TYPE OF DEVELOPMENT:
This permit is valid ONLY for the construction of approximately 120 feet of a
petroleum pipeline as shown on the approved plans. The Contractor shall be
responsible for establishing vegetation on disturbed areas. Contractor shall prevent
silt and debris from leaving the site in accordance with the City of College Station
Drainage Policy and Design Criteria. Owner and/or contractor shall be responsible for any
damage to existing city streets or infrastructure due to heavy machinery and/or equipment.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station,
measures shall be taken to insure that debris from construction, erosion, and sedimentation
shall not be deposited in city streets, or existing drainage facilities .
I hereby grant this permit for development of an area inside the special flood hazard area.
All development shall be in accordance with the plans and specifications submitted to and
approved by the City Engineer in the development permit application for the above named

Reference : Carter's Creek Crossing Project
Dear Mr. Homeyer:
Enclosed please find a revised drawing and supporting documentation for modification of our existing
pipeline crossing of Carter's Creek in College Station. It is desired that the modification be
accomplished using conventional open-cut excavation as opposed to directional drilling of the
crossing, as previously discussed .
The proposed crossing construction will result in a new ditch profile placing the pipe crossings a
minimum of 48 inches below the existing creek bed. Please refer to the enclosed drawing, 6 l-A-FL-
00 3, for details . Erosion and siltation control will be in place during construction to minimize
downstream effects resulting from this work. A combination of s ilt fences and straw bale dikes s paced
at approximate 50-foot intervals at two locations downstream of the existing crossing will be used to
minimize impacts on the water flowing from the construction site. Please refer to the enclosed two
figures .
Howell Pipeline Texas desires to expedite this work, thus, your earliest approval will be appreciated .
