Apparently the moisture content of the soil in this area is quite high at this time. I have considered the problem and feel that there are two ways to resolve the situation. The first would be to physically dry the material out by "wind rowing'' it on the surface, which is extremely time consuming. The second would be to request that the City consider changing the testing specification to a Standard Density of 90%, (D 698). This specification allows for a wetter optimum moisture content and may alleviate this problem. The fundamental reason for compacting and testing utility trenches is to avoid settlement. If the trench compaction is done properly, observed by City inspection personal and tested by a Geotechnical Engineer there should be no significant settlement problems using this specification. The legal description is Pleasant Forest Subdivision , Phase One, Block One , Lots 1-35 and Block Two , Lots 1-4 and is 11.43 acres. The proposed improvements include pavement , drainage and utility improvements for single family resident i al homes . The site consists of grassland with numerous oak trees. The terrain slopes in a northwesterly direction toward and existing channel at approximately 2 percent. The site is zoned R-1 (residential) and is being developed by Mr . Dean Sc h ieffer , P.O. Box 70 , Kurten, TX , (409) 268-8403. The p roposed water sys t em wil l connect to an existing 12" waterline along the S.H . 6 frontage road . The subdivision was modeled using t he Haestead Methods "Cybernet " program and scenarios were prepared placing fire flow demands at each proposed f ire hydrants . The maximum daily demand generated by the dwel l ing units was added to the fire f l ow demand. Th e results of the analysis has been included in this report. The legal description is Plesant Forest Subdivision, Block One, Lots 1-35 and Block Two, Lots 1-4 and is 11. 43 acres . The proposed improvements include pavement, drainage and utility improvements for single family residential homes. The site consists of grassland with numerou s oak trees. The terrain slopes in a northwesterly direction toward and exi s tin g c h annel at approximately 2 percent . The latest Federa l Emergency Management Agency (FEMA) Flood Insu rance Rate Maps (48 0 41CO 1 63, 182 & 144C) shows that no portion of the tract is in the regu latory 100-year flood plain. The site is zoned R-1 (residential) and is being developed by Mr. Dean Schieffer , P.O. Box 7 0, Kurten, TX, (409)268-8403. EXISTING DRAINAGE BASIN DESCRIPTION : The proposed development discharges d i rectly into Bee Creek Tributary "A" Drainage Basin No. 4, Regulatory Ch annel Reach No. I which is a primary channel . This reach of Bee Creek is not in a "Special Drainage Basin and Channel Reach Design Standard'', Item D, of the College Station "DRAINAGE POLICY AND DESIGN STANDARD ", page 10 , requiring detention by ordinance. Ho wever this reach does require that the Minimum Floor Elevation be base flood plus 2 feet (page 11) . There is an existing creek (secondary creek) that runs along the southwest portion of the site which drains a basin of approximately 77 acres. This basin begi n s at Ro ck Prairie Road and drains north throu gh open ditches, even tually through a storm drainage system under S .H . 6 a n d then to Bee Creek. No improvements are planned for this channel. Fill material will be placed along the east side however this will not impact the drainage capacity of the creek due to its width. The Bee Creek Tributary "A" drainage basin drains approx imately 1100 acres to a ditch at Texas Avenue. Bee Creek Tributary "A" has a substantial flood plain width, at places being approximately 300 feet wide, it is very flat with a small pil ot channel and a very flat slope. City of College Station Stormw ater Management Plan , Figure IV -7 (page 40) show a Base Flood E l evation (BFE) o f approxima t ely 261.00 at ultimate development of the basin . The FEMA Flood Ins u rance Study (FIS), flood profiles (page 22P ) show that t h e BFE varies along the site from 256.00 at the downstream section of t h e site to 258.00 at the u pstream section of the si t e. PLEASANT FOREST SUBDIVISION -PAGE 1 OF 3 PAGES PROPOSED DRAINAGE: The portion of the tract where the single family residential homes will be constructed begins at a highpoint along the S.H. 6 frontage road and drains directly into Bee Creek Tributary A. The proposed grading of the site will route the water along street sections and down to an outfall at Bee Creek. Small pilot channels will be constructed to channel the water to the Bee Creek pilot channel . An analysis of the street sections using a storm event of 10 years show that the streets with the minimum slopes will successfully carry the expected flow . No formal storm drainage system is proposed other than energy dissipaters at the outfalls and a storm drain pipe will be installed at the frontage road, however this is adjacent to a high point along the frontage road and a minimum pipe size will be required. Detention is not required by ordinance nor planned for the development due to its location on a Primary channel. The boundary of the subd ivision was p u rposely delineated to exclude the FEMA BFE. No portion of the development is in the 100 year flood plain. Fill placement is planned for the site to raise the lowest buildable lot to an elevation of 262. 00. No fill material will be placed in the floodplain An analyzes was prepared to determine any change in the water surface elevation due to the proposed improvements. The paved street adjacent to the site entrance will be swept daily t o remove any excess mu d , dir t or rock tracked from the site. Dump trucks hauling material from the construction site will be covered with a tarpaulin. TIMING OF CONTROLS/MEASURES As indica t ed in the Sequence of Major Activities , the siltation fencing will be constructed prior to cleari ng and grading of any port i ons of the site. CERTIFICATION OF COMPLIANCE WITH FEDERAL, STATE, AND LOCAL REGULATIONS The storm water pollution prevention plan reflects City of College Station requirements for storm water management and erosion and sediment control. To ensure compliance, this plan was prepared in accordance with the College Station Drainage Policy. There are no other applicable State or Federal requirements for sediment and erosion site plans (or permits), or storm water management site plans (or permits). MAINTENANCE/INSPECTION PROCEDURES EROSION AND SEDIMENT CONTROL INSPECTION AND MAINTENANCE PRACTICES MAINTENANCE/INSPECTION PROCEDURES These are the inspection and maintenance practices that will be used to maintain erosion and sediment controls. All control measures will be inspected at least once each week and following any storm event of 0.5 inches or greater. All measures will be maintained in good working order; if a repair is necessary, it will be initiated within 24 hours of report. Built up sediment will be removed from silt fence when it has reached one-third the height of the fence. Silt fence will be inspected for depth of sediment, tears, to see if the fabric is securely attached to the fence posts, to see that the fence posts are firmly in t he ground. Temp orary and permanent seed ing and planting will be inspected for bare spots, washouts , and healthy growth. At present the Contractor is experiencing difficulty with the low moisture content of the material in the trenches, 3-4 feet deep. To rectify this the specification needs to be increased to a moisture plus or minus 5 percent of optimum moisture content. waterline compaction content of I have visually and physically inspected the compacted material at the bottom of the trenches and observed the compaction technique and feel that the Developer/Contractor is obtaining an acceptable compaction, however this should be verified by continued testing. As I stated in my previous memo the fundamental reason for compacting and testing utility trenches is to avoid settlement.
