TYPE OF DEVELOPMENT:
This permit is valid for site construction associated with the renovation of the old James Coney
Island building to a new Taco Bell. This includes the removal of one end parking island and the
addition of a covered entrance . Any dirt, debris or siltation that enters any public right-of-way
shall be cleaned out immediately by the Contractor. Noncompliance with any provision of this
permit is cause for suspension of the permit.
The Contractor shall provide erosion control if necessary to preven silt and debris from leaving
the immediate construction site and entering city streets or area creeks in accordance with the
City of College Station Drainage Policy and Design Criteria. Contractor shall be responsible for
any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or
equipment as well as erosion, siltation or sedimentation resulting from the permitted work.
This permit expires six months from the date of issuance.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station,
measures shall be taken to insure that debris from construction, erosion, and sedimentation shall
not be deposited in city streets, or existing drainage facilities .
I hereby grant this permit for development of an area outside the special flood hazard area.
All development shall be in accordance with the plans and specifications submitted to and
ved by the City Engineer in the development permit application for the above named project

Regarding the vacant property at 731 Univers i ty, previously known as
James' Coney Isl and, John King, Inc. propos es renovating th~ property
into a Taco aell Restaurant.
This remodel involves very little construction. Construction is lim-
ited to the area directly in front of the exiA t ing main entrance and
consists primari ly of a covered entrance with open archways on three
sides for pedestrian traffic.
An out door dining/play area may h ~ i ncorpor ~tQd at ~ later date in the
area directly adjacent to the covered entrance, but this will be on
existing side walk ;incl vil l involve no dii::tu rbancc of ground and e.11.lt;Ling
drainage patterns.
Based on our current proposal (see attached site plan). There will b e
no incre.o1sed impe.xvious covor and no change iii draluei~~ patterns.

Ok -here's where we are. A guy from
corporate office doesn't understand
anything about exactions that cities
can make for development. Also he says
Taco Bell doesn't own the property.
The owner won't understand why he has
to give away valuable(HA!) property. I
said all I want is aletter expressing
acknowledgement and intent to dedicate.
Then I won't go to DRB or require
dedication now. This ain't working.
SO I talked to JC who took a reeeeallly
hard line. Maybe they just need to go
to DRB and let them resolve this. So I
told Dave Polis (Taco bell guy) that.
Told hinm I tried to make it easier for
them but my supervisor and I could not
come to terms on the issue of DRB so
now we're going. SO

stufl) the WPC requirements , an
application form and info on the

know it's asking a lot and it's dealing

know how to do it any other way.

jane, i've been trying to get mr.
polis, but no luck, it's been busy.
However, i just realized that it may be
that i don't have his phone number!! i
just reread my note and realized that
the number you put above is a fax
number not a phone number. can you send
me his phone number .... i'll be happy to
contact him on wed. morning before pre,
but if you want to know, i've looked at
the plat and the nathan maier report
and don't have anything conclusive from
those two sources to help him. the only
thing i have to help is from the
wolfpen creek corridor study, plate 12
and plate 15 , and the fema floodplain
map for their area. they will have to
determine based on that information.
Plate 15 does show the taco bell layout
and where the minimum and secondary
reservation lines fit with this current
layout. i'll talk to him wed. morning,
just send me a note ....
