Licensed Professional Engineer State of Texas No. 81890 Drainage Report for January 200I THE COLLEGE STATION DEPOT GENERAL LOCATION AND DESCRIPTION Location The proposed building site is located on Lot IA, Block "D" of the College Heights Addition located in the City of College Station. The property is located adjacent to University Drive on the south and MacArthur Street on the east. Immediately adjacent to the west and north of the site are the Northeast 1/i Lots I 7 & I8 and lot 4 of Block "D" of the College Heights Addition, respectively . Refer to Figure #I for the general location map. The nearest primary drainage-way is an unnamed tributary of Burton Creek Tributary C . The drainage-way is located approximately 1, 100 feet to the northeast. The property is located in the "Unshaded Flood Zone X" as shown on FEMA (Federal Emergency Management Agency) map number 48041COI42C, effective date July 2, 1992 . Description of Property Lot IA contains 0 .48 acres of land which is currently developed . The development of the site consists of an existing parking lot and concrete foundation for a one-story structure. There are no primary or secondary drainage-ways within this lot. Several large trees located on the site will be preserved and incorporated into the new development . The proposed project will involve the construction a new single-story building . The building will occupy approximately 2,544 SF . The existing parking lot will reused with minor changes. DRAINAGE BASINS AND SUB-BASINS Primary Basin Description The property is located within a drainage Basin I (Burton Creek Drainage Basin) as set forth in the City of College Station -''Drainage Policy and Design Standards" (Policy). As stated previously, the ''Flood Insurance Rate Map" produced by FEMA illustrates that the property lies within ''Unshaded Flood Zone X''. The unshaded Zone Xis defined as "Areas determined to be outside the 500-year flood plain"(FEMA). Refer to Figure #2 for the FIRM map associated with this project . Secondary Drainage Basin Description Figure #3, existing conditions, shows that the existing site runoff discharges directly into that adjacent streets, University Drive and MacArthur Street. Once the runoff reaches the street, this secondary drainage pathway then transports the stormwater to the unnamed tributary of Burton Creek Tributary C . Runoff after the redevelopment is completed will flow along the same path just described . Refer to Figure #4 for the proposed conditions. 1 -- --------------' Drainage Report for January 2001 THE COLLEGE STATION DEPOT DRAINAGE DESIGN CRITERIA Regulations No deviations were taken from the City's ''Drainage Policy and Design Standards" when this report was composed . Development Criteria Reference and Constraints No prior reports or investigations were reviewed for this site. Since no other reports or investigations were reviewed , this report looks at the impact that the proposed development will have on the down stream drainage-ways . The existing site is developed and has an existing parking lot and concrete foundation. At present, runoff from the site flows to University Drive and MacArthur Street, which is considered to be the secondary drainage-way. After development, that amount of impervious surfaces (pavement and building) will only increase by a small amount . Also, the new development will utilize some of the existing parking lot and landscaping (i.e. existing trees) that are currently on site . Therefore, the drainage from the site will not change significantly from the existing conditions . HYDROLOGICAL CRITERIA Runoff Calculation Method The Rational Method was utilized to calculated the peak runoff for the site under existing and proposed conditions . Runoff for all areas was calculated based on "Soil Conservation Service Method" as required by the Policy . Runoff coefficients were determined for the existing and proposed land use. The following table shows the coefficients that were used in the calculations . Because the site is so small , the calculated time of concentration would be less than 10 minutes for both the existing and proposed conditions . Therefore, in accordance with the Policy, the minium time of concentration was taken as 10 minutes for both conditions . With the time of concentration determined , the intensity was determined based on the Weather Bureau 2 --__________ __.. HYDRAULIC CRITERIA Capacity Calculations No drainage facilities will be constructed as part of this project. See the section entitled ''Drainage Facility Design" of this report for further discussion on capacity calculations . Detention and Storage Calculation Method Calculations show that detention and storage facilities will not be required . Altho of this site will increase the runoff, we believe that the amount to which the runo insignificant . CONCLUSION Compliance with City Standards From the information that is presented in this report, we have shown that the redevel opment of this site will meet the City's Policy regarding drainage improvements. My only concern is the listing of a "slab for residential waste container" located on the northwest side of the structure. It's perfectly acceptable as a storage area , but the truck would not be able to collect from that location ... ie, the container wou ld need to be rolled out to the right of way on MacArthur. I just want to clarify that in order to avoid any future conflicts .
