The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria. Owner & Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing of hay bales used for temporary erosion control. Owner & Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state . Owner & Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing drainage facilities . I hereby grant this permit for development of an area outside the special flood hazard area. All development shall be in accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit application for the above named project and all of the codes and ordinances of e City of College Station that apply. I 'I I 1 Hil 111111 I ' 'I I "'I I 11~ -.... 3002 -21 As you are aware, it is the intent of Brinker International to build a proposed On The Border restaurant on part of what is now known as the Texas 707 Shopping Center at 707 Texas Avenue, College Station, Texas. In order to do so, a portion of the shopping center is to be demolished to make room for the proposed On The Border restaurant. A drainage analysis has been prepared, to examine the whether or not the amount of runoff has been increased on the revised portion of the 707 shopping center and whether existing drainage patterns have been altered and what impact this has on existing storm drainage systems . Before demolition of the specified portion of the 707 shopping center, approximately 6 ,921 square feet of landscape area currently exists . However, after demolition and construction of the proposed On The Border restaurant approximately 14,718 square feet of landscaping will be provided . Therefore, a net increase of 7, 797 square feet of landscape area will be achieved by building the proposed On The Border restaurant, thus, reducing the weighted "C" factor and decreasing the amount of runoff from the site. Table 1 shows both existing and proposed calculated storm water flows for a 10 year storm event, as required in the storm drainage policy and design standards handbook for the City of College Station. In comparing both existing and proposed conditions, even with a light shift in drainage areas, proposed flows are lower then existing flows. Along with an increase in landscape area and a reduction in stormwater flows, the proposed On The Border restaurant has been positioned such that there is no significant alterations in drainage patterns on the proposed site. The attached Figure's 1 & 2 show the existing drainage patterns compared to the proposed drainage patterns of the site . As you can see, the proposed and existing drainage divides separating the drainage flowing B1iry · Pittn1an Ms. Shirley J.
