The Contractor s hall take all necessary precautions to prevent silt and debris from leaving the immediate construct ion site in accordance wi th the approved eros ion control plan as well as the City of College Station Drainage Pol icy and Design Criter ia. If it is determined the prescribed erosion control measures are ineffective to retain all sediment ons ite , it is the contractors responsib ility to implement measures that will meet City , State and Federal requirements . The Owner and/or Con t ractor sha ll assure that all d isturbed areas are sodden and establ ishment of vegetation occurs prior to remova l of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetat ion be returned to its original condition , placement and state . The Owner and/or Contractor shall be responsible for any damage to adjacent properties , city streets or infrastructure due to heavy mach inery and/or equ ipment as well as eros ion , siltation or sedimentation resulting from the perm itted work . In accordance w ith Chapte r 13 of the Code of Ordinances of the City of College Station , measures shall be taken to insure that debris from construct ion , erosion , and sedimentation shall not be depos ited in city streets , or existing d rainage facilit ies . College Station Independent School District (CSISD) plans to construct a new elementary school, which consists of the elementary school building, three access driveways off of Greens Prairie Road, two concrete parking lots, sidewalk along the perimeter of school building, and other impervious cover areas associated with the school. Because of additional impervious cover to this site, a detention pond has been designed to reduce the storm water runoff to at or below the predeveloped conditions. The parameters used for design and analysis of pre-vs . post-developed conditions are incorporated to show how the final drainage design will accomplish the desired drainage objectives per the City of College Station Drainage Policy and Design Standards (DPDS). If changes to the site drainage patterns or proposed building square footages affect the assumptions in this report, a letter addendum will be prepared to analyze the effect of the changes and to assure compliance with the College Station Drainage Ordinance. GENERAL LOCATION AND DESCRIPTION The Forest Ridge Elementary School building is to be located in south College Station, approximately 0.86 miles southwest of SH 6/Greens Prairie Road intersection adjacent to Greens Prairie Road , as shown on Exhibit A The legal description of the property is Lot 2, Block 1, Castlegate Business Center, Robert Stevenson Survey, A-54 , Volume 1415 , page 74 . Future commercial and current residential development surrounds the Forest Ridge Elementary School property . The Forest Ridge Elementary School property comprises 17 .02 acres . The proposed improvements increase the impervious cover area 2 Forest Ridge Elementary School by 9 .2 acres, which in tum decreases the grassland by the same amount. These existing drainage areas, E02 and E04, are shown on Exhibit C. The drainage areas with proposed improvements (P02 -Pl2), also shown on Exhibit D, show the drainage areas due to the new school building and parking lot dimensions . Existing drainage area E02 corresponds to proposed drainage area P02 and existing drainage area E04 corresponds to proposed drainage areas P03-Pl2 . PRIMARY DRAINAGE BASIN DESCRIPTION As seen on Exhibit A, this property is located near the Castlegate Subdivision on Greens Prairie Road, near the intersection of Greens Prairie Road and future State Highway 40 . Exhibit B illustrates that the site is located in Spring Creek Tributary B Watershed and that a small portion of the site lies within the 100-year regulatory floodplain per the Federal Emergency Management Agency Flood Insurance Rate Map Panel 205 , effective date February 9, 2000. The site is located within a single drainage basin, as seen on Exhibit C . DRAINAGE DESIGN CRITERIA All drainage design is in accordance with the City of College Station DPDS . As such : • The design rainstorm events used are the 5 through 100-year events to analyze the effectiveness of the detention pond design ; and • Because of the relatively small size of drainage areas, flow calculations are based on the Rational Method , with a minimum time of concentration of 10 minutes. DRAINAGE FACILITY DESIGN Predevelopment Drainage Patterns The site drains into Tributary B of Spring Creek, and eventually into Spring Creek. As shown on Exhibit C, existing (E) drainage area E02 drains into drainage area EO 1 towards the southeast. The runoff for drainage areas EO 1 and E02 cross Greens Prairie Road into drainage area E03 . It should be noted that this drainage report assumes that all ex isting cul vert crossing s of Greens Prairie Road have the flow capacity to handle 3 Forest Ridge Elementary School the existing flow conditions. Drainage areas EO 1 and E03 are not located on the project site , and therefore were not included in this analysis . The runoff from drainage areas EOl, E02 and E03 cross Greens Prairie Road again where the flow from drainage area E04 combines with the rest of the existing flow into Tributary B of Spring Creek. Exhibit 1, located in Appendix A, shows the amount of area designated as grassland, gravel, and pavement (impervious) for each existing drainage area. Exhibit 1 also shows the storm event flows calculated using the rational method, as well as the total pre-and post-development flows . Flows from drainage areas E02 and E04 represent the "Total Existing" flow shown in Exhibits 5-14 . This existing flow represents the flow used to determine the size of the detention pond and the amount of flow required to be detained . It is anticipated that the new construction will add 9.2 acres of impervious cover to the Forest Ridge Elementary School property . The conversion of this pervious area (9 .2 acres or 400, 700 square feet) to an impervious area will increase the runoff by approximately 52 .8 cfs for the 100-year storm . This increase in runoff was accounted for in the design of the detention pond, shown on Exhibit D . Postdevelopment Drainage Patterns The proposed drainage areas shown on Exhibit D are different than the existing drainage areas shown on Exhibit C. This is due to the construction of the parking lots, driveways , and building pad associated with the elementary school. Drainage area P02 drains to the southwest as did drainage area E02. Existing drainage area E04 is subdivided into ten proposed drainage areas (P03- P12), as shown on Exhibit D . Drainage area P05 drains around the north end of the school building site and into drainage area P12 by way of a 176 foot , 30" reinforced concrete pipe (RCP), which eventually drains into the detention pond located in drainage areaP12 . Drainage area P04 drains around the southwestern end of the school building site and into a 10 foot recessed curb inlet that begins Storm Drain 1 (SD 1) as shown on Exhibit E . SDI consists of a 30 " RCP that ultimatel y ends at the detention pond in 4 Forest Ridge Elementary School drainage area PI2. As shown on Exhibit E , Storm Drains 2 & 3 both connect to SDI. SD2 conveys flow from drainage areas P07 and P08, while SD3 conveys flow from drainage areas P07 A and P09 . Because the school is constructing a courtyard in the middle of the building pad, grate inlets P07 and P07 A as well as SD2 and SD3 were designed for the I 00 year storm event. Grate inlets P06, P08 and P09 were designed for the I 0 year storm event . The larger storm events (25, 50 and IOO yr) produce excess runoff that will bypass SDI and the detention pond from drainage areas P04, P06, P08 and P09. The peak excess runoff is shown in Exhibit 2 . By creating hydrographs for these larger events and subtracting the design storm for these drainage areas (10 yr), an excess runoff hydrograph was modeled for these larger events shown in Exhibit 5 . These hydrographs were then modeled with the entire system hydrographs shown in Exhibits 8-10. As shown in these exhibits, this excess runoff was subtracted out of the detention pond hydrograph calculations and added into the total flo w not detained on the project. 5 Forest Ridge Elementary School Once the detained storm water is collected in the pond , a 15-inch reinforced concrete pipe will carry the storm water to the existing creek adjacent to the property. A 20' overflow weir was also modeled at elevation 300 .85 in order to keep the detained water from cresting the detention pond and eroding the berm.
