TYPE OF DEVELOPMENT:
This permit is valid for site clearing, grading, and infrastructure improvements associated with
the above referenced development. Prior to any site clearing or grading contractor shall
coordinate tree protection with City site inspector. Any dirt, debris or siltation that enters
Wol.fpen Creek shall be cleaned out immediately by th e Contractor. Noncompliance with any
provision of this permit is cause for suspension of the permit.
The Contractor shall provide erosion control in accordance with the approved erosion control
plans. The Contractor shall take all necessary precautions to prevent silt and debris from
leaving the immediate construction site and entering city streets or area creeks in accordance
with the City of College Station Drainage Policy and Design Criteria. Contractor shall assure
that establishment of vegetation occurs prior to removal of any silt fencing of hay bales used for
temporary erosion control. Contractor shall be responsible for any damage to adjacent
properties, city streets or infrastructure due to heavy machinery and/or equipment as well as
erosion, siltation or sedimentation resulting from the permitted work.
This permit expires six months from th e date of issuance.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station,
measures shall be taken to insure that debris from construction, erosion, and sedimentation shall
not be deposited in city streets, or existing drainage facilities .
I hereby grant this permit for development of an area outside the special flood hazard area .
All development shall be in accordance with the plans and specifications submitted to and
ap ved by the City Engineer in the development permit application for the above named project
an l of the codes and ordinances of the City of College Station that apply .

General Location
This tract is located on both sides of Colgate Drive between Eastmark Drive and Central
Park Lane, and extends North towards Wolf Pen Creek.
Property Description
The tract under consideration consists of 16.43 acres ofland that is currently vacant,
abandoned pasture and woodland . It is bounded on the southeast by Block 1, Lots 1 & 2 of
Eastmark Subdivision and to the Northwest by Block C, Lot IR of the Wolf Pen Creek
Dedication.
Primary Drainage Basin Description
The entire tract under consideration is well graded and drains to the north into Wolf Pen
Creek.
This project proposes draining all the runoff into the creek as quickly as possible . This
proposal is made because Highway 6 acts as a throat for Wolf Pen Creek. The time of
concentration for this tract is 10 minutes and is long before the time of concentration of Wolf Pen
Creek . It is also proposed that a landscaped, block wall channel be constructed in the west comer
and the channel originating at the end of the culdesac on Eastmark Drive be put into an 30" RCP
and covered, as it has eroded badly.
All storm sewer designs were based on quantities for the 100 year storm . The grate inlets
in the parking areas will carry the maximum flow with 6" of ponding. The storm sewer will
likewise carry the entire flow and there will not be any backwater effects at the 100 year event.
The University Commons Apartment Complex lies partially within the Flood Plain as
depicted by the Nathan D . Maier's Flood Study (See Site Drainage/Grading Plan).
Conclusion
The design depicted is well within the standards of good practice and of the City of
College Station Drainage Policy.

The report as submitted has been reviewed and the following comments are being returned. The report is
the second drainage report submitted for this project. The first report, consisted of 4 pages which did not
address the impact this development has on the receiving system and was extremely lacking in _
information to show compliance with the City's drainage ordinance. After discussion with your staff as to
what was missing and our concerns, we received the second report on September 14, 1994. Our concerns
are still with compliance with the drainage ordinance. If the reason behind noncompliance is to request a
variance, we need to have a formal variance request in compliance with Section 6: Variances, page 13-17
submitted.

General Location
This tract is located on both sides of Colgate Drive between Eastmark Drive and Central
Park Lane, and extends North towards Wolf Pen Creek.
Property Description
The tract under consideration consists of 16.43 acres ofland that is currently vacant,
r -J
abandoned pasture and woodland . It is bounded on the southeast by Block 1, Lots I & 2 of
Eastmark Subdivision and to the Northwest by Block C, Lot IR of the Wolf Pen Creek
Dedication.
Primary Drainage Basin Description
The entire tract under consideration is well graded and drains to the north into Wolf Pen
Creek.
This project proposes draining all the runoff into the cteek as quickly as possible . This
proposal is made because Highway 6 acts as a throat for Wolf Pen Creek. The time of
concentration for this tract is I 0 minutes and is long before the time of concentration of Wolf Pen
Creek. It is also proposed that a landsca d , block wall channel be constructed in the west corner
and the channel originating at the end of the uldesac on Eastmark Drive be put into an 30" RCP
and covered, as it has eroded badly .
All storm sewer designs were based on quantities for the 100 year storm. The grate inlets
in the parking areas will carry the maximum flow with 6 " of ponding. The storm sewer will
likewise carry the entire flow and there will not be any backwater effects at the 100 year event. -
The University Commons Apartment Complex lies partially within the Flood Plain as
depicted by the Nathan D. Maier's Flood Study (See Site Drainage/Grading Plan).
Conclusion
The design depicted is well within the standards of good practice and of the City of
College Station Drainage Policy.
