The drainage structure required for the completed development is included in the construction of Sun Meadows, Phase One . This report is inclusive of flows from surrounding subdivisions, the College Station Middle School , College Station Parks lands , and the site itself. Predeveloped conditions are also described to demonstrate compliance with the City of College Station Drainage Policy and Design Standards. General Location and Description Sun Meadows consists of approximately s ixty-one (61) acres of land in Southwest College Station to be subdivided in to multifamily (R2) lots in Phase One and single family lots in Phase Two and Phase Three . Multifamily and single family housing will be separated by detention ponds and drain ways . The project is bounded by Graham Road to the South , Schaffer Road to the West, Arnold Road to the North, and agricultural land to the East. No existing roads currently exist within the development. The development is adjacent to Edelweiss Estates, Phase Three (to the west), Westchester Park and Southwood Athletic Park (to the north), and unplatted areas to the east. These: eveleQmeAts may be seen on E:x hibi , "Stlbdiv ision MaR " The site is presently used for pasture. Topography is gently rolling with 1 % to 3% slopes . The north fork of Lick Creek divides the site into a northern and southern half. Phase One includes development of the southern half up to and including the drainage basin to be built around the existing creek . Phase Two includes the northern portion of the property , with the exception of several lots in the northwest corner of the property . These lots comprise Phase Three of the project. Primary Drainage Basin Description The entire Sun Meadows Subdivision (61) drains into the North Fork of Lick Creek, channel reach Ill. The southern and northern portions of the property both slope toward the center of the property, where the creek runs west to east. Existing Secondary Drainage Basin Description Stormwater from the site sheet flows into the creek in the existing condition. Once developed , stormwater will be conveyed in channels along the curbs of the proposed streets to storm sewers which empty into the drainage basin . Offsite water enters the site through several areas . Runoff from the Edelweiss Subdivision travels down a partially concrete lined channel from the west under Schaffer Road and into the creek . Runoff from the Nottingham Subdivision to the Northwest, Westchester Park as well as the College Station Middle School to the north of the park drain into an open, unlined ditch draining parallel to Schaffer Road . This ditch empties into the North Fork of Lick Creek where the Edelweiss runoff crosses Schaffer Road. This offsite runoff will pass through the detention pond and continue on its present course through improved structures . Bo x 10763 ·College Statio n , Texas 77 842-0 763 • (979) 68 0-88 40 •fax (979) 680-884 1 1 from the Southwood Athletic Park crosses the existing Arnold road and drains southward in an unlined ditch into the North Fork of Lick Creek. The channel to Lick Creek for this runoff will be improved and redirected to pass between lots, but will remain largely unchanged. Other than the offsite water passing through the site as mentioned above, all water runs directly into the primary drainage basin. The portion of the site in the existing 100 year flood plain was determined by Rogers Engineering Services (RES) and is shown in Exhibit A, "Subdivision Map." No Federal Emergency Management Agency Flood Insurance Rate Map exists for this property. Drainage Design Criteria All drainage design is in accordance with the City of College Station Drainage Policy and Design Standards (DPDS). The design rainstorm has a statistical ten (10) year frequency, although the drainage system was checked for storms with frequencies of five (5), twenty five (25), fifty (50) and one hundred (100) years. Analysis was performed with the Soil Conservation Service (SCS) curve number method. Curve numbers of 75 for the predeveloped condition and 87 for the developed condition were used as per Table 111-4 of the DPDS. The detention facility and outlet structures were designed using Pond Pack software from Haestad Methods. Pi!}es and box cu lve s were designed using Manning's Equation with an "n" of 0.jA as pe r: ttle DPDS. In order to accomodate off site flows entering the site, RES determined off site flows using the SCS method. Flows were provided from the Edelweiss Subdivision; however, flows were determined for the Nottingham Subdivision, Westchester Park and the Soutwood Athletic Park . Due to the presence of an existing detention facility at Westchester Park, determined the flows based on an undeveloped site. Drainage Facility Design Detention calculations were carried out using scs lag times based on the curve numbers. The outlet control structure for the detention basin was designed using a combination of a large orifice and a weir. Weir flow is based on the equation: Q = C* L * H 312 where: C = 2.6 for broad crested weir L = Length of weir H = Head in feet, measured from top of weir Orifice flow is based on the equation: where: Q = C *A* .J2 * g * H c = 0.60 A = Area of opening in square feet H = Head in feet, measured from center of orifice g = 32.2 fUsec 2 1400 South Austin Street· Brenham. Box 10763 ·College Station, Texas 77842-0763 • (979) 680-8840 ·fax (979) 680 -8841 2 Due to the existing high flows from the Edelweiss Subdivision , Nottingham Subdivision and Westchester Park flowing through the detention facility, a large orifice at the base of the outlet structure was required to prevent the pond from overflowing . The optimum structure contains a fifteen (15) feet wide and four (4) feet high orifice at its base (294 .00). A we i r located in the top of the structure (208) is two (2) feet wide by eight (8) feet long, covered with a steel grate (Exhibit B, "Outlet Structure Detail "). This outlet control structure is built around three , four (4) feet tall by five (5) feet wide box culverts proposed under the proposed revised location of Schaffer Road . It should be noted that the additional lag from the detention facility allows the runoff from t he Southwood Athletic Park and the additional runoff from the development of the northeast corner of the subdivision to bypass the detention facility . Peak flows for this drainage occur prior to that of the detention facility, and hydrograph addition does not y ield this as a maximum flow. The detention facility as described herein results in the water surface elevation for a 100 year storm to be 298.04 feet at the pond. Based on this elevation , slabs constructed in this subdivision shall have a minimum finished floor elevation of 301 fee t.
