Staff reviewed the above - mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:
Six (6) complete sets of construction documents for the proposed
development with the revised site and landscaping plans attached
(please submit additional copies to be stamped for your records).
If there are comments that you are not addressing with the revised site plan,
please attach a letter explaining the details. If you have any questions or need

PLANNING
1. Per site plan review #1, comment #8 "Please be aware that the existing pylon
sign is located in TxDOT ROW and is not permitted. This is considered an off
premise sign. TxDOT does not allow signs in the ROW ". Please be aware
that this sign will have to be removed prior to C.O.
2. Please provide a ramp on the north end of the sidewalk that runs along Texas
Avenue.
LANDSCAPE
3. Streetscape is required for both Texas Avenue and Lincoln Avenue. The
measurement for Texas is being shown under Lincoln. Please adjust this in
the legend as well as providing both Texas and Lincoln streetscape
requirements. Show what is required for each as well as what has been
provided.
4. Per site plan review #1, comment #16 "(FYI) The minimum number of points
for any development is 800 (Section 7.5.C.1.b), even if the site area
calculation comes out less ". Points required for project area = 800 +

ENGINEERING
1. Add a construction exit and inlet protection (there is a grated inlet in parking
lot and an inlet in Texas Avenue) to the Erosion Control Plan.
2. The required sidewalk is 4 -foot wide, 4 feet from back of curb. We would
however; like to upgrade the sidewalk to match the existing sidewalk along
Texas Avenue. The City has funds to contribute, but we need a little time to
work out how to make it happen. If you could hold off the sidewalk portion
along Texas Avenue until we can work this it would be appreciated, otherwise
the 4 -foot sidewalk is all that is required.
3. How do you plan on transitioning the curb and sidewalk to the adjacent
property?

This is a Stop review: Items that need to be addressed may affect the layout of the
site (Pending Variances). The following comments do not constitute a full site plan
review.
PLANNING
1. (FYI) To the Site Contractor: Please be aware that the proposed building is setting
on top of the building line setbacks and there is no room for error.
2. Provide a general note that all roof and ground- mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public right -
of -way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.
3. Please provide vicinity map (shown on the survey) on the site plan.
a�4. Please note on the site plan the current zoning of the subject property as well as the
abutting parcels. (Subject property is zoned C -1 general Commercial)
5. Per site plan check list and per Section 7.3 of the Unified Development Ordinance,
please show opposite and adjacent driveways and separation distances.
A. (FYI) Please be aware as discussed in the pre - application meeting on January 26,
J 7 2004 that three or more retail /commercial uses is considered a shopping center and
will require parking at 1/150.
. The ordinance requires a 180 - square foot end island at the end of every parking
row. However it appears that the parking space facing Lincoln Street and adjacent to
Tract A (East Gate Square) is without an end island, so there is no where for the
parked car to back out to. Staff is allowed to grant a variance as long as the
variance is 10% or less. Granting a variance to the whole 180 - sqaure feet end-
island is more than 10 %, however staff could grant a variance to one parking space
and allow for 13 parking spaces instead of the 14 that are required. If the applicant
wants to pursue a staff level variance for one parking space please fill out the
appropriate application in Development Services or download one off our city web
site (www.cstx.gov) and submit. Please be aware that plans cannot be stamped
approved without this variance unless the site is designed to meet the ordinance.
8. Please be aware that the existing pylon sign is located in TxDOT ROW and is not
permitted. This is considered an off premise sign. TxDOT does not allow signs in the
ROW.
9. The proposed curb is not acceptable. The City of College Station requires a six -inch
monolithic curb with #4 Bar.
LAN DSCAPING /STREETSCAPING /BU FIFE

ENGINEERING
Remove all existing encroachments in TxDOT ROW. The driveway off of Texas
Avenue is required to be removed with associated concrete and parking in ROW. All
disturbed areas must have established grass prior to C.O.

ELECTRICAL
1. Developer installs conduit per city specs and design.

3. We have been working with the construction contractor on the requirements for
electric service: transformer location, conduit installation and routing.

1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow

Ordinance 2394.

This is a Stop review: Items that need to be addressed may affect the layout of the
site (Pending Variances). The following comments do not constitute a full site plan
review.
PLANNING
1. (FYI) To the Site Contractor: Please be aware that the proposed building is setting
on top of the building line setbacks and there is no room for error.
2. Provide a general note that all roof and ground- mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public right -
of -way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.
3. Please provide vicinity map (shown on the survey) on the site plan.
4. Please note on the site plan the current zoning of the subject property as well as the
abutting parcels. (Subject property is zoned C -1 general Commercial)
5. Per site plan check list and per Section 7.3 of the Unified Development Ordinance,
please show opposite and adjacent driveways and separation distances.
6. (FYI) Please be aware as discussed in the pre - application meeting on January 26,
2004 that three or more retail /commercial uses is considered a shopping center and
will require parking at 1/150.
7. The ordinance requires a 180 - square foot end island at the end of every parking
row. However it appears that the parking space facing Lincoln Street and adjacent to
Tract A (East Gate Square) is without an end island, so there is no where for the
parked car to back out to. Staff is allowed to grant a variance as long as the
variance is 10% or less. Granting a variance to the whole 180 - sqaure feet end -
island is more than 10 %, however staff could grant a variance to one parking space
and allow for 13 parking spaces instead of the 14 that are required. If the applicant
wants to pursue a staff level variance for one parking space please fill out the
appropriate application in Development Services or download one off our city web
site (www.cstx.gov) and submit. Please be aware that plans cannot be stamped
approved without this variance unless the site is designed to meet the ordinance.
8. Please be aware that the existing pylon sign is located in TxDOT ROW and is not
permitted. This is considered an off premise sign. TxDOT does not allow signs in the
ROW.
9. The proposed curb is not acceptable. The City of College Station requires a six -inch
monolithic curb with #4 Bar.

PLANNING
1. Sheets L1.0 & AS are still reflecting 14 parking spaces. Sheet AS still has the
parking requirement as 13.7 parking spaces required and 14 provided. All sheets
need to reflect the correct site layout. Please make these adjustments.
2. The curbing along Texas Avenue is required with a 4 -foot sidewalk, 4 feet back of
curb. Between the curb and the 4 -foot sidewalk sod (established grass) will be
required. Between the side walk and the property line the pavement may not be
removed (per the phone conversation between Carol Cotter and Marco Lopez). If
the pavement between the sidewalk and the property line is removed, this will
require TxDOT permits.
3. The sidewalk along Lincoln Avenue that is in the TxDOT ROW will require sod
between the sidewalk and curb.

curbing should stop at the sidewalk.

existing pavement will remain.
4. Hold off on all sidewalk in the TxDOT ROW until we can work out the details
for the upgraded sidewalk along Texas Ave. The tie -in of the Lincoln Ave
sidewalk could be effected by the sidewalk that will be constructed along
Texas Ave.
