The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and required to remain is strictly prohibited. The disposal of any waste material such as , but not limited to, paint , oil, solvents, asphalt, concrete, mortar, or other harmful liquids or materials within the drip line of any tree required to remain is also prohibited . ****TCEQ PHASE II RULES IN EFFECT**** The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construct ion site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria . If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite , it is the contractors responsibility to implement measures that will meet City , State and Federal requirements. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be responsible for any damage to adjacent properties , city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work . In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction , erosion , and sedimentation shall not be deposited in city streets , or existing drainage facilities. I hereby grant this permit for development of an area outside the special flood hazard area . All development shall be in accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit application for the above named project and all of the codes and ordinances of the City of College Station that apply. The proposed 12" water line will be utilized to service the project site. The existing 8" water line was used to perform the analysis, and predict the performance of the 12" line. Please see accompanying plan sheet for construction details. The fire hydrant shall be in accordance with the City of College Station standards. The criteria used for analyzing the proposed water line came from the TCEQ, Chapter 209 Public Drinking Water Rules and Regulations, the Bryan/College Station Unified Design Guidelines, and information obtained from the City of College Station Public Utilities Department. The following items were analyzed as part of this summary: 1. Line Size Requirements: a. Based on TCEQ, 290.44© minimum size is 2"0 b . Based on B/CS Unified Guidelines, minimum size is 6"0 2. Pressure Requirements : a. Per TCEQ 290.44( d), 35 psi and flow rate of 1.5 gpm per connection b. If fire-fighting capabilities are required, 20-psi minimum combined fire flow and water service capabilities. 3. Fire Flow Requirements: a . Per City requirements , the required Fire Flow capabilities are based on the International Building Code (/BC) that talces into account the type of building construction and building square footage (Appendix B). Flow Duration (hrs) 2 Based of Fire Flow tests provided by College Station Utilities, each proposed fire hydrant will produce 1,350 gpm. Using 2 fire hydrants, 2,700 gal/min/building will be produced. There is an additional fire hydrant within 300 feet , which is also capable of producing similar Fire Flow rates . All fire hydrants are located within the required 300 feet. Table 2 illustrates the performance of the existing 8" water line with the required fire flow requirements and shows that the proposed velocities will be within City requirements. The proposed 12 " water line , with two fire hydrants , will provide enough Fire Flow rate to produce the required 2750 gpm. In an emergency case where an additional fire hydrant is needed , a frre hydrant located within 300 feet is available on the adjacent 18" water line. Table 2 Average Pressure Pipe Dia. You have shown the location of a new sign with this submittal. Since the location of a sign cannot be permitted through site plan review, please either remove the new sign and note 125 that you have shown, or add an additional note that states that signs must be reviewed and permitted separately. Re: See note #29 at sheet A-1.0 2. Please remove the legend that you have added to the site plan regarding interior parking islands. This table gave me the information that I needed to determine that you are in compliance with the requirements, but needs to be removed since the chart itself is incorrect. Re: Site drawing No. A-1.0 has been updated and the parking square footage calculations legend has been removed. ENGINEERING 1. The fire flow report that you submitted for this project is incorrect. I think you have it crossed with the Texas Pavilion project. You state that the waterline is 18" and will serve a bank and Texas Pavilion. Please rectify report . Re: Fire flow report revised and resubmitted 2. The IntemationalFire Code requires3 fire hydrantsfor 2,750 gpm flow. However, the Fire Marshall has agreed to allow the use of the hydrant across Holleman as the third hydrant. Re: No response required. 3. The tie in to the existing water line in Texas Avenue and to the storm inlet in Holleman Drive will require an agreement with the Contractor on the utility project currently under construction. The copy of the agreement will need to be submitted prior to plan approval. Re: Resolved, owner's contractor to install 8" tee and come back and install 12" tee when proposed future waterline is in place. 4. Please refer to BCS Unified Design Guidelines . A number of your construction notes on Sheet C2 are in conflict. The TxDOT Utility permits need to be submitted through the City of College Station. Four copies of permit and supporting documents required (water line design docs and drainage report). (Repeat comment) Re: TX DOT utility permit applications attached with plans. • 6. Our paving requirement for fire lane (medium duty) is "4@ 18" OCEW. The supporting documents (title report, etc.) need to be for the adjacent property. This easement will need to be dedicated prior to Site Plan approval. Appropriate documentation will need to be provided to show that you have permission for construction of water lines and services on adjacent property prior to Site Plan approval. Re: Refer to response on no. 11. 13. $600 is required for public infrastructure inspection. Re: Owner to pay fee at time of inspection. 14. Sheet C2 states that the sidewalk will be 5' wide. As previously commented, City of College Station requires a 6' sidewalk placed at back of curb on minor arterial streets, Holleman Drive. Re: Sheet C2 revised to show that City of College Station requires 6' sidewalks. 15. Please note: Regarding the driveway to be removed on Texas Avenue, the curb will need to be saw cut and the new curb dowelled in. Any damage to the street will have to be repaired according to City standards (no cold mix asphalt). Re: See sheet C4. 16. Keep in mind that the hotel cannot be without fire protection. How will the hotel have fire protection while the fire hydrant is being relocated? The relocated fire hydrant may have to be a new one. The original tract was 2 .66-acres known as Pooh 's Park Subdivision, Section 1. The RePlat of Pooh 's Park Subdivision has divided the tract into two lots, LOT 1 R and LOT 2R. The LOT 2R is to remain and LOT 1 R is the location of this referenced development. See attached recorded plat REPLAT OF POOH 'S PARK SUBDIVISON. The existing project site is partially developed and an EXISTING DRAINAGE PLAN has been developed . See C6 of the construction drawings and a reduced drawing has been attached for reference . The site has been broken into three areas and shows where the drainage currently drains in cubic-feet per second . Each area has a POE (Point of Evaluation) to show the existing flows on the drawing . DEVELOPED CONDITIONS The commercial development is designed to detain in the parking lot and release flows back to existing drainage areas . The detention pond has a maximum water surface elevation of 315 .60 and the top of grates in the parking lot is designed at 314.85 . Therefore the maximum ponding depth over the inlets is . 75-feet or 9-inches. The maximum volume is 20,344 cubic feet at elevation 315.60 feet. The 100-year required volume equals 5 ,893 .38 cubic feet. At the volume required the elevation in the parking lot equals 315 .04 feet, which equates to 2 .28 inches of water over the inlets . All of the detained area drains to the existing curb inlet on Holleman Drive . Should the water surface elevation ever get greater than 315 .60 the two driveways will act as extreme event overflow structures .
