ENGINEERING: Comment #1: This plat must show compliance with the Bikeways Master Plan. ACTION: Future Bikeways locations have been added to the plat. Comment #2: Residential lots are shown fronting on a minor collector. The Commission may restrict residential access on lots adjacent to St. Andrews Drive per Section 8 -G.8. ACTION: It is the Planning and Zoning Commission's discretion to allow access to a collector. The owner would like to discuss this issue during the Planning & Zoning meeting. Comment #3: It is the Planning and Zoning Commission's discretion to require a sidewalk down the northernmost unnamed cul -de -sac and common area to Pebble Creek Parkway. ACTION: A.sidewalk will be added at the Commission's request. Comment #4: Upon investigation there does no appear to be an unnamed tributary of Alum Creek crossing Animate Habitat property beginning at Lots 32 and 33, Block 46. If this is the case you will need an offsite drainage easement. In addition it appears proposed flow will be in excess of predevelopment flows at this discharge point. Keep in mind that you will be required to show how the post development discharge complies with the Drainage Policy and Design Standards. ACTION: An offsite drainage easement has been added to the plat. Comment #5: You will be required to show that there is flow capacity for the additional stormwater discharge in the drainage way that runs behind the Tots in Phase 7A. ACTION: The flow capacity of the creek behind Phase 7A will be verified with the drainage report for Phase 9E. Comment #6: Where is the outfall for the stormwater lines along Lots 6 -9, Block 48? ACTION: The storm drain line was inadvertently left out. It has been added to the plat. Comment #7: Show volume and page of filed easements on St. Andrews Drive at Turnberry Drive. ACTION: The volume and page number has been added to the plat. Comment #8: There are a number of offsite easements proposed on the plat. These will be required to be dedicated by separate instrument or on respective plats. ACTION: The offsite easement descriptions will be provided with the respective final plats. Comment #9: If the proposed sewer lines are in compliance with the target depth of 6', then the required PUE width is 20'. ACTION: The PUE widths have been adjusted. Comment #10: St. Andrews will need to be designed in accordance with the Bikeways Master Plan to include Bike Lanes. ACTION: A label has been added to the plat. The typical section for St. Andrews Drive in the construction plans will designate the appropriate Bikelane size and location. Comment #11: All utilities are required to meet BCS Design Guidelines. Line sizes will be determined at Final Plat stage. ACTION: Duly noted. Comment #12: Per Subdivision Regulations 6- C.5.7, show line size of pipelines, design pressure, and product transported. ACTION: Exxon -Mobil is currently unwilling to release pressure information on their pipeline. All other required information is shown on the Preliminary Plat. Comment #13: Adding an additional manhole in the floodplain is not recommended. Staff recommends that flow be directed to the existing 6" sewer line on St. Andrews. ACTION: The sewerline on St. Andrews is not deep enough to provide service for this cul -de -sac. If it is determined that the proposed manhole is within the limits of the floodplain, a water -tight ring and cover will be provided or the tie -in location will be changed. Comment #14: Define PDE. ACTION: The plat has been revised to show the definition (Public Drainage Easement). Comment #15: A number of streets are unnamed. Please provide names. ACTION: The street names have been added to the plat. Comment #16: Provide finish floor elevations for Lots 23, 24, 31, and 32, Block 46. ACTION: It has been determined that the floodplain for Alum Creek was not plotted correctly on the original submittal of this plat. The correct floodplain location is shown on the revised plat. The floodplain is located well away for the lots listed in the comment, therefore, we have not added the Finished Floor elevations. Comment #17: The design of St. Andrews to the future Pebble Creek Parkway will need to consider the pipeline cover requirements and include the design of the tie -in. ACTION: Duly noted. ELECTRICAL: Comment #1: Developer installs conduit per city specs and design. ACTION: Duly noted. Comment #2: Developer provides 30' of rigid conduit for riser poles. Developer installs first 10'. City installs remainder. ACTION: Duly noted. Comment #3: Developer pours switchgear pad per city specs. (Will be located back side of Lot 1, Blk 46, Phase 9F near future road extension. A 15'x15' easement outside of property will be necessary. ACTION: The easement has been added to the plat. Comment #4: Developer installs pull boxes as per city specs and design. (Pull boxes provided by City) ACTION: Duly noted. Comment #5: Developer provides digital AutoCAD 2000 version of plat, email to tmichalsky @cstx.gov ACTION: Duly noted. Comment #6: Once we received the site plan we will do an electric design and provide it back to the developer for conduit install and necessary easement T locations. ACTION: Duly noted. Comment #7: Developer provides easements for electric infrastructure as installed for electric lines (including street lights). ACTION: Duly noted. Comment #8: Will need 20' easement along rear of lots 1, 2, 3, 4, 5, 6, 13, 14, 15, 22, 23, 24, 31, and 32. (10' easement on either side of lot lines will work too.) ACTION: The easement has been shown on the plat. Comment #9: Will need 15' easements between Lots 12 & 13 and Lots 18 & 19 Blk 47, Lots 7 & 8 Blk 48. ACTION: The easements have been shown on the plat. Comment #10: Street light easement to be determined with design. ACTION: Duly noted. Sincerely, Robe on, E.I.T.
