We performed the work using an Asphalt Paving Machine, Steel Wheel Roller, and other various tools . SPECIAL CONDITIONS: All construction per the site plan must be in compliance with the construction plans being reviewed by the Planning and Engineering section of the City of College Station Department of Development Services. Existing trees are required to be protected by ordinance or as part of the attached landscape plan must be completely fenced before any operations of this permit can begin. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets , or existing drainage facilities. This is considered a partial permit. Satisfying these special conditions and receiving a complete approval on all site plan issues which are now in the process of being reviewed, will then, at that time, allow the applicant to receive a full Development Permit. At that time, the applicant or representative will be notified to come in and sign for the full Development Permit (a separate document). The remaining requirements necessary for a partial permit are as follows: an $100 application fee; a Grading Plan (showing proposed elevations on proposed pavement) (submitted and approved); and, an Erosion Control Plan (showing silt fence) (submitted and approved). A submittal is approved when return correspondence is received by the applicant that states 'No Comments' or comments that require no action on part of the applicant. Please find attached a copy of the existing site conditions (Attachment #1 ), proposed site conditions (Attachment #2) and drainage calculations (Attachment #3). The proposed improvements (i.e . asphalt driveway) are per the site layout provided by Davis J. Moore. Prior to beginning the drainage report, we first visited the existing site . The site is located at 100 S. Texas Avenue and consists of 0.3446 acre . The site has an existing parking lot that feeds onto S. Texas Avenue , a ±1,306 sq . ft. building, and a grassy area in the back with a small dirt pathway around the back of the building . Approximately 58.7% of the site is impervious material (i.e . building , pavement, etc.), with the remaining area consisting of grass and landscaping . The proposed improvements are to pave the small dirt pathway around the back of the building to allow for a drive-thru on the southeast side of the building , and to pave an entrance from Hensel Drive. The proposed improvements to the site will increase the amount of impervious material to approximately 76.4%. Using the Rational Method , we were able to determine that the increase in runoff due to the proposed improvements is insignificant (i.e . increase of runoff in the 100-year storm is 0.35 cfs ); therefore , the site does not require detention . The data and calculations are presented as Attachment #3. After the improvements are completed, runoff within the site will generally follow along the current flow paths.
