It compares the existing and proposed conditions to show that improvements associated with the development do not cause adverse impacts on downstream properties. LOCATION: The site is located in College Station, on the northeast comer of the Texas Avenue and Deacon Drive intersection. The site is bounded by Texas Avenue South and Diamond Shamrock #546 to the west, the Bernadine Estates Subdivision to the north, property owned by Patricia Griffin and Jane Oakes to the east, and the East By-pass Frontage Road to the south. DESCRIPTION: The proposed site for the development covers 5.700 acres. It is currently pastureland that is covered with trees and scattered brush. The land is situated on a drainage divide. A portion of the site slopes generally northward and is drained by a tributary of Bee Creek. The remainder of the site slopes to the west and is drained by the Texas A venue ditch system. DRAINAGE BASIN: The site lies in the drainage basin of Bee Creek Tnbutary "A", which is a tnbutary of Carters Creek. No part of the site is located in a 100-Year Flood Hazard Area according to the Flood Insurance Rate Maps for Brazos County, Texas and Incorporated Areas, Map No . 48041C201 D effective February 9, 2000 as prepared by the Federal Emergency Management Agency (Exhibit A). DRAINAGE REPORT AllSize Storage College Station, Texas pg. l STORM DRAIN DESIGN CRITERIA: The proposed drainage system is designed in accordance with the City of College Station Drainage Policy and Design Standards (DPDS). The design storm for the underground system is a 10-year event , and flow calculations are based on the Rational Method. Pipe siz.es were determined from Manning's Equation using an "n" of 0 .014. STORM DRAIN SYSTEM DESIGN: Storm water from the proposed development will be captured in the parking lot curbs and conveyed to curb openings that drain into the detention area or the ditch system of Texas Avenue. Existing drainage areas and patterns are depicted in Exhibit B-1. Exhibit B-2 shows the proposed drainage areas . Drainage area #1 represents the offsite drainage that is conveyed by the Texas A venue ditch. Drainage area #2 is released without detention and is combined with the drainage from drainage area # 1. Drainage Area #3 is conveyed to the detention pond and released into a tributary of Bee Creek. Exhibit C-1 gives the runoff calculations for the drainage areas in Exhibits B-1 and B-2. All computations use the parameters provided in the DPDS. DETENTION POND DESIGN: The small portion of the site that drains to the west (Drainage Area 2 or DA 2) is released without detention into the Texas Avenue ditch. The proposed condition flowrates are shown below in Table 1. Hydraulic routing calculations are shown in Exhibit D-1. The flowrates in Table 1 indicate that the post-development flows are lower than the pre-development flows even though no detention is provided for DA 2. This is because the peak flow from DA 2 reaches Study Point A much faster as a result of the impervious cover in that area. That runoff is effectively gone by the time that the peak flow from DA 1 reaches the study point . DRAINAGE REPOR T All Size Storage College Statio n, Texas pg. 2 The remainder of the site (DA 3) drains to the north into the detention pond located in the north comer of the property. It consists of a block retaining wall and two concrete flumes. The outlet for this pond is a 15" RCP pipe. The pond discharges into an existing tributary of Bee Creek. The pond was modeled for the 5, 10 , 25 , 50, and 100-year storm events. The hydrologic analysis of the drainage system is shown in Exhibits D-2 and D-3. Exhibit D-2 shows the hydraulic routing for the detention pond. Exhibit D-3 shows hydrograph plots for the range of design storms . It compares the existing and proposed conditions to show that improvements associated with the development do not cause adverse impacts on downstream properties. LOCATION: The site is located in College Station, on the northeast comer of the Texas Avenue and Deacon Drive intersection. The site is bounded by Texas Avenue South and Diamond Shamrock #546 to the west, the Bernadine Estates Subdivision to the north, property owned by Patricia Griffin and Jane Oakes to the east, and the East By-pass Frontage Road to the south. DESCRIPTION: The proposed site for the development covers 5.700 acres. It is currently pastureland that is covered with trees and scattered brush. The land is situated on a drainage divide . A portion of the site slopes generally northward and is drained by a tributary of Bee Creek. The remainder of the site slopes to the west and is drained by the Texas Avenue ditch system. DRAINAGE BASIN: The site lies in the drainage basin of Bee Creek Tnbutary "A", which is a tnbutary of Carters Creek. No