The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site
in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design
Criteria . If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite , it is the
contractors responsibility to implement measures that will meet City , State and Federal requirements . The Owner and/or
Contractor shall assure that all disturbed areas are sodden and establ ishment of vegetation occurs prior to removal of any
silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any
disturbed vegetation be returned to its original condition , placement and state . The Owner and/or Contractor shall be
responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment
as well as eros ion , siltation or sedimentation resulting from the permitted work .
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station , measures shall be taken to insure
that debris from construction , erosion , and sedimentation shall not be deposited in city streets , or existing drainage
facilities .
I hereby grant th is permit for development of an area outside the special flood hazard area . All development sha ll be in
accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit
appl ication for the above named project and all of the codes and ordinances of the City of College Station that apply .

AN ORDINANCE MAKING CERTAIN FINDINGS OF FACT AND VACATING AND
ABANDONING A 20 FOOT WIDE SANITARY SEWER EASEMENT, THAT CROSSES
AND LIES WITHIN LOT 2, HOLLEMAN PLACE SUBDIVISION, IN THE CITY OF
COLLEGE STATION, TEXAS .
WHEREAS, the City of College Station has received an application for the vacation and
abandonment of a 20 foot wide utility easement, that crosses and lies within Lot 2, Holleman
Place Subdivision , in the City of College Station, said sanitary sewer easement being more
particularly described on Exhibit "A" attached hereto ; and
WHEREAS on January 22, 2004, the City Council of the City of College Station, Texas, heard
the application of the Economic Development Director upon approval by the City Engineer of the
rerouted sewer infrastructure in a separate easement for the vacation and abandonment of the
aforementioned of the 20 foot wide sanitary sewer easement that crosses and lies within Lot 2,
Holleman Place Subdivision, according to the plat recorded in Volume 1040 , Page 785, of the
Official Records of Brazos County, Texas; and
WHEREAS, in order for an easement to be vacated and abandoned by the City Council of the
City of College Station, the Council must make certain findings of facts; and
WHEREAS, after hearing the application of the Economic Development Director to vacate and
abandon a 20 wide sanitary sewer easement , the City Council of the City of College Station,
finds the following facts:
1. The location of a 20 wide sanitary sewer easement crosses the property and
inhibits its development by the owner.
2 . The sanitary sewer easement has been used by the City but the existing sewer line
will be rerouted as part of an economic development agreement and there will be
no need for the infrastructure in the current easement.
3. That the land use in the neighborhood appears to be stable and the use to which
this property is being put is not likely to change within the foreseeable future and
is similar to the use to that of the neighborhood; and
WHEREAS, the City Council after hearing the application and finding the specific facts as stated
above now concludes and finds that:
1. The fact that the location of the 20 foot wide sanitary sewer easement that crosses
the applicant's property would deprive the owner of the reasonable use of the
property for economic development purposes.
2. The fact that the land use is not likely to change within the foreseeable future
provides a basis for granting the applicant's request to vacate and abandon the
sanitary sewer easement necessary for the preservation and enjoyment of the
substantial property right of the owner.

3 . The fact that the abandonment of the easement is will not detrimental to the public
health, safety or welfare or injurious to the property in the area once the rerouted
sewer line in a separate substitute easement is accepted by the City Engineer; now
therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS, that a 20 foot wide strip of land previously platted as a sanitary sewer easement, which
crosses and lies within Lot 2, Holleman Place Subdivision in the City of College Station, as
described on Exhibit "A" attached hereto, be abandoned and vacated at the time of approval by
the City Engineer of the rerouted sewer infrastructure in a separate easement.

