Bardell, P .E . UNIVERSITY COMMONS General Location This tract is located on both sides of Colgate Drive between Eastmark Drive and Central Park Lane, and extends north towards Wolf Pen Creek. Property Description The tract under consideration consists of 16.43 acres ofland that is currently vacant, abandoned pasture and woodland. It is bounded on the southeast by Block 1, Lots 1 & 2 of Eastmark Subdivision and to the Northwest by Block C, Lot lR of the Wolf Pen Creek Dedication. Primary Drainage Basin Description The entire tract under consideration is well graded and drains to the north into Wolf Pen Creek. This project proposes draining all the runoff into the creek as quickly as possible. This proposal is made because Highway 6 restricts Wolf Pen Creek. The time of concentration for this tract is 10 minutes and is long before the time of concentration of Wolf Pen Creek (3 .17 Hours). The additional runoff and fill in the floodplain will not raise the calculated water surface elevation of the creek more than a foot during the 100 year flood and still allows for encroachment in the area . It is also proposed that a landscaped, block wall channel be constructed in the west comer and the channel originating at the end of the culdesac on Eastmark Drive be put into an 30" RCP and covered, as it has eroded badly. All storm sewer designs were based on quantities for the 100 year storm. The grate inlets in the parking areas will carry the maximum flow with 6" of ponding. The storm sewer will likewise carry the entire flow and there will not be any backwater effects at the 100 year event. The University Commons Apartment Complex lies partially within the Flood Plain as depicted by the Nathan D . Maier's Flood Study (See Site Drainage/Grading Plan). Output from the Nathan D . Maier's Flood Study is included in this report along with two modified versions of the same study. It is included in its existing form, in the same form with additional flow from University Commons, and in the second form with the additional fill in the floodplain. Conclusion The design depicted is well within the standards of good practice and of the City of College Station Drainage Policy. I wanted to look at what all was proposed and what is required to try and brush up on all this since we haven't had a WPC project in a while. I am waiting to hear from David Brochu on setting up a predevelopment meeting with just him and staff instead of the entire DRB. The applicant would like to do it next Wednesday afternoon around 1 or 1:30. (He's flying in from Birmingham.) Anyway , here goes : --On the parking issue that we talked about earlier (leasing on a per bedroom basis instead of a per unit basis), it may not really be a problem because it all averages out to 1 parking space provided per unit. There are also 69 additional spaces added for other activities. With the additional parking, do we need to restrict the use of any of the activity areas? We did that on the Redstone apartments leasing office and meeting room area but that was under different circumstances . --What kind of engineering information do we need to establish the minimum reservation line and the area to be dedicated to the city? The site plan shows a proposed lake along WPC and a "dedication line" noting the 100 year flood way as the point at which dedication to the City begins. (Everything north of the 100 year flood way line is to be dedicated to the City.) When I called the applicant, he just wanted to know why we weren't necessarily ready for a DRB meeting at this time. I told him that the main reasons were that we did not have a complete landscape plan with pedestrian access, thumbnail sketches of" accent" areas that incorporate f ea tu res found in the park and to mainly talk conceptually to make sure that we're all on the same tract. (I'm getting pretty good at the B.S. stuff.) He thought it was because he did not have a complete drainage plan. Because this is in the WPC, does he have to provide a drainage plan before DRB consideration or can all drainage stuff be handled in the DDP? --Also on the site plan, it looks like this development is only on "part of lot 1 of Block C". I'm going to look at the plat for this area to see if the property has been subdivided illegally since Real Alchemy took it over from the FDIC. If this is the case, then we may be looking at requiring a plat on the property. --Since this is the first project where the City may actually get some property dedicated up front, is there anything we need to do up front to make this run smoothly? (Yeah right!) At the last September DRB meeting, David Brochu was supposed to get with Ron Ragland about putting together some joint meeting to discuss development along the creek. There was also some discussion at that meeting about the City not being ready at this time to accept the property. Have these issues been resolved or do they need to be before we hold the DRB meeting? --I have the site plans in my office along with an explanation of the project if anyone would like to review it this week. (I know that everyone has plenty of time on their hands.) Well, I just wanted to bring some of these issues up now so that we would have time to talk about them if we need to before next Wednesday. Shown on the enclosed five (5) copies of our electric distribution layout for these apartments are our recommendations regarding underground primary cable runs , transformer locations and sizes required, ganged meter locations, service installations , etc. A Bill of Material , Project Cost Estimate , and a diskette with the electrical layout for the above referenced project are also enclosed. The electric system distribution layout for this complex has been planned to be installed underground, in accordance with your City's electric line extension policy . One ( 1) standard stock 25 kVA, five (5) standard stock 167 kVA, and four (4) standard stock 250 kVA, single- phase , 7200 volts to 120/240 volt transformers are proposed to provide service to this apartment complex. Specifications for your use in purchasing