Brown Arrow West Builders 14041 West Road, Suite 200 Houston, TX 77041 Re: University Commons Phase III Foundation Observation and Fill Compaction Dear Mr. Brown, This referenced project consisted of filling a floodplain area in order to build an apartment building and additional parking. One of the FEMA requirements for filling a floodplain is to test the fill for compaction. CME of College Station was employed to provide construction testing on the floodplain fill and the foundation pad fill. All lifts for each were tested and all lifts were greater than or equal to 95% of the standard proctor (ASTM D-698). No retest was required. On May 7 and 8"', I personally observed the foundation beams and excavations, steel placement, and overall fitness of the foundation preparation to approve the concrete placement. Everything appeared to be in order and in compliance with the plan. One exception is cutting of one of the three #6 bars due to plumbing interference. The foundation design was based on the very worst -case scenario for this area. The general fill and pad fill was much better than what was specified. The foundation system is very over -designed. The third #6 bar is not needed and the foundation concrete can be placed as soon as practical. If you have any questions, please do not hesitate to contact me.) With the change to parallel parking, there is a need for 10 additional spaces. 2) Need to provide a curb next to the parallel parking spaces. Cannot use parking stops as the curb. 3) Submit a revised site plan showing parallel parking spaces with dimensions, show locations where additional parking spaces are being added. 4) Parking spaces need to be striped. 5) Remove construction equipment (trailers, port -a -potties etc.). 6) Clean up and remove debris from site (dirt pile, curb pieces). 7) Disturbed areas need to establish groundcover. 8) Dumpsters need to be moved back to their location.