RE: Wolf Pen Ice Rink Complex Drainage, Lot 3R Holleman Place-4.234 Ac
Dear Spencer,
The purpose of this letter is to detail the post-development drainage patterns for the
proposed Wolf Pen Ice Rink Complex. The proposed development wi ll be located on
Lot 3R of Holleman Place, as shown in Exhibit A. This site is on Holleman Drive,
west of Dartmouth Drive in College Station. Drainage from this site is proposed to be
released undetained . None of the site lies within the FEMA 100-year regulatory
floodplain per FEMA FIRM panel 144 , FEMA revised LOMR, effective date July,
2000. Exhibit A includes the July 2000 LOMR as well as the old FIS data for
reference.
While the combined acreage for this property is 4.234 acres, the drainage area studied
includes all 34.0 acres draining to the culvert located under Holleman Drive, west of
Dartmouth Drive. The property currently drains overland to the east into an unnamed
tributary of Wolf Pen Creek, then north through two parallel thirty-six inch (36")
culverts under Holleman Drive, joining the main segment of Wolf Pen Creek. Pre-
developed drainage areas are shown in Exhibit B. The pre-developed 100-year flow
exiting this culvert (Study Point A) is 150 .3 cfs.
The proposed Wolf Pen Ice Rink Complex will result in the addition of approximately
3.65 acres of impervious cover, as shown in Exhibit C. Post-developed drainage areas
include PA2, PA8 , PA9, and PAlO , as seen on Exhibit D . Runoff from PAlO consists
of a small area at the entrance driveway which discharges into Holleman Drive.
Runoff from drainage areas P A8 and P A9 enter an onsite storm water pipe system
through two grate inlets, 31-3/4 x 31-3/4 inch and 43-7/8 x 43-7/8 inch, respectively.
This pipe system discharges into an offsite grass swale to the east. The pipe system
links the two drainage areas by approximately 400 linear feet of twenty-four inch
(24") stormwater pipe, discharging through approximately 40 feet of thirty inch (30 ")
stormwater pipe to a headwall. This flow is carried in a swale that discharges through
the parallel culverts at Study Point A. All roof drainage from the front half of the
building discharges subsurface into inlet PA8 . PA2 includes the remaining back half
of the roof, as well as the remainder of the rear of the site. This drainage collects in a
swale in the back parking area, discharging offsite through an additional grass swale to
the unnamed tributary of Wolf Pen Creek, and finally to the parallel culverts at Study
Point A. The post-developed flow at Study Point A is 167 cfs , which is a 17 cfs
increase over pre-developed conditions. Calculations are shown in Ex hibits E-1 and E -
2.
A cul vert analysis was performed on the two parallel thirty-si x inch (36 ") culverts
under Holleman Drive. The top of road was assumed at an elevation of 271.1 feet
based on aerial topography. The tail-w ater elev at ion on the culverts w as assumed at
the 100-year water surface elevation of 269.4 feet as described in the July 2000
LOMR. Please note that the July 2000 LOMR states that the difference in water
surface elevation for both the 100-year and 50-y ear storm events are so small it is
negligible (See note on profile in Exhibit A). The tail-water elevation in this instance
will control and affect a rise in water surface elevation on the property adjacent to and
east of the Wolf Pen Ice Rink Complex . The rise during the 100-year event is
computed as 0 .59 feet and will only affect the adjacent 6.3 acre tract which will be
purchased by the developer. Our client is aware that a rise in water surface elevation
will occur on this property, and will accommodate such a rise in future dev elopment
plans. Please see Exhibit F for culvert analysis calculations.

Dear Spencer:
January 20, 2004
We have completed an additional fire flow analysis for the Wolf Pen Creek Ice Rink
per the site plan staff review comments. The ice rink is approximately 45 ,000 square
feet and was assumed to be Type IHA construction per the 2000 International Building
Code and equipped with an automatic sprinkler system, requiring a reduced fire flow
of 1,500 gpm. Using the updated College Station water system model in MIKE NET,
the required fire flow , and a domestic flow of 100 gpm, a radial eight inch (8") water
line will be sufficient. Please see the attached MIKE NET report. If you have any

RE : Wolf Pen Creek Ice Rink
Dear Steve ,
As we previously discussed , the Building Type classification for the Ice Rink has changed from Type
llA to a Type llB. When this project was originally submitted we were classified as Type llA building,
which according to the attached Appendix B from the 2000 International Fire Code , would have
required a fire flow of 3,000 gpm . The fire flow required for a Type 118 building is 4,500 gpm.
The 2000 International Fire Code allows us a 75% reduction in this fire flow quantity because of the
presence of an automatic sprinkler system within the building. The City of College Station Code,
however, has a local amendment which reduces this 75% credit to a maximum 50% credit. With the
allowed 50% reduction , our resultant fire flow is 2,250 gpm. If we are allowed the 75% reduction per
the 2000 International Fire Code our fire flow would be reduced to 1, 125 gpm (or 1,500 gpm since the
Fire Code does not allow you to reduce your fire flow below 1,500 gpm). We have resized the
waterline within the project to accommodate this increased flow rate.
Our question results from the fact that the City of College Station will only allow us to use 1, 750 gpm
per fire hydrant , therefore , requiring the addition of a second fire hydrant to the site. If we were able to
utilize the 75% reduction per the 2000 International Fire Code our hydrant requirement would not have
changed. We respectfully request that we be allowed to place only one fire hydrant on the site
because of the automatic fire sprinkler system and the allowance for such made in the 2000
International Fire Code .

RE: Wolf Pen Creek Ice Rink-Fire Flows Addendum

January 20 , 2004
We have completed an additional fire flow analysis for the Wolf Pen Creek Ice Rink
per the site plan staff review comments. The ice rink is approximately 45 ,000 square
feet and was assumed to be Type IIIA construction per the 2000 International Building
Code and equipped with an automatic sprinkler system, requiring a reduced fire flow
of 1,500 gpm. Using the updated College Station water system model in MIKE NET,
the required fire flow, and a domestic flow of 100 gpm, a radial eight inch (8") water
line will be sufficient. Please see the attached MIKE NET report. If you have any
