th e curre nt condition and propos ed condition of th e drill

continuing in a northeasterly direction across same Allen R. Swoboda tract for a distance
of approximately 1458 feet to a point at which same access road traverses along the arc of
a curve to the left for a distance of approximately 110 feet before ente1ing the project site.
Drainage currently intercepted by Sewer Plant Road continues to drain along the edge of
same road with a 24" diameter corrugated metal pipe culvert being installed at the
aforementioned curve in the road to allow for through drainage to a point at which flow
converges with existing drainage pathways to the east of the subject d1ill site and
continuing onward to Carters Creek. The 24" C.M.P. has rock rubble iip-rap on the
upstream and downstream ends. The d1ill pad is graded level to allow for a flat smface of
all drilling activities to be performed.
PRODUCTION -Phase 2
The pad as constructed will remain "in-place" during phase 2. The small berms along the
perimeter of the Drill Pad will be regraded, allowing for flow to exit the pad towards the
existing creek. The process of final grading will allow the run-off to leave the pad area
and enter a hay bale stilling basin where silts and contaminates will settle-out prior to run-
off entering same aforementioned creek. The hay bale stilling basin will be vacuumed and
maintained as necessary to provide an efficient, working system. Due to the size of the
d1ill pad and the fact that it is constructed of crushed stone, a pervious structure exists,
and the storm water run-off increase will be minor as related to current storm water run-
off flow rates.
DRAINAGE DESIGN CRITERIA:
All drainage design associated with the construction of the d1ill pad and production area
are in accordance with current City of College Station accepted Design Policies. Peak
storm water discharge rates were determined for the 10-year storm event utilizing the
rational method.

The peak storm water run-off discharge rate will remain basically unchanged due to the
pe1meability of the surfaces of the current condition and proposed condition of the drill
site. The existing 24" diameter culvert is designed to adequately convey the run-off
generated by the 10-year storm event, allowing for unobstructed passage of same run-off
through the proposed access road to natural drainage pathways to Carters Creek, with
run-off generated by storm events of lesser design frequency simply passing over the
access road.

TYPE OF DEVELOPMENT:
This permit is valid for site construction as per approved plans for the drilling and production
pad associated with the Fojtik-Swoboda No. 1 oil well.
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the
immediate construction site in accordance with the approved erosion control plan as well as the
City of College Station Drainage Policy and Design Criteria. Owner & Contractor shall assure
that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of
any silt fencing of hay bales used for temporary erosion control. Owner & Contractor shall also
insure that any disturbed vegetation be returned to its original condition, placement and state.
Owner & Contractor shall be responsible for any damage to adjacent properties, city streets or
infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or
sedimentation resulting from the permitted work.
This permit expires six months from the date of issuance.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station,
