The motion was seconded by Hughey and unanimously approved . Agenda Item No . 2 --Con s ideration of a request for varia nce from John C. Culpepper at 1700 Puryear Drive : Koehler explained that this proposed building , contrary to the normal case , had vehicular acces s to fire hydrants at front and rear , and that inhis opinion that was the principal purpose of the regulation . He said that this provis ion was not usually found in a Zon ing Or d inance and that preliminary revi ews had not discovered the problem . The own er thu s had substantial investment in de - sign fees and financin g arrangements wh ich would be lo st in the absence of variance . Mr . Culp epper said that the fire hydrant location and c ontinued rear access was a part of the approval of the parking and landscape plan . Runn e ls move d that the variance be granted due to the unique circumstance of front and rear water supply and acce ss , the hardship in loss of incurred co sts , and the c.:oncurrence of the Fire Mar shal that the proposal would not be detri- mental t o fire operations . The mot ion was seconded by Hawley and unanimously approved .
