Drive in College Station, Texas . The drainage report shows that there is no drainage system in the immediate vicinity of the McDonald 's tract of land ; however, there are inlets directly to the south of the site on Longmire Drive. These existing inlets and Longmire Drive were initially designed to handle the post-development runoff from the site . Therefore , there is no adverse effect from the development of the site . Registered Professional Engineer State of Texas No . 79711 I. GENERAL LOCATION Rock Prairie Road is directly to the north of the McDonald 's property. Rock Prairie Road is considered a major arterial per the City of College Station. Longmire Drive provides access to the site from the East. Longmire Drive is considered a minor arterial per the City of College Station. From the Drainage Policy and Design Standards Manuel for the City of College Station, our property is located on the western most edge of Lick Creek Drainage Basin. Also , we are further defined within the aforementioned drainage basin as sub-basin 8. The primary drainage system for sub-basin 8 is North Fork Lick Creek . The McDonald 's is located within Phase II of the L.O . Ball Memorial Subdivision. To the east of McDonald 's is the Center America Shoppin g Center , and the properties to the north , west and south of the property are currentl y undeveloped. II. PROPERTY DESCRIPTION The proposed McDonald 's will be situated on 1.688 acres , located on the southwest comer of the intersection of Rock Prairie Road and Longmire Dri ve in College Station, Texas. The McDonald 's will encompass all of Lot 4 in Block 3 of the L.O . Ball Memorial Subdivision. This site corresponds with the Amended Plat of Lots 1, 2, 3, and 4 of L.O. Ball Memorial Subdi vision recorded in March of 2001. Currently , the site is undeveloped and has a natural grassland cover. The proposed development will encompass a parking lot as well as single story building. The owner of the property is McDonald 's Corporation and the current zoning is C-2. The zoning classification will remain unchanged. III. DRAINAGE BASIN DESCRIPTION The proposed McDonald 's is going to drain into the storm sewer system located on Longmire Drive. There are no existing curb inlets in the general vicinity of our site ; however, there are curb inlets further south on Longmire. These inlets were initially designed to handle the post development drainage from our site. The construction plans for L.O. Ball Memorial Subdivision Phase II prepared by Municipal Development Group and approved by the City of College Station show the intended drainage for the extension of Longmire Drive. The property is located in Zone "c", areas outside the 100-year flood , as identified by the flood insurance rate map of the federal emergency management agency , map no . 480401 C0205 C. ~ .. : IV. EXISTING DRAINAGE CONDITIONS Parameters: Area: "c" value (grassy, undeveloped): 110 (College Station Rainfall Curves): 1100 (College Station Rainfall Curve s): TC (See Exhibit 1 ): 1.688 acres 0.40 5.81 in/hr 9.15 in/hr 20.00 minutes Based on the parameters listed above , the following pre-development peak discharge rate has been found: Q10 (c x Ix A): Q100 (c x I x A): 3.92 cfs 6.18 cfs V. STREET DRAINAGE SYSTEM 10.86 cfs 16.46 cfs Longmire Drive is a curb and gutter street with an inlet to the south of the proposed McDonald 's site. McDonald 's will release the drainage from the site to travel down the gutter of Longmire to the existing inlet. The existing gutter discharge of Longmire Street is defined by the following equation: Q = 0.56 * (zln) * S/\0.5 * Y/\2.67 Where : Q = gutter discharge in cfs Z =inverse of crown slope of Longmire Drive (ft/ft)= 33 .33 2 N = roughness coefficient = 0.018 Y = depth of flow (ft) = 0.5 ft Plugging in the known values for each of the variables , yields a gutter discharge amount of 1 7 .11 cfs. V. IMPACT TO DRAINAGE SYSTEM The post-development runoffs at the site for the 10-year and 100-year storms respectively are 10.86 cfs and 16.46 cfs. Each is below the drainage capacity of the street. Therefore, there is no adverse effect to the existing drainage system. We will have to perform a review and construction inspection of the roadway according to our 'Standard Specifications for Street Construction'. NON-PUBLIC, ALL-WEATHER DRIVE SURFACES: Temppf1UY or permanent drive surfaces that are required for emergency access or turnaround for emergency vehicles must be constructed to function under all weather conditions. To accommOdate a project during construction, phasing, or permanent installation, drive surfaces that do not meet the r~uirements for permanent pavement surfaces may be allowed at the discretion of the City Engineer for lhe specific conditions stated below: TEMPORARY ALL-WEATHER SURFACE (during construction) - A structure under construction must be accessible by an all-weather drive surface. This surface may consist of the permanent pavement as described in Section 9.2.D or may consist of four inches (4") of limestone base with a one-course (1) seal coat as specified in the Texas Department of Trans~rtation Standard S~ifications for Construction of Hig_hways, Streets and Bridges, 1993 Edition, Item 316. This temporary all-weather surface must be reworked or replaced to meet the permanent pavement standard as described in Section 9.2.D. prior to issuance of a certificate of occupancy. SEMI-PERMANENT ALL-WEATHER SURFACE (during phasing) -In cases during phasing of a large project, emergency_ access and turnarounds often must be added as a temporary measure until additional phases are constructed. These emergency access areas may consist of _permanent pavement as described in Section 9.2.D., or may consist of six inches (6") of limestone base with one-course (1) seal coat as specified in the Texas Department of TransP9rtation Standard S~ifications for Construction of Highways, Streets and Bridges, 1993 Edition, Item -:316. If the semi-permanent surface is used the six-inch (6") curb is not required, and these areas must be gated or protected from public usage and signed for emergency access only. When the additional phase is constructed these areas must be removed or reworked to meet the permanent pavement standards as described in Section 9.2.D. PERMANENT ALL-WEATHER SURFACE (permanent) -In some development scenarios, an emergency access or turnaround must be constructed to meet emer_gency access purposes ana is not required for public traffic, service vehicles or sanitation vehicles. In these cases, the area requircii for emergency access only may consist of permanent pavement as described in Section 9.2.D., or may consist of six mches (6") or limestone base with a two-course (2) seal coat as specified in the Texas Department of Transportation Standard Specifications for Construction of Highways , Streets and Bridges, 1993 Edition Item 316. If the seal-coat surface is used, a six- inch (6") c9rb is not required, and these areas must be gated or protected from public usage and signed for emergency access only. (As amended by Ordinance No. 2226 dated December 12, 1996) TEMPORARY PARKING LOTS: When additional P¥king, in excess of what the zonin,g ordinance requires and/or in excess of what was inslalled when a facility first opened is necessary to accommodate business or J)atronage that was unanticipated when the facility first opened, this P.arking may be supplied usmg the standards be1ow. All such parking lots must receive site plan approval from the Planning & Zoning Commission following the site plan review procedures outlined in section 10 of the zoning-ordinance.
