Texas Avenue College Station, TX 77842 Re: UNIVERSITY PARK SECTION II BLOCK M, LOTS 1-9 DRAINAGE DEVELOPMENT PERMIT APPLICATION Dear Brett, Hester Engineering Company has been hired to prepare a site and grading plan for nine proposed duplex units on a property owned by Mr. Joe Courtney, Joe Courtney Homes, Inc., P. 0. Box 4043, Bryan, TX 77805, (409) 774-0153. Due to the lot configuration and a substantial grade difference between the existing roadway (Vineyard Court) and the proposed lots a grading plan was prepared and compacted fill will be required for four of the lots however no fill will be placed in the flood plain. I have reviewed the Flood Insurance Rate Maps (FIRM) maps and the subdivisions final plat and Lots 1 & 2 appear to be in the flood plain. The lots are adjacent to the Burton Creek Tributary between cross sections B and C. From survey work which was tied to the Flood Insurance Study (FIS) reference mark, the lots are above the base flood elevation (BFE) by 2.5 feet. After the construction is complete I plan to apply for a Letter of Map Amendment (LOMA) to remove the lots from the flood plain and avoid the insurance requirements. This letter is to certify that this project complies with College Station drainage ordinance and there will be no damage to downstream property owners. At your earliest convenience please review the attached information. Mr. Courtney would like to begin moving fill onto the lots as soon as possible. If you have any questions please call. After conversations with him, Jane and Debbie referred him to me, and he came to my office yesterday for information. Mr. Strange is representing a potential buyer for this area and had questions regarding any encumbrances on this prop~rty that a potential buyer should be aware of prior to making a final deal on the land. I could give him the· information that the required "Easement Dedication Plat" (better known as an as-built plat) has never been submitted fo~ review, and therefore, the entire acreage is still encumbered by a blanket utility easement which will not be released until the easement dedication plat is received , approved and filed for record. I also provided him with copies of documents and memos which were in the file and considered public information. Other than that , I wasn't able to give him the information he asked for , and in turn, requested that he set forth in writing exactly what he was looking for from the City. Today I received a FAX from him which I have attached for your information. Please furnish to him, in writing, any information which would fulfill his needs. Also, please forward a copy of that information to me so that I can incorporate it into our files. I don't know what hi' time constraints are , but I believe last week he indicated to Jane that he had a "couple of weeks to gather this information". That would mean that he needs the information by sometime next week (week of the 25th). . I am satisfied that the attached draft document covers my concerns for the drainage system. I will require a copy of this executed document with the plat application instead of the easement. Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing of hay bales used for temporary erosion control.
