The intent of this letter is to detail changes to the proposed drainage infrastructure
described in the Autumn Chase Villas Drainage Analysis, submitted by Mitchell & Morgan,
LLP to the City of College Station in December 2004. While none of the Cornell Street
infrastructure will be modified, the proposed layout for the Autumn Chase Villas has
changed since the last report was submitted, resulting in the need for updated drainage
design .
The new layout includes the subdividing of Lot 6, Block 2 into several smaller lots. This site
design also includes the construction of Autumn Chase Loop, which will serve as the access
route to all the lots in this portion of the Autumn Chase Subdivision. The new layout can
be seen in Exhibit( of the attached sheets . The proposed drainage system will continue to
discharge into the existing detention pond located at the east corner of the property,
adjacent to Cornell Street. The drainage design was analyzed in XP-Storm 9 .1.4 just as the
December 2004 report was.
While the configuration of the Autumn Chase subdivision has changes, the relative amount
of impervious cover has not changed significantly. Only a slight variation exists in the
postdevelopment flow into the pond between the old and new design, leaving the
conditions in the pond and downstream of the Autumn Chase subdivision largely the same,
with a slight increase upward for the new layout. The new drainage infrastructure consists
of approximately 50 LF of 30" RCP and 308 LF of 18" RCP as detailed in Exhibit C of this
addendum. Modeling of the system indicates that these pipes provide adequate
conveyance into the detention pond. In addition, the capacity of the proposed 4" rollover
curb was analyzed to determine street capacity . This was done using Manning's equation
as opposed to the gutter equations in the College Station Drainage Policy and Design
Standards (DPDS) because these equations are based on a 6" curb and Manning's was
more conservative. These calculations have been provided as Exhibit D.
The plan and profile sheet provided as Exhibit C indicates a small stub out located along on
of the interior property lines . This stub out will serve the future development of the
property by providing access to the drainage system . The property was analyzed at
estimated full development levels and as such, some drainage assumptions were made to
account for all of the flow into the detention pond. An updated drainage area map has
been provided as Exhibit B of the report. The current site configuration has only two inlets
on it ; one 5' recessed inlet at the southwest corner of the property and on 1 O' recessed

inlet at the southeast corner of the property, adjacent to the detention pond . Flow from
the north end of the property will be conveyed in the streets and within the Right-of-Way
for the 100-year event. The project will continue to meet the drainage objectives of the
College Station DPDS .

Comment: Provide Grading Plan.
Answer : Contour lines have been shown around ROW 's and min FF's have been added
to the plans . These contour lines have been calculated based upon the attached
hand calculations, which were submitted, on 5116105 to Alan Gibbs with the
Autumn Chase Villas Drainage A dd endum. As you can see these are depth
calculations for the 100-year storm for each of the street grades . Since we are
using a 4" curb we calculated the allowable "Q" in the gutter with the 4" height
as well as the 6" height. Below is a chart showing the drainage area, Q 100 ,
street grade and capacity with 4" curb and 6" ROW depth. As y ou can see that
the Q l 00 is kept within the ROW if it is graded 6" above the gutter line . The
contours at ROW shown on sheet Ol are 6" above the gutter.

Re-title Sheet 08 to Erosion Control Plan
Sheet has been re-titled.
Minimum separation between water line crossing under a sewer line is 1 foot
between sewer line and encasement pipe .
We believe we have a foot separation at these locations. If there is still a
question please let us know what water line and station where there is a
question .
Provide construction documents for 3-inch water mains to meter banks .
Plan and profiles of all 3-inch lines have been added.
Use actual flow data from existing area hydrants in the fire flow analysis

Show tie-in of 4" lay down curb to ground to insure that depth of water in street

We are not proposing any striping or stop signs here as the City on past projects
indicated to us that they want to handle that aspect of the project. (i .e . on
Kenny Cotton project we were required to remove our striping/signing plan for
Dartmouth).
Revise construction documents to reflect staff review comments returned on
plats regarding water and sewer lines .
The water line has been extended to the property to the west as requested .
Move HC ramp to intersection.

RE: Fire Hydrant Test for Autumn Chase Subdivision

June 7, 2005
In December 2004 a hydrant test was run for the Autumn Chase Subdivision per your comments
on a November submittal. At that time we completed a MikeNET analysis to compare the City of
College Station water model to actual hydrant flow data . We believe that we relayed the results to
you verbally, but we do not have any written correspondence for this comment.
Please see the table below for a comparison between the results of the MikeNET analysis and the
hydrant flow data . For your convenience I have attached the flow test report to this letter .

All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with Section
7.5.E., Landscape/Streetscape Plan Requirements of the City's Unified Development Ordinance, prior to any operations of
this permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited . The disposal of any waste material such as , but not limited to , paint, oil , solvents,
asphalt, concrete , mortar, or other harmful liquids or materials within the drip line of any tree required to remain is also
prohibited .
****TCEQ PHASE II RULES IN EFFECT****
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site
in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design
Criteria . If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite , it is the
contractors responsibility to implement measures that will meet City, State and Federal requirements . The Owner and/or
Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any
silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any
disturbed vegetation be returned to its original condition, placement and state . The Owner and/or Contractor shall be
responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment
as well as erosion, siltation or sedimentation resulting from the permitted work.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure
that debris from construction, erosion , and sedimentation shall not be deposited in city streets , or existing drainage
facilities .
I hereby grant this permit for development of an area outside the special flood hazard area . All development shall be in
accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit
application for the above named project and all of the codes and ordinances of the City of College Station that apply.

