Texas World Speedway (SH 6) (Preliminary Plan): Access driveways to the SH 6 East Frontage Road for Tracts 7 — 10 must meet TxDOT's "Regulations for Access Driveways to State Highways ". Access regulations are primarily based on posted speed limits and distances between proposed & adjacent access points. For posted speed limits of 50 MPH or greater a spacing of 425' between driveways is required, which may require shared /joint access. In addition, access in the vicinity of an entrance ramp will be a design consideration. 2. Duck Haven (Replat) : No Comment. 3. Agency Records Control (Replat): No Comment. 4. Kenny Cotten's BBQ (Site Plan) (FM 2818): No Comment. See 8/20/04 Comments. 5. Pine Terrace (Preliminary Plat): No Comment. 6. Pine Terrace (Final Plat): No Comment. 7. Southwest Crossing Qa) Bee Creek (Site Plan): Access driveway on FM 2154 (Wellborn Road) shall be shared, as indicated, with the Schick Addition. Unless existing, proposed driveway to the north (160'), does not meet TxDOT's "Regulations for Access Driveways to State Highways ". (A) needs to be rotated 10 degrees clockwise in order to give us a 45 degree angle. On page 8 Potable Water Plan C3.2 by bldg. (B) is showing a double enclosure on the north east side. If this is not an error, it is unacceptable. In that case, the customers are actually ours, and the contract provides that Wellborn lines bring the water to our customers. Anyway, the point I'm making is that it is not common practice for Wellborn to provide any service in our CCN. Thanks for all of your work on this, and hang in there. Glenn Glenn D. Staff is recommending denial (Staff Report attached) as the applicant requests to create new lots and serve with Wellborn water within our CCN. This plat includes the lots for ARQ and HTRI and has been forwarded to them as well. Based on a phone conversation with Dick Conole, he intends to speak at the meeting and will likely raise several issues such as: the City changing positions on Wellborn Water Supply serving in our CCN and fire flows, a request to allow Wellborn to serve, and the City's recent upgrading of the line from Venture Dr to the Racetrack area. My intent is to inform the P &Z Commissioners primarily in workshop that: 1. In the past the City (Council ?) has entered into agreements with Wellborn to allow them to serve within our CCN until the time that the City line is extended such that service can be switched over. Due to recent discussions with Wellborn, the City will not enter into such agreements any longer. 2. The Council also amended the Subdivision Ordinance on August 9, 2004 to require fire flows in the ETJ with no variance procedure. Similarly, the Novemver 13, 2003 Council Resolution 11 -13- 2003 -9.17 states that annezation should be required as well. The motivation of these actions was to promote development within the city limits and development conflicts in the ETJ were intended. 3. (1 am requesting more details of the recent line upgrade from John Woody.) There is approximately 8000 feet of 8" water from Venture Drive and about feet of 6 ". For extension of the line, meeting fire t flows and the guidelines would at a minimum require at the 6" be replaced with an 8 ". 4. The Council would be the body to direct further discussion of items 1 and 2. Due to the sensitivity of the issues, I would appreciate any input. Alan P. Gibbs, P.E. Sr. Asst. This was an option that was available before the fire flow amendment was implemented. Attached please find a letter that I sent in May 1999 to the Research Valley Partnership requesting funding for water improvements for Kristen Distributing. As you will see, a fire hydrant was part of the water project. The City of CS would have installed the hydrant either by contract or its own crews at that time.
