DATE: 17/MAY/Ol The engineer called to ask if his driveway permit could be sent as soon as possible when he sends in the additional 3 copies of Site Plans . DATE: 01/Jun/Ol Awaiting the following: their next submittal with P&P of Fire and Sanitary Sewer; min-max avg. demand table; and, completed TxDOT utility permit for which I left a message with Danny Miller. TxDOT driveway permit has been forwarded to Jay Page. DATE: 07/Aug/01 TxDOT Utility permit has been returned appproved. All permits with attached material needs to be forwarded to applicant with the Development Permit. TxDOT Driveway permit has been resubmitted to TXDOT showing University Drive widening and driveway tie-in . Called Danny Miller and requested a cost estimate for the Sanitary Sewer, Water Line and Street construction. He said he would like to send in mylars for stamping then send us the required copies. They wish to clear what is necessary to gain access for their boring equipment and vehicles in order to take soil samples . Therefore, it is not necessary for them to obtain a full permit at this time. A partial permit for clearing and grading only is all that is required this time . Furthermore, item #3 (Grading Plan) on the Development Permit Issuance Checklist is not necessary, at this time, for a partial permit, but is eventually necessary for a full permit. DATE: 10/JAN/01 File -PP 00-232 FROM: Thomas V. Vennochi Jr. No driveway to University Drive will be allowed by plat for Lots 5, 6, 7, or 8. Refer to the original preliminary plat for approved driveway locations for each individual lot based on internal circulation layout. Access to University Drive for Lots 5, 6, 7, and 8 was not able to meet the driveway ordinance as originally platted on the Master Preliminary Plat. When a median is installed on University Drive, driveway possibilities will be more flexible. DATE: 07/MAR/01 File -PP 00-232, FP 01-47 FROM: Thomas V. Vennochi Jr. The preliminary plat was approved, with conditions, by the P&Z Commission on 18/JAN/01. The final plat was on the P&Z Agenda for 15/MAR/01. Because the PP conditions were not met the staff was going to deny the FP. In lieu of this Kling Engineering opted to pull the FP from the agenda. Attached are revised Staff Review Comments No. 1 (Site Plan) to lift the 'Stop Review'. The Assistant City Engineer has determined that no detention is necessary . We will proceed with Comments No. 2 after the re-submittal. We will check with our Water/Waste Water Department to assure that the sanitary sewer has been upgraded. You will meet the conditions for the Preliminary Plat and represent those changes on the Final Plat to which you will resubmit both on Monday, March 19, 2001 in order for the Final Plat to go to the P&Z Committee on April 5, 2001. We are waiting to receive your LOMR. DATE: 28/MAR/01 File -PP 00-232, FP 01-47 FROM: Thomas V. Vennochi Jr. Nothing was submitted on March 19 to satisfy the PP!FP requirements stated in the above note . I left a message, in regard to the deadline requirements , with Danny Miller on March 23. Kling Engineering submitted the FP only on March 26 w it h the current FEMA map flood plain depicted. I called Stuart Kling on March 28 and told him that the new flood plain needs to be depicted. They have satisfied the conditions for the PP on the FP, but I told him that a copy of the PP is necessary (with the conditions satisfied) to be on file in our office . He said he would submit the PP and resubmit the FP today. Later called in by Danny Miller, he said he was depicting the current FEMA map flood plain because technically the LOMAR has not been approved and , therefore , according to the City of Austin, the current FEMA map flood plain should be shown on the FP . I told him we accept the n ew revised flood plain per his drainage report and the flood plain administrator's (Assistant City Engineer, Ted Mayo mentioned above in the FAX to Danny Miller) agreement that a 0 .01 rise in the base flood elevations and no detention is acceptable. He requested to have the FP pulled from the April 5th P&Z agenda and will have revised PP !FP by April 9111 for the April 19th P&Z meeting. SAFETY -Warning and protectivr. devices shall be used to prevent creation of a traffic hazard and to ensure the safoty of the public in accordance with the Manual of Uniform Traffic Control Devices. Parking of employee's cars and trucks on both sides of the pavement will be prohibited and all such vehicles shall be parked on one side of the road and in no instance closer than a minimum of eight feet from the edge of the pavement. All construction equipment and materials stored on highway right-of-way shall be stored in such a manner and at such locations (a minimum of 30 feet from nearest traffic lane) as not to interfere with the safe passage of traffic. ~ Any rock or tree limbs which were disturbed during installation will be removed. Entire area shall be left in a neat and presentable condition when work is complete. 