Payne, Jr., Via fax 696.8114 FROM: Bridgette George, Assistant Development Manager SUBJECT: BRAZOS VALLEY BANK BUILDING SP) - Site Plan Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. The next submittal will be the third and final review by staff for this round of reviews. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the comments and submit the following information for further staff review and approval of the plans: Six (6) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached (please submit additional copies to be stamped for your records). Two (2) revised site plans; and One (1) landscaping plan. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. (Section 7.5.C.Landscape Requirements 4.) States: Every project must expend a minimum of 50% of its point total on canopy trees. It appears that 4,180 points are accrued by non-canopy trees and shrubs, and 3,340 are being accrued by Canopy trees. The total point requirement is 7,513. 50% of the total point requirement is 3,756.5. Please make landscape adjustments to meet the ordinance. The required fire flow is based on size of the building and construction type. The number of fire hydrants is then determined from the flow requirement. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right- of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 2. Please be aware that signs are permitted separately. 3. The existing dumpster will need gates to screen it from the right-of-way. 4. Per the Fire Marshall's office (Steve Smith) the proposed fire hydrant located in the interior island adjacent to Graham Road will need to be relocated to the corner of Graham and the private drive. This will allow the FDC to be relocated on the west end island, of the first set of five parking spaces. The FDC is required to be located next to a fire lane. 5. Site specific note #5 needs to be changed to tmichalsky@cstx.gov 6. General not #13 needs to be changed to (UDO) Unified Development Ordinance. Ordinance #1638 is no longer applicable. 7. Please be aware that there will only be enough parking for the bank until the old bank building is removed and the rest of the parking is constructed. The proposed retail (4500 square feet) will not be issued a Certificate of Occupancy until all of the parking is complete. 8. Please be aware of Section 7.9 and Non-Residential Architectural Standards (A), (B), (C) Prohibited Materials, and (D) Building Mass and Design. LANDSCAPING/STREETSCAPING/BUFFER 9. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. 10. The end of parking rows adjacent to and visible from rights-of-ways will also need to be screened. Please provide additional shrubs. 11. Please be aware that all screening shrubs are required to be 3-feet in height at planting stage. 12. The additional 300 point streetscape calculation is also required along Graham road and the corner of the property. This will be an additional 338 linear feet divided by 50 x 300 = 2,028. [Please note that the relocation of the fire hydrant increases the Vehicular Lay of Hose (VLH) to 372', which exceeds the 300' minimum required by the Unified Design Guidelines.] There is an existing fire hydrant on Graham Road at the North corner of the project that could be used, however it is not adjacent to the fire lane.
