The parameters used for design and the existing conditions of the on-site area are incorporated to show how the final drainage design will accomplish the desired drainage objectives per the City of College Station Drainage Policy and Design Standards (DPDS.) GENERAL LOCATION AND DESCRIPTION: The proposed Fraternity House is located in the western portion of College Station. The site is located on Luther Street approximately 1100' from the intersection of Luther and F .M . 2818. The site is undeveloped and is gently rolling with an average of 1.5% slopes. PRIMARY DRAINAGE BASIN DESCRIPTION: The site drains to the southern property line. There is an existing drainage swale near the southwestern property line near Luther Street. All storm water from the site flows into the White I Creek Tributary B . No portion of the site is within the 100 year flood plain per the Federal Emergency Management Agency Flood Insurance Rate Maps for Brazos County, Texas and Incorporated Areas STORM DRAINAGE REPORT l:AE FRATERNITY HOUS E PAGE I I I effective July 2, 1992 (see Exhibit "A"). DRAINAGE FACILITY DESIGN: The site will be served by a detention pond located along the southwestern property line . This pond is designed to provide adequate detention for all phases of construction shown on the drawings. Exhibit "B-2" shows the proposed drainage areas for the pond. Drainage area "POND" flows to the Detention Pond and drainage area "BYPASS l" and "BYP ASS2" are not detained by the Detention Pond. Exhibit "B-1" shows the existing conditions drainage area. The study point for the project is the outfall device of the proposed detention facility. The outlet device for the pond is a 12" RCP with an invert elevation of 314.30'. The top of berm elevation for the pond is 317.00'. DRAINAGE DESIGN CRITERIA: All drainage design is in accordance with the City DPDS. The design rainstorm is the 10 year event. Flow calculations for all drainage areas are based on the Rational Method. The storage volume required for the detention facility is based on a triangular hydrograph (base= 3* Tc) and peak flows computed using the rational method. The required volume shall be determined by the Storage-Routing Analysis. The proposed detention pond routings shown in Exhibit "D-1" and "D-2" demonstrate how the pond will function. Exhibit "D-3" shows a stage storage and stage discharge curve for the pond. The following summary table shows the peak flow for the Pre-development events and the peak flows for the Post-development events. The detention pond discharges into an open channel at the property line. The drainage design for this site meets the requirements as College Station Drainage Policy and Design Standards. (93-706) The Project Review Committee met on Wednesday, February 10, 1993 to discuss the above mentioned conditional use permit request. PUBLIC SERVICF.S: The dumpster location is acceptable; however, the screening fence needs repair. Coordinate requirements with Sanitation Superintendent Jim Smith at ( 409) 764- 3690. ______ ... Schulman Theater Page 2 PLANNING: The existing wood screening fence should be continued along the rear of the property to screen this development from the adjacent mobile home park. The previously approved landscaping plan is acceptable; however, the applicant must comply with that plan. The pavement cracks and weeds in the parking lot and access easements should be cleaned and repaired. Curbing must be continued around the perimeter of the parking lot; especially along the access easements and lot SC where there is an existing erosion problem. Repair any broken curbs. The entire parking area will need to be restriped. See the enclosed draft of the noise ordinance to soon be adopted by the City Council. Determine occupancy requirements with Building Official Coy Perry prior to the Planning and Zoning Commission meeting scheduled Thursday, March 4, 1993. P&Z REPRESENTATIVE: Expressed concern with the safety of the structure itself. Any structural problems should be identified at the time of building plan submittal. ENGINEERING: FIRE: A drainage development permit is required prior to any site work. There is a ponding problem in the southeast corner of the parking lot; this area should be included as part of the permit as well as any additional curbing. Coordinate permit details with Project Engineer Deborah Keating at ( 409) 764-3570. Provide a fire lane from Southwest Parkway and around the entire building. Primary drainage system: The primary drainage system is surface drainage which flows in a southeasterly direction and ultimately flows onto a private access easement which continues in an easterly direction until reaching an existing French Drain connected to an underground storm sewer which discharges in the nearby creek. The southern most parking area drains through an existing curb cut into an existing drainage ditch separating the adjacent landowner's property, which is a mobile home park , and a vacant tract of land owned by Simon Kahan. Design of the site, which is all concrete paving other than the landscaping , adequately provides the discharge of water along the normal vehicular accesses throughout the development. The current drainage has been in place for approximately ten years and has worked adequately throughout that duration with no major complications known. The drainage system established for the original planned development which includes several other tracts of land appear to be functioning adequately as designed. 2. Drainage and erosion problems : There are no erosion problems which are site specific; however, the neighboring property owners have had landfill in prior years which may even pre-date the original site development. The fill of the neighboring property owner's site is largely sand and clay and provides for a raised burm on both the southeast and southwest comers of the property. At this time all of the fill materials are inundated with native grasses which appear to provide a stable fill material and erosion from the neighboring properties is not anticipated. As stated earlier, the subject site is almost entirely concrete and no erosion from the subject site is anticipated. The secondary drainage system on the southeast comer of the site is a ditch which follows the adjacent property owner 's property lines separating Mr. Kahan' s property from the mobile home park. Over the years this drainage ditch has been allowed to overgrow with native grasses and weeds as well as been the site of minor third party dumping of trash and debris. Although the drainage ditch has not been maintained, it still has provided for adequate discharge of the water shed . 3. Maintenance: Permission has been obtained to provide initial cleaning and routine maintenance in the area of the drainage ditch which adjoins Mr. Kahan 's property. A Bobcat will initially be used to clean out any debris which has been dumped by mobile home park residents into the drainage ditch.
