Please find attached a Waterline Flow Analysis for your review. I have determined the fire flow requirements from the formula the College Station Fire Department provided and discussed the site with Fire Marshall John Meece. With a fire flow of 1250 gpm the analysis reveals that the residual pressure and velocities stay within acceptable limits. In particular I am interested in map number 48041CO182C. On that panel one of the streams is Bee Creek Tributary "B". Where that tributary crosses under Welsh Boulevard @ elevation 278', the floodway is skewed in relation to the flowline of the creek. An applicant is platting the comer tract @ FM2818 and Welsh and as part of our platting requirements must show the floodway location. In the field, the stream cross-section at this location is approximately symmetrical about the centerline. I would like to see the cross-section data used in the HEC-2 model at this location. Also I would like to see the input and output runs showing the floodway location and th~ir respective station numbers. From the flood insurance study I have, the total floodway width is detailed but not the floodway width in relationship to the centerline data of the creek. Because the floodway is skewed , the property is greatly affected and the applicant and the City want to assure themselves of the proper location of the floodway. I talked to Mr. Burian earlier today and he informed me that he found the data I am requesting . This letter is being forwarded to you for your records . The legal description is Southwood Valley Section 30, Lots Al and A2 and is 8.86 acres. The proposed improvements include a 16008 square foot Library building, a convience store/gas station, parking and the associated infrastructure. The drainage area consists of grassland with numerous large oak trees. The terrain slopes in a southerly direction toward Bee Creek Tributary B with an average grade of about 1.0%. The latest Flood Insurance Rate Maps (48041C 0182 C) shows that a portion of the tract is in the regulatory 100-year flood plain. The site is zoned Ce· cial and is being developed by the City of College Station, 'hali Shear, 9960 S. Texas Avenue, College Station, Tx 77842, ( 764-3500 and Desperado Oil Co., Inc. EXISTING DRAINAGE BASIN DESCRIPTION: The proposed development is located in the Bee Creek Drainage Basin No. 5, Regulatory Channel Reach No. I which is a primary channel. The 100 year Current Condition Discharge is 2955 cubic feet per second (cfs) and the Ultimate is 4855 cfs, Table III-6, College Station "DRAINAGE SYSTEM ANALYSIS". The minimum floor elevation for this channel reach is Base Flood plus 4 feet, page 11, College Station "DRAINAGE POLICY AND DESIGN STANDARDS". There are four storm drainage pathways for the site. Area A flows toward Welsh Street, Area B flows east along F. M. 2818, Area C, the majority of the runoff from the site flows south to Bee Creek and Area D flows toward Welsh Street. A graphic of the existing drainage area's is included in the appendix "DRAINAGE MAPS". PROPOSED DRAINAGE: The proposed design will route the majority of the runoff across the site via driveways and discharge it into a proposed storm sewer system where it will discharge into Bee Creek. Predevelopment and postdevelopment conditions were calculated to determine the additional runoff generated. The ultimate development of the site will generate a QlOO of 43. 62 cfs but will only contribute an additional 19.6 cfs because 24.02 cfs is being released from the site under existing conditions. With regard to impacting down stream property owners, the additional runoff generated by the improvements to this site was analyzed to determine if the water surf ace elevation changed due to the proposed improvements. The cross section chosen as the COLLEGE STATION LIBRARY, DESPERADO OIL CO. PAGE 1 OF 2 PAGES point of interest was at the southern most property line of the College Station Library property. Two analysis were ran, the first was an analysis at existing flow and the second analysis was ran with the additional runoff from the proposed improvements. Below is a table showing a summary of the results before and after the proposed improvements. PREDEVELOPMENT CONDITIONS QtOO (CFS) WATER SURFACE ELEVATION 3000 273.28 POST DEVELOPMENT Q 100 WATER SURFACE ELEVATION CONDITIONS (CFS) 3020 273.29 The additional runoff for the site will raise the water surface elevation of Bee Creek by 0.01 feet for QlOO. See Appendix "BEE CREEK CROSS SECTION". The table shows that the additional flow generated by the proposed improvements will not change the water surface elevation and therefore, detention is not required nor planned for the site. Storm runoff calculations for pre and post-development conditions, an analysis of the Bee Creek cross section and storm drain pipe calculations have been included for your review.
