This permit is valid for all site improvements as shown on the approv ed construction
drawings. Contractor shall prevent silt and debris from leaving the site in accordance with
the City of College Station Drainage Policy and Desig n Criteria. O w ner and/or contractor
shall be responsible for any damage to existing city streets or infrastructure due to heavy
machinery and/or equipment.
This permit ex pires six ( 6) months from the date of issuance . Any work performed after
the expiration of this permit is not covered , and is considered unauthorized .
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station,
measures shall be taken to insure that debris from construction, erosion, and sedimentation
shall not be deposited in city streets, or existing drainage facilities .
I hereby grant this permit for development of an area outside the special flood hazard area .
All development shall be in accordance with the plans and specifications submitted to and
approved by the City Engineer in the development permit application for the above named
project and al of the codes and ordinances of the Cit y of College Station that apply .

In keeping with the City of College Station Drainage Ordinance requirements, this drainage
impact analysis has been prepared to demonstrate that the proposed subdivision is planned within the
guidelines of the Storm Water Management Plan.
PRIMARY DRAINAGE BASIN DESCRIPTION:
The proposed McDONALD'S ADDITION is located in the western portion of College
Station, near the southwest comer of the Texas A&M University Campus. More specifically, the
site is located between Marion Pugh Drive and F.M. 2154 (Wellborn Road), with site frontage on
George Bush Drive and Marion Pugh Drive. The existing Southern Pacific railroad parallels F.M.
2154 and is located along the east side of the site. This proposed 0.8724 acre site is part of the Rudy
Briner, Trustee 5.984 acre tract.
OfiSite storm water flows to, and across the site from the Railroad right-of-way, but this flow
is not concentrated or significant. The site is bare of trees with undulating 1 % slopes and broken
concrete. According to Figure 11-2 of the Stormwater Management Plan, the ''primary channel"
begins approximately at the intersection of White Creek and George Bush Drive. This location
corresponds very closely With the west comer of the proposed McDONALD'S ADDITION. The
site then drains into the primary channel of White Creek near the west comer of the property. White

Creek outfulls into the Brazos River.
TxDOT currently bas a project under contract that will extend the existing 60" storm dran and
upgrade the drainage structure near the Marion Pugh/George Bush Drive intersection.
Per the Federal Emergency Management Agency Flood Insurance Rate Maps, Map Number
48041C0144 C, effective July 2, 1992, the Special Flood Haz.ard Area Zone "A" for areas inundated
by the 100-year flood extends into an area west of Marion Pugh Drive, but does not reach this project
site (Exhibit A).
GENERAL CONCEPT:
The storm drainage plan for this site consists. of grading and -shaping the site to convey the
stormwater flow to a proposed inlet near the west property line and outfitlling via a reinforced
concrete pipe into the proposed TxDOT storm drain system. The flows will be divided as shown on
the attached Local Drainage Area Map (See Exhibit "D").
This site does not require detention. The attached HEC-1 (Exhibit ''C") routing indicates that
because of the shape of the drainage area (see Exhibit "B"), detention in this area is unecessary (see
Table A). Additionally, the primary channel (White Creek) is immediately downstream of the
discharge point.
Exhibit E shows a calculation of the various flows to and across the site. Note that storms
in excess of the exceed the capacity of the proposed inlet and overflow

CONCLUSION:
The location of this project relative to the "primary channel" and the shape of the contributing
drainage area adduces that any increase in stormwater runoff from the site will not affect the peak
flow in the channel Therefore, the drainage plan outlined above will satisfy the requirements of the
City of College Station Storm Water Management Plan.

BRIENER TRACT -GEORGE BUSH DRIVE AND MARION
Dear Veronica,
The owner of the tract of land located at the southeast
corner of the intersection of George Bush Drive (GBD} and
Marion Pugh Drive (MPD) contacted me recently for help to
determine what impact the proposed improvements to GBD would
have on his property. The owner is concerned about access onto
and frontage along GBD.
With regard to access I recently attended a predevelopment
meeting with the Development Services Department staff. This
issue was resolved when Edwin Hard stated that if a raised
traffic median is constructed as proposed on the TXDOT plans
between Wellborn Road and MPD he will allow access onto GBD.
With regard to frontage I have prepared a graphic of the
proposed alignment from information I gathered after contacting
TXDOT and attending a recent TXDOT public meeting. TXDOT is
proposing to take approximately 40 feet from the existing 191
foot GBD frontage. Their reason for this is an existing 60" RCP
pipe under GBD which TXDOT plans to extend and does not want
any of the pipe on private property. If this happens it will
leave a large piece of land which will be owned by TXDOT and
maintained by no one. This piece of land could be used for

landscaping, detention and possibly parking when the property

indicated that there are some problems with 1&1, but for a development of
this size, there is capacity. However, this section of line is not capable of
handling much more than this site at the present time .

Utilities for McDonalds
I spoke with Jim Scott of McDonald's Corp. regarding the provision of
utilities to the new site on Marion Pugh. They are requiring the seller of
the property to bring utilities to the site within 30-45 days after closing.
The seller will post a bond for these utilities that would allow McDonald's to
construct the lines if the seller defaults. While it may be redundant when
dealing with a corporation as large as McDonald's, they are going to make the
city a party to the bond which would also allow us to build these lines if
McDonald's fails.
According to Mr. Scott, they do this commonly in other cities and it is no
problem for them.