the required pad-mounted switchgear for this project are enclosed . In accordance with the new policy of your City , the Developer is responsible for reimbursing your City for 20 % of the total estimated cost o f electric service installation, including labor, materials, and the standard fee percentages for engineering and overhead cost. We compute that the 20% cost contribution required for the University Commons Apartments, assuming 33 % proration of the pad-mounted switchgear capacity , amounts to $12,633.40 . This cost was calculated based on a total electric service cost estimate of $63,167.00 . The total electric service cost estimate developed for this project includes on standard allowance of 30% to cover your City's labor related overhead costs, 7 % for material handling costs, and 8.5% to cover your City's administrative and eng ineering costs and includes 33 % of the three-phase switchgear expense. Also enclosed is an estimate for the Ci ty 's portion of the three-phase primary underground installation. Entrances shall be one or more of the following: i.) 600 amp apparatus bushings, rated 40kA asymmetrical momentary, 25kA symmetrical short time current, 110 BIL (15 kV). d.) Switch Operation. Each switching way is to be equipped with an internally mounted operating mechanism capable of providing quick-make, quick-break operation in either switching direction. The mechanism must be capable of delivering sufficient torque and shall be provided with latches for each position to assure load interrupting, fault closing, and momentary ratings. The mecha- nism shall use compression type springs to assure long life and reliability. All switch positions are to be clearly identified and padlockable. Detailed Specifications (Cont'd) The operating mechanism shall be actuated from outside the switch tank by a removable, breakaway action operating handle. The operating shaft shall be made of stainless steel for maximum corrosion resistance. A double "O" ring type operating shaft seal shall be used for a leak resistant, long life seal. e.) Switch Contacts. Switch contacts shall be made of plated, high-conductivity copper alloy with arcing tips of copper/tungsten alloy to assure permanent low resistance and to avoid sticking during operation. The contacts shall be designed so 1) arcing does not occur in the area of main current interchange and 2) contact pressure will increase with increasing current flow. Contact travel shall have sufficient open contact separation to assure efficient arc extinction and to withstand field DC testing levels and maintain BIL levels. Temperature rise shall not exceed ANSI C37. 72-1987 standards for this type of device. Switch contacts shall be clearly visible in the open position through viewing windows. 3. Fuse Assembly a.) Electrical Ratings. The fuse assembly is to be a SML-20 assembly with silencer. The fuse assembly shall have a red blown fuse target to indicate faulted fuse while fuse is in the closed position. All moving parts for fuse assembly such as latches and pivots shall be either stainless steel or zinc-nickel plated steel with plastic bushings. 4. Enclosure. The enclosure for the switch assembly shall be made of 12 gauge steel and manufactures to ANSI C37.72-1987 and C57.12.28 standards. After assembly, the enclosure shall be primed and painted with a top coat of UV resistant paint. The color shall be Munsell 7GY3.29/1.5 padmount green. The enclosure shall be provided with four (4) removable lifting eyes that provide a Detailed Specifications (Cont'd) balanced lift for the complete unit or to separate the enclosure from the switch assem - bly. Enclosure access doors shall be of a lift-off design with stainless steel hinges. They were concerned about this area not bei ng large enough to use the ladder truck in case of an emergency. This truck is needed to provide proper fir e protection due to the size of these buildings. We were able to substantiate their concerns from our field measurements . It appears that during construction, this island was not constructed as designed and therefore decreases the required turning radius . As we discussed with you this morning , this radius will need to be improved in order to provide the necessary fire protecti on for th e prop erty owners as well as the tenants . The reduction of this island will not require any additional landscaping nor will it require any additional green space to be relocated. Howeve r, it does not preclude yourself from meeting the City's landscaping requirements . In reconstructing th e island , please provide a minimum horizontal clearance of three (3) feet from the back of curb to the face of the fire hydrant. Unintentionally I'm sure. the developer may be aplying for a letter of map revision. Paul Clarke has had Mair do some hydraulic work on the creek. I am not sure what it is. when I asked that of Paul, his response was "It only reflects the lake added by the city for the park." that is much less less than he lead me to believe over tha past 6 months when discussing other properties on the creek. According to PC, Mair is supposed to be providing metes and bounds desc. based on this latest work for the floodway line on this project. The architect lead me to believe they will be crowding the flood plain off their property and will seek a letter of map revision to relieve themselves of the insurance requirements. I'm not sure what his timing is for submitting the request. that is what is scarry to me. There is some philosophy that also needs to be coordinated in this. Are we following the WPC plan for the reservation lines or are we going to allow the developers reclaim floodway space that is narrowed as a result of improvements to the creek? ie the lakes? the plan is based on the current conditions in 1990. It matters not to me. My interest is to see us decide on and hold to the same philosophy to avoid any battles within ourselves. It does make a difference as to how big the park is. Or how much land there is for private development. I would like us to stand on one side or the other.
