Texas Avenue, in Culpepper Plaza Shopping Center, in College Station, Texas. (TDH Asbestos Consultant Agency License #10=0120), and included representative sampling of suspect asbestos containing building materials within the lease space. l Asbes ' 'Consultants, Inc. looked for suspect ACBM in accordance with the Asbestos School Hazard Abatement Reauthorization Act(ASHARA) of 1990. Observations Blue carpet with yellow mastic over clean concrete was common throughout the majority of the main retail area. Ceramic tile (12-in. x 12-in.) was observed in the foyer. Gray, nonfriable 12-in. x 12-in. floor tile with brown mastic is present in the rest rooms, hallway, and offices on the right side of the main retail area. A clean concrete floor was observed in the storeroom. The perimeter and interior built-up walls within the lease space are constructed of nonfriable gypsum board (Sheetrock) with friable dry wall joint compound and white textured paint. Wood panels are present on the interior walls. A tile ceiling with gray, friable, 24-in. x 48-in. ceiling tiles with white paint are common to the lease space. The grid for the ceiling is suspended beneath clean structural .feel beams and the metal roof deck. Suspect asbestos -containing building materials (ACM) are classified as surfacing, thermal or miscellaneous materials. Sampling during the field investigation was conducted in accordance with the Texas Asbestos Health Protection Rules, and included the collection of twelve bulk samples of suspect miscellaneous materials. The samples were subsequently submitted to Envirotest, Inc., a TDSHS licensed asbestos laboratory (TDSHS license 03-0005), for analysis. Table 1 presents details of the bulk sample type and location. In general, three representative samples of each suspect building material were taken from random locations throughout the lease space. For this survey, the following suspect building materials were sampled: • Nonfriable 12-in. x 12-in. floor tile with brown mastic, no damage, Friable 24-in. x 48-in. ceiling tiles with white paint, no damage, and Nonfriable wallboard (gypsum/Sheetrock) with dry wall joint compound and white paint, no damage. Friable ACBM is a material that, when dry, can be crumbled, pulverized, or reduced to powderby hand pressure. Nonfriable ACBM can be pulverized or reduced to powder only during machining, cutting, drilling, or other abrasive procedures. Friable ACBM is more likely than nonfriable ACBM to release asbestos fibers when disturbed. All samples were collected in a manner that reduced the potential for fiber release and exposure, using amended water and personal protective equipment where necessary. After recovery, samples were placed in secure containers for transport to Envirotest, Inc. Appropriate chains of custody protocols were initiated at this time. Sampling of glass and/or nonfriable brick were not included as part of this survey. Laboratory Analyses Bulk samples were analyzed by a trained analyst(s) using Polarized Light Microscopy (PLM) according to the US EPA Interim Method for the Determination of Asbestos. This technique characterizes the material's refractive indices, fiber morphology, birefringence, extinction angle, and sign of elongation, and dispersion staining colors to detect asbestos. Percentage compositions are based on approximate area compositions (by visual area estimation) under a stereomicroscope. A material is considered an asbestos -containing material (ACM) if it contains greater than one - percent asbestos as analyzed by calibrated visual area estimation (PLM). The results of the bulk sample analyses are given in Table 1. Laboratory analyses results show no asbestos being detected in the suspect building materials sampled within the lease space. The plan review is based on the 2006 International Codes, the 2005 National Electrical Code, ANSI A117.1-2003 Accessibility Standards, and our local amendments. Where appropriate, I have included the applicable code sections. Adjust sign on front door to read, `DOOR SHALL REMAIN UNLOCKED WHILE BUILDING IS OCCUPIED.' Per 2006 IBC. Provide 60" clearance at water closets to comply with ANSI A117.1-2003. Provide 60" x 60" landings for rear exit doors for accessibility requirements per 2006 IBC and ANSI Al 17.1-2003. Submit TDLR #, EABPRJ..... QProvide Valuation of project (Cost of Labor & Materials) to complete building permit application. Provide 75 CFM exhaust fans per water closet in each restroom. Provide main disconnect on exterior of building per local requirements. Provide label on disconnect, include business name and address. Provide business name and address on the exterior side of rear exit door. The review does not include any civil or zoning issues or NRA requirements of the Unified Development Ordinance.
