The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work. Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before any operations of this permit can begin. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing drainage facilities . Upon approval of these details, full site development can occur within the boundaries of this property. No work shall occur within the Wellborn Road right-of-way until permit approval by the Texas Department of Transportation. The parameters used for design and the existing conditions of the on-site area are incorporated to show how the final drainage design will accomplish the desired drainage objectives per the City of College Station Drainage Policy and Design Standards (DPDS .) GENERAL LOCATION AND DESCRIPTION: The Shadow Rock Pet Resort is located in the southern portion of College Station. The site 1s a commercial lot located at the intersection of Wellborn Road and Mortier Drive. The lot is platted as Lot 1, Block One Edelweiss Estates Phase 19-A The site is undeveloped and is gently rolling with an average of 2% slopes . PRIMARY DRAINAGE BASIN DESCRIPTION: The site drains to the southern comer of the property. There are two stormwater outfall pipes along Wellborn Road that serve this drainage area. An existing 27" RCP is located at the intersection ofWellbom and Mortier and an existing 24" RCP located 240 feet northwest of the Wellborn Road /Mortier Drive intersection conveys water to the ditchline in the southwest right-of-way line of Wellborn Road. Approximately 3/4 of the site drains into the 24" RCP . All storm water from the STORM DRAINAGE REPORT SHADOW ROCK PET RESORT PAGE I site flows into the Hopes Creek Basin. No portion of the site is within the 100 year flood plain per the Federal Emergency Management Agency Flood Insurance Rate Maps for Brazos County, Texas and Incorporated Areas effective July 2, 1992 (see Exhibit "A"). DRAINAGE FACILITY DESIGN: The proposed drainage patterns will not significantly alter the existing conditions. Storm water falling on the building and courtyard area are captured in the storm drain system and routed to the storm water detention area. This area is designated Drainage Area 2P on the Proposed Conditions Drainage Area Map (Exhibit B-2). Storm water falling on the parking lot will be concentrated in curb lines and conveyed by a flume to the proposed storm water detention area (Drainage Area JP). Drainage area lP and 4P represent areas that are not changed by the development and bypass the proposed storm water detention facility . The proposed storm water detention facility is located at the south comer of the property and outfalls into the existing Wellborn Road ditchline. Two study points were investigated for this project. Study Point 1 is the existing 24" RCP Culvert . This study point will be used to design the proposed driveway culvert . Study Point 2 is the existing 27" RCP Culvert and will be used to evaluate the proposed detention facility . It should be noted that the existing 24" and 27" RCP Culverts do not function independently. For large flows like the Q25 Storm the 24" Culvert must build approximately four feet of head to convey the flow . Water ponding behind the 24" Culvert will back up in the existing ditch and flow towards the existing 27" Culvert . The Existing 27" RCP Culvert has enough capacity to convey the Q25 Storm for the site without flooding Wellborn Road . Actual flows would be a combination of the 24" and 27" STORM DRAINAGE REPORT SHAOOW ROCK PET RESORT PAGE2 RCP Culverts. Exhibits "C-1 ", "C-2", and "C-3" indicate the peak runoff calculations and inlet/pipe sizing computations for the drainage areas shown in Exhibit '13-1" and '13-2". Exhibit "C-4" shows the culvert analysis for the proposed 27" RCP Driveway Culvert . DRAINAGE DESIGN CRITERIA: All drainage design is in accordance with the City DPDS . The design rainstorm is the 10 year event. Flow calculations for all drainage areas are based on the Rational Method . Pipe sizing is in accordance with Manning's Equation with an "n" of .014 per the DPDS . The storage volume required for the detention facility is based on a triangular hydrograph (base= 3* Tc) and peak flows computed using the rational method . The required volume consists of the differenee in volume of the Pre-development and Post-develop~ent hydro graphs for the 10 year design storm. The proposed detention pond routings shown in Exhibit D-1 demonstrate how the pond will function . Exhibit D-2 shows a stage storage and stage discharge curve for the pond . The peak discharge for the Post-development does not exceed the Pre-development condition for the 5, 10, 25 , 50 , and 100 year storm events . In all cases, including the 100 year event, storm water is released into public rights of ways and conveyed to the natural outfall .