part of the site is located in a 100-Year Flood Hazard Area according to the Flood Insurance Rate Maps for Brazos County, Texas and Incorporated Areas, Map No. 48041C201 D effective February 9, 2000 as prepared by the Federal Emergency Management Agency (Exhibit A). DRAINAGE REPORT AllSize Storage College Station, Texas pg . l STORM DRAIN DESIGN CRITERIA: The proposed drainage system is designed in accordance with the City of College Station Drainage Policy and Design Standards (DPDS). The design storm for the underground system is a 10-year event, and flow calculations are based on the Rational Method. Pipe siz.es were determined from Manning's Equation using an "n" of 0.014. STORM DRAIN SYSTEM DESIGN: Storm water from the proposed development will be captured in the parking lot curbs and conveyed to curb openings that drain into the detention area or the ditch system of Texas Avenue. Existing drainage areas and patterns are depicted in Exhibit B-1. Exhibit B-2 shows the proposed drainage areas. Drainage area #1 represents the offsite drainage that is conveyed by the Texas A venue ditch. Drainage area #2 is released without detention and is combined with the drainage from drainage area # 1. Drainage Area #3 is conveyed to the detention pond and released into a tributary of Bee Creek. Exhibit C-1 gives the runoff calculations for the drainage areas in Exhibits B-1 and B-2. All computations use the parameters provided in the DPDS . DETENTION POND DESIGN: The small portion of the site that drains to the west (Drainage Area 2 or DA 2) is released without detention into the Texas Avenue ditch. The proposed condition flowrates are shown below in Table 1. Hydraulic routing calculations are shown in Exhibit D-1. The flowrates in Table 1 indicate that the post-development flows are lower than the pre-development flows even though no detention is provided for DA 2. This is because the peak flow from DA 2 reaches Study Point A much faster as a result of the impervious cover in that area. That runoff is effectively gone by the time that the peak flow from DA 1 reaches the study point. DRAINAGE REPORT AllSize Storage College Station , Texas pg . 2 The remainder of the site (DA 3) drains to the north into the detention pond located in the north comer of the property. It consists of a block retaining wall and two concrete flumes. The outlet for this pond is a 15" RCP pipe. The pond discharges into an existing tributary of Bee Creek. The pond was modeled for the 5, 10 , 25 , 50, and 100-year storm events . The hydrologic analysis of the drainage system is shown in Exhibits D-2 and D-3 . Exhibit D-2 shows the hydraulic routing for the detention pond. Exhibit D-3 shows hydrograph plots for the range of design storms. Fire hydrants must be located on the same side of a major street as a project, and shall be in a location approved by the City Engineer. Any structure in any zoning district other than R-1, R-1A, or R-2 must be within 300 feet of a fire hydrant as measured along a public street, highway or designated fire lane. Show fire department connections . FDC 's should be within 150' of the fire hydrant. In no case shall they be any further than 300' apart, and they shall be accessible from the parking lot without being blocked by parked cars or a structure. Show fire lanes. Fire lanes a minimum of 20 feet in width with a minimum height clearance of 14 feet must be established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a public street or highway. The disposal of any waste material such as, but not limited to , paint, oil , solvents, asphalt, concrete , mortar , or other harmful liquids or materials within the drip line of any tree required to remain is also prohibited . TCEQ PHASE II RULES APPLY The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site in accordance w ith the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria . If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite , it is the contractors responsibility to implement measures that will meet City , State and Federal requ irements. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state . The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion , siltation or sedimentation resulting from the permitted work. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station , measures shall be taken to insure that debris from construction , erosion , and sedimentation shall not be deposited in city streets , or existing drainage facilities . I hereby grant this permit for development of an area outside the special flood hazard area . All development shall be in accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit application for the above named project and all of the codes and ordinances of the City of College Station that apply .
