TxDIGITAL Galindo plans
I spoke with Chris this morning and he has been told to put those revisions on hold by Bob Bower. Mr.
Bower would have to perform grading outside his easement apparently with the revisions and he is
having difficulty convincing a couple of the seven or so partners in the venture to agree. Chris will keep
us informed on what he finds out.

fyi -this is from our conversation with chris about deleting the storm sewer in the street and instead use
"diverter swales" to keep the stormwater from getting to the street so it can function per our ordinance .
looks like mr. bowers cant get the easements necessary to construct these channels . if they dont get us
those easements and construction drawings the street will need to be constructed as originally designed
with the storm sewer.
just fyi. ... dont issue any permits until this issue is cleared up . thanks

I got a call from Lisa Hughes saying she has never received the necessary easements from Bob Bowers
he needs from the East Bypass Development Group. Sooooooo, I guess that means we can't give a
permit even if he decides to go with the original drainage design and doesn't change it to require
additional easements (per your note V
Paul & I have stamped and signed as approved the complete set of plans , but I guess we still can't issue
the building permit, can we?

This permit is valid for site construction as shown on the approved plans. Erosion control measures
are required to remain in place until vegetative cover is re-established.
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate
construction site in accordance with the approved erosion control plan as well as the City of College
Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed
areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales
used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed
vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall
be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery
and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work.
Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced
before any operations of this permit can begin.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be
taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city
streets, or existing drainage facilities .
I hereby grant this permit for development of an area outside the special flood hazard area. All
development shall be in accordance with the plans and specifications submitted to and approved by the
City Engineer in the development permit application for the above named project and all of the codes and
ordinances the Ci . of College Station that apply.

Reference is made to my telephone conversation with Ms. Monica Burell , EPA
Region 6 , where we discussed the lack of response from EPA to our NOi application
for the above project.
We reviewed the correspondence exchanged on this subject between EPA Texas
Dig ital Systems, Inc., and the undersigned. The original application of July 15 , 1997
(copy enclosed) indicated that the application was made for Baseline Construction
but no SIC or Designated Activity Code was indicated . Subsequently we, on October
27, 1997 we returned your request (dated September 10, 1997) for additional
information giving an SIC Code of 3577. This was an error and apparently caused
our application to be misfiled at EPA.
I am now i nclud i ng a corrected version of your letter of September 10 , 1997 , showing
"C011 for Pr imary Industrial Activity/SIC Code .
I hope th is will enable you to issue the Permit at your earliest convenience.

The tract was divided in six Sections as shown on Exhibit 1 . Runoff estimates are giving
on Exhibit 2. Each Section was given a weighted runoff coefficient varying between 0.90
for impermeable surfaces to 0.44 for grassy areas. Exhibit 3 shows these weighted
coefficients and the selected values of L and V for use in the Rational Method used to
compute discharges .
3. OUTLET STRUCTURES
The driveway going into the property, extension of Technology Drive, will be asphalted
without a crown, tilted to the south side , and will have curb and gutter. Two locations for
drainage outlets have been selected as shown on Exhibit 1 .
Runoff from Section 1 will be handled by Outlet Structure "A", a 7.0' curb cut in two 3 .5'
sections . The gutter at this location will be depressed by 2 .0 inches . Exhibit 4 , a rating
table for curb cuts, shows that this structure will handle 11 .8 cfs, higher than the value of
025, with a resulting velocity of 3. 1 ft/sec. Beyond the curb cut runoff will be conveyed by a
sodded channel calculated in Exhibit 5 and graphically depicted in Exhibit 6 .
Runoff from Section 2 will be handled by Outlet Structure "B ", also a 7.0 ' curb cut in two
3 .5' sections. The gutter at this location will be depressed by 2.0 inches . Exhibit 4, shows
that this structure will handle 11 .8 cfs, approximately the value of 025. with a resulting
velocity of 3 . 1 ft/sec. Beyond the curb cut runoff will be conveyed by a brick bottomed
channel calculated in Exhibit 5 and graphically depicted in Exhibit 6 .