All construction must be in compliance with the approved construction plans
All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with Section
7.5.E., Landscape/Streetscape Plan Requirements of the City's Unified Development Ordinance , prior to any operations of
this permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited . The disposal of any waste material such as, but not limited to, paint, oil , solvents,
asphalt, concrete , mortar, or other harmful liquids or materials within the drip line of any tree required to remain is also
proh ibited .
****TCEQ PHASE II RULES IN EFFECT****
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site
in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design
Criteria. If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite , it is the
contractors responsibility to implement measures that will meet City, State and Federal requirements . The Owner and/or
Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any
silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any
disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be
responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment
as well as erosion , siltation or sedimentation resulting from the permitted work.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure
that debris from construction, erosion, and sedimentation shall not be deposited in city streets , or existing drainage
facil iti es .
I hereby grant this permit for development of an area outside the special flood hazard area. All development shall be in
accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit
application for the above named project and all of the codes and ordinances of the City of College Station that apply.

In December 2004 a hydrant test was run for the Autumn Chase Subdivision per your comments
on a November submittal. At that time we completed a MikeNET analysis to compare the City of
College Station water model to actual hydrant flow data . We believe that we relayed the results to
you verbally, but we do not have any written correspondence for this comment.
Please see the table below for a comparison between the results of the MikeNET analysis and the

Below is the water analysis for the A utumn Chase Subdi v ision . Domestic flows were
calculated using the Normal Flow method 2 as presented in the February 2004 B/CS
Unified Design Guide lines . The townhomes and duplexes consist of 56 total units,
requiring a peaked domestic flow of approximately 41 .5 gpm .
The largest possible townhome building is 5903 square feet, with firewalls
constructed per bu ilding code between units (a ll owing a reduction in square
footage to 1,500 square feet for the fire area) requiring a fireflow of 1500 gpm per
the 2000 International Fire Code. A building type of V-B is projected as our build ing
t ype. The fireflow required to ser ve this proj ect is sma ll enough that only one fire
hydrant is required . Please see attached excerpt from the 2000 International Fire
Code (Exhibit 1 ).
Using the updated College Station w ater system mode l in MIKE NET, a domestic
flow of 41.5 gpm, and a fire flow of 1500 gpm, flows and pressures in the lines
adjacent to the hydrants are as follows:

The hydrant and proposed lines are sufficient for the fire flow requirements for the
Autumn Chase Subdivision. In the analysis flows were kept below 12 fps and
pressure remained above 20 psi, as per the B/CS Unified Des ign Guidelines Manual.

The inte nt of this letter is to detail changes to the proposed drainage infrastructure
de scribed in the Autumn Chase Villas Drainage Analysis , submitted by Mitchell & Morgan,
LLP to the City of College Station in December 2004 . While none of the Cornell Street
infrastructure will be modified, the proposed layout for the Autumn Chase Villas ha s
changed since the last report was submitted, resulting in the need for updated drainage
design.
The new layout includes the subdividing of Lot 6, Block 2 into several smaller lots. This site
design also includes the construction of Autumn Chase Loop, which will serve as the access
route to all the lots in this portion of the Autumn Chase Subdivision . The new layout can
be seen in ExhibitC of the attached sheets . The proposed drainage system will continue to
discharge into the existing detention pond located at the east corner of the property,
adjacent to Cornell Street. The drainage design was analyzed in XP-S torm 9 .1 .4 just as the
December 2004 report was.
While the configuration of the Autumn Chase subdivision has changes, the relative amount
of impervious cover has not changed significantly. Only a slight variation exists in the
postdevelopment flow into the pond between the old and new design, leaving the
conditions in the pond and downstream of the Autumn Chase subdivision largely the same,
with a slight increase upward for the new layout. The new drainage infrastructure consists
of approximately 50 LF of 30" RCP and 308 LF of 18" RCP as detailed in Exhibit C of this
addendum. Modeling of the sys tem indicates that these pipes provide adequate
conveyance into the detention pond . In addition, the capacity of the proposed 4" rollover
curb was analyzed to determine street capacity. This was done using Manning's equation
as opposed to the gutter equations in the College Station Drainage Policy and Design
Standards (DPDS) because these equations are based on a 6" curb and Manning's was
more conservative . These calculations have been prov ided as Exhibit D.
The plan and profile sheet provided as Exhib it C indicates a small stub out located along on
of the interior property lines . This stub out will serve the future development of the
property by providing access to the drainage system. The property was analyzed at
estimated full development levels and as such, some drainage assumptions were made to
account for all of the flow into the detention pond . An updated drainage area map has
been provided as Exhibit B of the report. The current site configuration has only two inlets
on it; one 5 ' recessed inlet at the southwest corner of the property and on 1 O' recessed

inlet at the southeast corner of the property, adjacent to the detention pond . Flow from
the north end of the property will be conveyed in the streets and within the Right-of-Way
for the 100-year event. The project will continue to meet the drainage object ives of the
College Station DPDS .
