system is designed to supply outdoor -air quanuties exceeding ntininium required levels, the system must be capable of reducing
outdoor -air flow to the minimum required levels
9. Air ducts must be insulated to the foilowfng tevels:a) Supply and return air dulls toe conditioned at located in unconditioned apaces
(spaces norther heated nor cooled) must be insulated with a minimum of R-5. Unconditioned spaces include attics, trawl spares,
unheated basements, and unheated garsgas.b) Supply and return air ducts and plenums must be insulated to a minimum of
R-8 when located outside the building.c) When ducts are located within exterior components (e g . floors or roots), minimum R•8
insulation is required only between the dud and the building exterior.

13. Each supply air outlet or diffuser and each zone terminal device (such as VAV or mixing box) must have its own balancing device
Acceptable balancing devices include adjustable dampers located within the ductwork, terminal devices, and supply air diffusers.
14 Service water heating equipment must meet minimum Federal efficlency requirements included in the National Appliance Energy
Conservation Act and the Energy Policy Act of 1992, which meet or exceed ASHRAE 90.1 Code, New service water heating
equipment can be assumed to meet these requirements.
15. Watet•heating equipment must be provided with controls that allow the user to set the water temperature to 110 degrees F for
dwelling units and 90 degrees F for other occupancies. Controls must. limit output temperatures of lavatories in public facility
restrooms to 110 degrees F
16 Stair and elevator short vents must be equipped with motorized dampers capable of bwV automatically closed during normal
building operation and interlocked to open as required by fire and smoke detection systams. All gravity outdoor air supply and
exhaust hoods, vents, and ventilators nxrst be equipped with motorized dampers that will autoriaiically shut when the spaces
served are not in use. Exceptions - Gravity (non•mouxiZod) dampers are acceptable in buildings less than three stories in height

Dear Mr. Robert Payne,
I have completed the plan review for the above referenced project and have the following
comments. The plan review is based on the 2006 International Codes, the 2005 National
Electrical Code, ANSI A117.1-2003 Accessibility Standards, and our local amendments.
Where appropriate, I have included the applicable code sections.
1. Submit Special Inspection statement for structural beam and column connections
for welded and/or high strength bolt applications, include requirements per section
1704.1.1 of the 2006 IBC.
2. Provide a gate (means of egress) at outdoor seating fence where an exit passes
through to comply with the intent of the 2006 IBC for means of egress. Gate shall
swing in the direction of egress and shall have lock/ latch release that meets egress
requirements.
3. Submit Fire Alarm plans to Fire Marshal's Office 979-764-3705 for review.
Occupant Load is greater than 300 people.
The review does not include any civil or zoning issues or NRA requirements of the Unified
Development Ordinance. Please respond to the plan review comments at your convenience.
Three sets of plans addressing these issues will be required. Should you have any questions,

Dear Ben:
I respectfully submit the following response to your review dated 16 August 2007.
1. Submit Special Inspections Statement for structural beam and column connections for
welded and or high strength bolt applications; include requirements per Section 1704.1.1,
2006 IBC.
All Testing and Inspections of materials and installation required by Section 1704.1.1 will be
provided. The Tests include Steel welds and connections, and high strength bolt applications.
A testing lab has not yet been identified, but a qualified, independent, local firm, hired by the
Owner, will perform the testing. The contract and the specification manual include an
allowance to pay for all the required testing. Copies of the reports will be provided to the City for
record as required.
2. Provide a gate (means of egress) at outdoor seating fencing where an exit passes through
to comply with the intent of the 2006 IBC for means of egress. Gate shall swing in the
direction of egress and shall have a lock /latch that meets egress requirements.
Gates (design and hardware) will be provided at the outdoor seating areas and will comply with
the egress requirements as required by the 2006 IBC.
3. Submit Fire Alarm plans to Fire Marshal's Office 979-764-3705 for review when the
Occupant Load is. greater than 300 people.
The Fire Alarm plans as well as the Fire Sprinkler plans are prepared by the licensed
subcontractor and will be submitted to the Fire Marshal during the shop drawing phase for
approval.
