TEXAS AVENUE CULPEPPER PLAZA SHOPPING CENTER COLLEGE STATION, TEXAS 77840 Introduction This report presents the results of the asbestos survey performed for the vacant 2,000 square foot lease space located at 1643 S. Texas Avenue, in Culpepper Plaza Shopping Center, in College Station, Texas. This survey was authorized by Mr. Scott with New Plan on November 6, 2006, and performed in general accordance with our confirmed scope of services. Purpose and Scope. The purpose of this survey was to determine if asbestos is present in the existing building materials within the vacant lease space located at 1643 S. Texas Avenue in College Station, Texas. The scope of services included performance of the following tasks: • Collect and analyze representative samples of suspect asbestos -containing materials, and • Prepare a report discussing results from laboratory testing and presenting recommendations/conclusions. Report Organization. This report is divided into sections that discuss the field investigation, laboratory analyses and results. Supporting documentation follows the text. Field Survey The asbestos survey was conducted on November 8, 2006, by Shawna McIntyre, TDSHS licensed Asbestos Inspector (No. 602648) with Asbestos Consultants, Inc. (1DH Asbestos Consultant Agency License #10-0120), and included representative sampling of suspect asbestos containing building materials within the lease space. Asbestos Consultants, Inc. looked for suspect ACBM in accordance with the Asbestos School Hazard Abatement Reauthorization Act. (ASHARA) of 1990. Observations Gray carpet with yellow mastic over clean concrete was common throughout the majority of the main retail area. Tan, nonfriable 9-in. x 9-in. floor the with yellow mastic ( 40 square feet) is present in the entryway. Red carpet with yellow mastic over clean concrete is common to the back offices and rest room. The perimeter and interior built-up walls within the lease space are constricted of nonfriable gypsum board (Sheetrock) with friable dry wall joint compound and textured paint. A file ceiling with gray, friable, 24-in. x 48-in. ceiling tiles with white paint are common to the lease space. The grid for the ceiling is suspended beneath structural steel beams and the metal roof deck. Friable spray -applied insulation/texture is present on the metal roof deck. Suspect asbestos -containing building .materials (ACM) are classified as surfacing, thermal or miscellaneous materials. Sampling during the field investigation was conducted in accordance with the Texas Asbestos Health Protection Rules, and included the collection of twelve bulk samples of suspect miscellaneous materials. The samples were subsequently submitted to Envirotest, Inc., a TDSHS licensed asbestos laboratory (TDSHS license 03-0005), for analysis. Table 1 presents details of the bulk sample type and location. In general, three representative samples of each suspect building material were taken from random locations throughout the lease space. For this survey, the following suspect building materials were sampled: • Nonfriable 9-in. x 9-in. floor tile with yellow mastic, no damage, • Friable spray -applied ceiling insulation / texture, no damage, • Friable 24-in. x 48-in. ceiling tiles with white paint, no damage, and • Nonfriable wallboard (gypsum/Sheetrock) with dry wall joint compound and white paint, no damage. Friable ACBM is a material that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Nonfriable ACBM can be pulverized or reduced to powder only during machining, cutting, drilling, or other abrasive procedures. Friable ACBM is more likely than nonfriable ACBM to release asbestos fibers when disturbed. All samples were collected in a manner that reduced the potential for fiber release and exposure, using amended water and personal protective equipment where necessary. After recovery, samples were placed in secure containers for transport to Envirotest, Inc. Appropriate chains of custody protocols were initiated at this time. Sampling of glass and/or nonfriable brick were not included as part of this survey.. Laboratory Analyses Bulk samples were analyzed by a trained analyst(s) using Polarized Light Microscopy (PLM) according to the US EPA Interim Method for the Determination of Asbestos. This technique characterizes the material's refractive indices, fiber morphology, birefringence, extinction angle, and sign of elongation, and dispersion staining colors to detect _ asbestos. Percentage compositions are based on approximate area compositions (by visual area estimation) under a stereomicroscope. A material is considered an asbestos -containing material (ACM) if it contains greater than one- percent asbestos as analyzed by calibrated visual area estimation (PLM). The results of the bulk sample analyses are given in Table 1. Laboratory analyses results show no asbestos being detected in the suspect building materials sampled within the lease space. Original laboratory bulk sample test results are presented in Appendix I. Conclusions Based on results of the laboratory analysis, no asbestos is present in the suspect building materials sampled within the lease space located at 1643 S. This report describes only conditions present at the time of my survey in the areas surveyed. The reported observations and conclusions are limited only by the reported assumptions and limiting conditions and represent our unbiased and professional analysis, opinions, and conclusions. Asbestos Consultants, Inc. should be contacted if building materials (including surfacing textures, flooring, etc.) different than those observed and/or encountered during this survey are uncovered during the demolition /renovation of the lease space. Destructive sampling procedures (drilling through the roof, walls, floors, and ceilings) were not used or authorized. This work was conducted using standard principles and practices, and the scope of this report is limited to the matters expressively covered.
