Parking Lot Plan -Convenience Store; proposed renovation of an existmg
convenience store located on an 0 .353 acre tract on the southeast corner of the
Holleman and Welsh intersection . (96-404)
A Project Review Committee meeting was held Wednesday, March 13, 1996 to discuss the above
mentioned parking lot plan. Assistant City Engineer Morgan moved to approve the site plan with
the following ordinance requirements comments . The following is a list of ordinance
requirements identified by the Project Review Committee. This list does not relieve the
applicant of total compliance with all current ordinance requirements.
Ordinance Requirements :
/ The City does not have a standard for installing brick pavers but we do have some options
which are less expensive and would aesthetically serve the same purpose . Stamped and
dyed concrete is less expensive and easier to maintain .
Relocate the existing stop sign further away from the sidewalk ramp . 9« !£-
The dumpster needs to be n eigbf yard container and the screening needs to be an e{ght
foot tall fence with a gate nclosure ~

A drainage report is not required based on the assumption that the applicant is not
changing the drainage flow patterns. A drainage development permit will be required
prior to site work; however, the $100 application fee will not be required. Provide erosion "i
control details with the construction documents.
L Fire lanes are not required . Remove any reference to. fire lanes throughout the site .
/ Provide curb, pavement, ramp and sidewalk details . (These details can be included in the
construction documents .)

Comhlt.,f Provide driveway apron details and make sure there is no large slope in the driveway so
that it can't meet ADA requirements. (Maximum 1/4" I l' slope .)
(t>IY>_mC"' f-The existing sanitary sewer and water service taps can be reused; however, a new meter
will probably be required. Submit water and sanitary sewer demands .
llJr11"1~ The measurement from the curb line to the sign should measure 15' to the closest part of
the sign for an 8' tall sign .
Submit a letter requesting participation from the City's Community Development
department for the sidewalks to be located along Welsh and Holleman .
Comments/Concerns:
G . T.E . will go underground to the building and follow the electrical service . The
developer is required to place one l" PVC pipe from the outside building termination to
the power pole on the southwest property line . Stub the conduit up 4' at the outside
building termination and 6" at the base of the power pole. The termination should be
within 20' of power; if not, n 8' x 5/8" ground rod must be placed at the base of the
termination . Coordinate details with G.T .E . Representative Laverne Akin at (409) 821-
4723 . .
Underground service is required . Submit an electrical service request form agreeing to
pay for 20% of the cost of electrical service. The developer is responsible to install all
conduit per City design and requirements including the transformers pad and junction box.
Additional easements will be required to serve the property that may be dedicated with the
final plat. Submit service voltage, electric load data (total KW) and the location of the
outside disconnect. Coordinate details with Electrical Operations Coordinator Tony
Michalsky at (409) 764-3660 .
City Planner Kee seconded the motion to approve the site plan with the above mentioned
comments which passed unopposed (2 -0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting .
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no .further· action by the Commission
shall take place. An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
