All construction must be in compliance with the approved construction plans
All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with Section
7.5.E., Landscape/Streetscape Plan Requirements of the City's Unified Development Ordinance , prior to any operations of
this permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited . The disposal of any waste material such as , but not limited to, paint, oil , solvents,
asphalt , concrete , mortar, or other harmful liquids or materials within the drip line of any tree required to remain is also
prohibited.
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site
in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design
Criteria. If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite , it is the
contractors responsibility to implement measures that will meet City , State and Federal requirements . The Owner and/or
Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any
silt fencing or hay bales used for temporary erosion control. The Owner and /or Contractor shall also insure that any
disturbed vegetation be returned to its original condition , placement and state . The Owner and/or Contractor shall be
responsible for any damage to adjacent properties , city streets or infrastructure due to heavy machinery and/or equipment
as well as erosion , siltation or sedimentation resulting from the permitted work .
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station , measures shall be taken to insure
that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing drainage
facilities .
I hereby grant th is permit for development of an area outside the special flood hazard area . All development shall be in
accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit
application for the above named project and all of the codes and ordinances of the City of College Station that apply .

Project Scope and Description:
The project site is located just east of James Earl Rudder Freeway (SH 6) on Horse
Haven Lane , between SH 30 and Southwest Parkway. The proposed tie to the existing
system is at an existing junction box south of the southeast corner of the subdivision.
Horse Haven Estates, Phases 2 & 3 contains 63 single-family residential lots.
On July 24 , 2003 plans for sanitary sewer at Horse Haven Estates were submitted on
behalf of client Bert Herman and appro ved for compliance by Brett McCully on August
4, 2003. The sewer service line was for servic e of 53 proposed lots at the time.
Construction did not advance on the subdivision at that time and the ne w plans are for a
63 lot single-family subdivision known as Horse Haven Estates for Alton Ofczarzak. The
tie-in point is the same as was depicted in the previous report.
Analysis of Proposed Sewer\Flow
A conservative approach to determine the expected sewer flow from the proposed Horse
Haven subdivision is to assume that total water demand equals that of sewage output.
Using this assumption, a peak flow of 0.026 cfs would be generated by the proposed
subdivision. This value was computed asswning that there are 2.67 people/lot and that
each person uses 100 gal/day of water. This value in the previous sewer report for 53 lots
is 0 .022 cfs. Thus, the new 8" sewer line will only have a peak flow of 0.004 more than
the previously approved sewer line.
Results:
Using a nomograph , it was found that the maximum flow in the 6"pipe and 8" pipe are
respectively 0 .55 cfs and 0.80 cfs . The 8" line servin g Horse Haven Subdi vision must be
able to withstand a peak flow of 0.026 cfs (~16820 gal /day). This requirement is easily
met and will have additional capacity in the 8" line of 0.774 cfs .

Brazos County, Texas and being a portion of the 20 foot public utility easement/drainage
easement along the bulb right-of-way of Horse Haven Lane as depicted on plat of Lot 1
Horse Haven Estates recorded in VOLUME 4285 PAGE 35 of the Official Records of
Brazos County, Texas, and also being a portion of that same called 40.38 acre remainder
sai.d 0.144 ac re tract being more particularly described as follows:
BEGINNING at a chiseled "X" in concrete found for point of reverse curvature to the
left (Radius= 25.00 feet) in the northwestern right-of-way of Horse Haven Lane (50.00
feet), from which a capped W' iron rod found in the southeastern said right-of-way and

10-F. 1 Any land dedication to the City under this section must be suitable for park and recreation
uses. Consideration will be given to land that is in the floodpla in or may be considered "floodable"
even though not in a federally regulated floodplain as long as , due to its elevation , it is suitable for
park improvements .
(a) Neighbo rhood park s ites shou ld be adjacent to res ide nt ial areas in a manner t hat serves the greatest
number of use rs .

It has been brought to our attention that there is some discrepancy to what is required for
providing water to Mr. Karl Kolbe's property. The extension of a 3" water main to CoCS
standards is required as to prevent the future boring of Horseback Drive . Replacement of
Mr. Kolbe's .75" meter and reconnecting Mr. Kolbe's private water system to the .75"
meter is also required.
We understand you may be submitting a final plat or replat of the subject property
illustrating the movement of some property lines. To correctly locate and place Mr.
Kolbe's water meter, it may be helpful for you and/or your engineer to provide the
contractor the information required to locate the future location of Mr. Kolbe 's driveway

The Herman 's have made us aware that there is a drainage swale that w ill be altered with the development of these lots which
has the potential to block drainage flows if not properly addressed. You are likely aware of the existing concrete flume
discharging from the Herman property into the middle of Lot 17 . This specific drainage as well the general drainage must be
accommodated by keeping the downstream lot lines low to enable the drainage to discharge to Horseback Drive . The raised
slabs are appropriate, but again the lot lines must remain "low" and ensure drainage is not blocked. We 'll check this ultimately
at the issuance of COs . This notice is an effort to inform you sooner rather than later so this can be best addressed.
