Dear City Staff:
Per request of City of College Station, Texas Staff, International Residential Code (IRC) is
referenced and included in the opinion and recommendation for the construction of the above
referenced property.
As per review of the documentation and information made available to me, the use of external
structural sheathing to create a diaphragm that strengthens the framing members on the proposed
two-story single family home to be constructed at 4307 Whitwick, College Station, Texas will
provide the necessary support for the anticipated wind load as specified in the International
Residential Code (IRC) Section R301.2.1 and International Building Code (IBC) Section 1609.3
Referencing IBC Table 1609.3.1 and Figure 1609 depict a geographical 3-second wind speed of 90
miles per hour; the same geographical wind speed referenced in IRC Figure R301.2(4). The use of
the sheathing complies with the set of provisions in IBC Section 2305 for Lateral -Force -Resisting
Systems with Design & Construction set -forth, more specifically, in IBC Section 2305.2 for use in
wind -load design for simple diaphragm buildings having flat, gabled or hipped roofs that are less
than 60' (18,288) tall or where the mean roof height does not exceed the shortest horizontal
dimension. In addition, IRC Section R602.10.3, method 3 specifies that wood structural panel
sheathing of 5/16" (8mm) on 16-inch spaced studs meet the requirements for Braced wall panel
construction. In considering the lifting or moving of the building, the attached calculations show
the overturning moment due to wind load is 15.2% of the stabilized moment due to dead load,
substantially less than the not -to -exceed 66.67% as specified in IBC Section 906.1(e).
Also, please note that IRC R301.1.3 state as follows: `Engineered design in accordance with the
International Building Code zr permitted for all buildings and structures, and parts thereof, included in the scope of
this code.
Opinion
Therefore, UPON MY REVIEW OF THE ABOVE REFERENCED INTERNATIONAL
BUILDING CODE AND COMPLIANCE WITH THE RECOMMENDATION OF THE USE
OF EXTERNAL STRUCTURAL SHEATHING ON THE EXTERIOR WALLS, AS RELATED
TO ME AND BY INVESTIGATION, IT IS MY OPINION THAT:
Permitting the proposed construction improvements to the referenced property should be
considered and approved provided the additions and modifications as set forth and referenced in
this report are complied with and construction procedures are performed in a workmanship manner.
