UNIVERSITY PARK PHASE II BLOCKY 1.3 ACRE TRACT UNIVERSITY DRIVE AT SPRING LOOP COLLEGE STATION, BRAZOS COUNTY, TX FEBRUARY , 1997 The tract of land is located at the northeast corner of Uni versity Drive and Spring Loop. The legal description is University Park Phas e II and is approximately 1 .3 acres in size. Th e site consists of grassland with numerous l arge oak trees. Tra versi ng the tra ct from west to east is a natural ditch that eventual ly dis c harge s into Burton Creek. The latest Federal Em ergenc y Managemenc Agency (FEMA ) maps (48041C0142 C) show that a porcion of the tract is in che regulatory 100 -year flood plain. Th e site i s zoned R3 and is ow ned by Scott Eidson, Karbrooke, Inc., 2 700 Ease Bypass , Suite 2000 , College Station, TX, (40 9) 693-2467 . The proposed alterations to the tract include the appli cat i on of fill material and re -gr a ding of a ditch along the Un iversit y Drive right -of-way . A previous p e rmit was obtained for fi lling this site however the pe rmits ti me limit has expired. EXISTING DRAINAGE BASIN DESCRIPTION: The main c re ek traversing t h e site discharges int o Burton Cr ee k. The creek is in an area not studied by FEMA nor included in th e College Station "DRAINAGE SYSTEM ANALYSIS" or the College Stati on "DRAINAGE POLICY AND DES IGN STAND ARDS". The FEMA Base Fl ood Elevation (BFE ) at the cree k s conf lu e nc e with Burton Creek i s approximately 269.5 0 . The drainage basin consists of primarily res ide ntial are as with 95 acres encering he site a nd 12 8 acres leaving the site . A drainage area map is included in t h e Appendix for review. FILL AREA: Excavated silt take n from a drainage ditch b ehind Crystal Par k Plaza in Co ll ege Stacion wi ll be wasted at the site. The fil l wil l not exceed 5 feet in height , will be seeded and s edimentation fe n cing inscalled to prevent erosion until a h ealthy ground cov er is established . To my knowledge there is no g overnmental agency that regu l ates the placement of this type of waste material. To d ete r mine the effect of the fill material which will be pl aced adjacent to the cree k a computer model of the creek from University Drive to th e conf luence with Burton Creek was prepared and two hydr aul i c analysis were ran to determine first , the existing water s ur face elevat ion and second, to wh at limits the fill material cou l d be added without affecti ng the water s urface UNIVERSI TY PARK PHASE 11, BLOCKY PAGE I O F 2 PAGES elevation dramatically. Th e fill adj ace nt to the creek will be placed in a flat , low velocity area. Copies of the drainage analysis and a grading plan showing the limits of the proposed fill is included in the Appendix . No additional runoff from the site will be generated due to the alterations because there is no change in the type of material . DITCH RE-GRADING: At present chere is an exist ing meandering ditch entering th e sice from a 42" culvert under University Drive . The ditch parallels the Texas Department of Transport at ion (TXDOT) right- of -way for approxi mately 100 feet and then cuts across the site to the main ditch. This di tch is clogged with sediment and will be re-graded Lo function properly. The ditch cross section was designe d with slopes consistent with TXDOT requirements and the vel ocity was held at 4 feet per se c ond to a v o id ero sion . Upon complet i o n of the re-grading the ditch will b e seeded and sedimentation fencing will be installed un til a healthy ground cover is estab l ished . A copy of the proposed ditch improvements and a recently received TXDOT permit is included in the App en dix for review. CONCLUSION: This project is in compliance with t h e City 's Stormwater Design Standards . City officials visited the above referenced site on 1/29/01 and found that fill has been improperly placed on this property. The Development Permit plans submitted to and approved by this office are to be adhered to by the person or persons placing fill on the site. It has been determined that fill juts into the floodway of the adjacent stream approximately 20 feet. This improperly placed fill must be removed. Appropriate action must be taken immediately to bring this site into compliance to ensure the health, safety and welfare of the community. You have ten (10) working days from the time of receiving this notice to bring this site into compliance. Failure to comply with this City Ordinance will result in enforcement action taken in accordance with Chapter 13, § 7 of the Code of Ordinances.
