Ofczarzak, via fax: 979.690.2504 V FROM: Jennifer Prochazka, Staff Planner SUBJECT: HORSE HAVEN ESTATES (MP) Staff reviewed the above - mentioned master plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Tuesday, July 6, 2004 at 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for July 15, 2004 at 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Ten (10) copies of the revised master plan; and, One (1) Mylar original of the revised master plan. One (1) copy of the digital file of the master plan on diskette or e-mail to nmanhart@ cstx.gov Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Please title this document "Master Plan." We no longer have a "Master Development Plan" in the UDO. 2. The only information that is required by the Subdivision Regulations to be on the Master Plan is the following: (a) proposed land uses, including, but not limited to street rights -of -way; (b) proposed zoning changes; (c) proposed drainage development; (d) proposed public improvements, including, but not limited to parks, schools, and other public facilities. Please remove all other information, including easements, existing buildings, utilities, etc. Topo lines may be helpful if they do not add to the confusion. 3. Please label the topo lines in shown. 4. The current submittal does not meet the Thoroughfare Plan. Appomattox is shown as a minor collector on the plan. The Plan shows Appomattox connecting to Horse Haven. The Master Plan must comply with the approved Thoroughfare Plan at this time. 5. Please change "Future Residential Zoning" to "Future Residential Development ". 6. Please change the proposed zoning areas on the MP to reflect the changes made with the zoning request. 7. Due to the fact that the area of development shown is different from the previous Preliminary Plat, this item will need to go to the Parks Board for final approval. The Board will need to know the number of lots and final layout. 8. Mr. Hester, it is my opinion that this plan shows much more floodplain than what is shown on the FIRM. It is my opinion that what you show on this document should be what is shown on the FIRM. If you feel the actual area of the 100 -year flooding event is greater than that shown on the FIRM, please label as such, as Greenway or other. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 2of3 1. Developer will be responsible for the installation of conduit per city design and specs. 2. Developer will be responsible for the installation of street lighting per city design and specs. (Streetlight poles to be DARK BRONZE in color.) 3. Developer will be responsible for providing all necessary easements for electric infrastructure required to provide service to development. 4. If and when Appomattox Drive is extended through Switch Station Rd. the developer will be responsible for the relocation of Switch Station Rd Gate. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. HORSE HAVEN (ROW -EASE) (04- 00500282) Engineering Review Comments No. 1 1. Provide signatures for TXU, Verizon and Cox Communication. These abandonments of public ROW -OF- WAY /Easement can not be fully reviewed by the city until all signatures are acquired. 2. Please provide letter or legal size exhibit for meets and bounds description for E -1, R -1, D -1, P -1, and S -1 (exhibit for E -2 was already submitted). 3. Provide note for INSET "A" and INSET "B" (ie. ROW or Easement Abandonment). 4. Please clarify or depict the access to Kolbe Property between abandonment and filed plat of phase three, as well as during construction.