4. TYPE OF CONSTRUCTION -Longitudinal lines on the right-of-way shall be limited to single pole construction. Transverse lines should desirably be limited to single pole construction; however, where an existing or proposed utility is supported by "I-(" frames, towers, etc., the same type structures may be utilized for the crossing provided all other requirements herein are met. 5. VERTICAL CLEARANCE-Except as stated herein, the minimum vertical clearance above the highway shall be not less than 22 feet for power lines, and 18 feet for communication and cable television lines. These clearances may be greater, as required by the National Electric Safet)• Code and governing laws. Page 1 of 3 6. LOCATION (A) In rural areas and at uncurbed sections in urban areas, poles supporting longitudinal lines shall be located from one to three feet from the right-of-way edge, except that at the option of the Department this distance may be varied at short breaks in the right- of-way line. Guy wires placed within the right-of-way shall be held to a minimum and should normally be in line with the pole line; however, other locations may be permitted, but in no case shall the guy wires or poles be located closer than the minimum allowed for the specific design values for the highway class and volumes as shown in Appendix A of the section. At curbed sections, in urban, areas, poles shall be located as far as practical behind the outer curbs and p1 ;eferably adjacent to the ri g ht-of-w ay line. Exceptions may be c,pnsidered where ample right-of-way exists and the poles are to be placed outside of the clear zone or in accordance with the minimum allowed for the specific design value for the highway class and volume, whichever is greater. (B) At crossings, no poles will be permitted in the center median of any highway. Poles will only be permitted in outer separations or more than three feet inside the right-of-way v't'here the right-of-way is of such extreme width (over 300 feet) that the cost of spanning it is excessive and where poles can be located in accordance with the intent and provisions of paragraph (1) of the subsection. (C) As a general rule, overhead power, communication and cable television line crossings, at bridges or grade separation structures should be avoided, if possible. If rerouting the line completely around the structures should be avoided, if possible. If rerouting the line completely around the structure and approaches is not economically feasible, a minimum horizontal distance of 150 feet or a minimum vertical clearance of 30 feet should be provided to insure adequate safety for construction and maintenance operations. 7. Backfill shall be made in 6-inch lifts. Each lift shall be compacted with mechanical tamps , or equal, to a density equal to that of the surrounding ground. 6. Line shall be placed through a hole bored beneath the pavement and 10 feet each side thereof. 7. Line shall be placed through a steel casing which is approximately the S?JT!e diameter as the bored hole, and said casing shall extend from front of ditch to back of ditch. 8. Top of pipe shall be a minimum of 24 inches beneath the grade line in the ditches. 9. All above ground appurtenances shall be located at the right of way line or a waximum of one (1) foot from the right of way line where special circumstances dictate. All below ground appurtenances shall have a 36" minimum cover. 10. Trenching or open cuts through any existing paved surface will not be permitted without prior approval. 11. Any rock or tree limbs which wer e disturbed during installation will be removed. Item Summary: • This property is a 5 . 700-acre tract, to be platted as two separate lots. It is part of the 25.566-acre parent tract. • The applicant intends to build a hotel on the eastern most lot, Lot 1 . There is no use proposed for the western lot, Lot 2, at this time. • It is zoned as C-8, business commercial. • The subject property is bounded on the: North by vacant R-5 zoning to the College Station city line; South by University Drive (TxDOT ROW) with office uses across the road; East by Gateway Phase I (zoned as C-B also, most of which is currently vacant, except for the Exxon station, Cheddar's and The Texas Roadhouse); West by a vacant A-P zoned lot. • The Lot 2 contains mostly floodplain but is still considered developable towards the front of the lot on University Drive. Comprehensive Plan Considerations: • The City's Land Use Plan classifies this area as Mixed Use . The tract contains no Greenway on the Master Plan. • At this time , because of the widening of University Drive by TXDOT, the developer will not be required to install sidewalks on University Drive. The TXDOT project will include sidewalks on both sides of University Drive. • The preliminary plat complies with the Master Preliminary Plat that was approved in October of 1998. • There is no rezoning required. Item Background: The subject property was rezoned from R-1 to R-5 i n 1995 along with the 20 R-5 zoned acres to the north.
